JIM LILLEY has lived one very<br />

busy life.<br />

The Christchurch RSA president<br />

has been a police officer,<br />

co-established Marine Watch<br />

and was a long-time Coastguard<br />

Canterbury volunteer.<br />

He also fundraises for the<br />

Cancer Society and trains bus<br />

drivers.<br />

And he credits one person –<br />

his late wife Cath (inset).<br />

“I couldn’t have done half<br />

of what I’ve done without her<br />

support,” he said.<br />

Cath passed away in 2008<br />

aged 44, following an eightmonth<br />

battle with breast<br />

cancer.<br />

“She was my partner in<br />

crime for a lot of the stuff I<br />

did,” Lilley said.<br />

Lilley’s work in the community<br />

was recognised at the<br />

weekend in the King’s Birthday<br />

Honours list.<br />

The 72-year-old was<br />

inducted as a member of the<br />

New Zealand Order of Merit<br />

for services to conservation<br />

and the community.<br />

Lilley was surprised and<br />

humbled – and said a large<br />

part of the award is for Cath.<br />

“It’s the whanau that supports<br />

the person. It’s as much<br />

theirs as it is the person that’s<br />

done it,” he said.<br />

Richmond Hill Rd residents<br />

continue to have mixed views<br />

over how to fix a contentious<br />

part of the road.<br />

The issue is before the<br />

Waihoro Spreydon-Cashmere-<br />

Heathcote Community Board<br />

– seven years after a bid for a<br />

footpath went unanswered.<br />

The speed limit was then<br />

changed to 40km/h from<br />

50km/h and signs were put up,<br />

but resident John Harcourt said<br />

it has not been enough.<br />

"It's just hopeless. You see<br />

how there's no channel, there's<br />

no curve. And I'm thinking,<br />

we've been here for 15 years.<br />

Parking here has been something<br />

they should have worked<br />

out years ago,” he said.<br />

Harcourt said the footpath is<br />

too narrow and people go too<br />

fast. Slowing down would be a<br />

simple solution.<br />

There have been calls to put<br />

in a footpath since 2018, but<br />

there has been no movement on<br />

that front.<br />

The issue was picked up again<br />

last year when residents from<br />

further up the hill expressed<br />

concerns there was not enough<br />

space to drive through without<br />

slowing down. They want parking<br />

to be removed.<br />

However, the Richmond Hill<br />

Residents Association does not<br />

want to see parking removed<br />

from the road.<br />

The association told a<br />

Richmond Hill Rd resident, John Harcourt, says cars go too fast on the tight stretch<br />

of road.<br />

"Our day to day lives would<br />

become unnecessarily more<br />

difficult.”<br />

A resident yesterday told <strong>Bay</strong><br />

<strong>Harbour</strong> News said "it's bullsh.t<br />

mate,” when asked about a call<br />

to add yellow lines outside his<br />

house.<br />

The association also questioned<br />

at the workshop the<br />

differences in proposed work<br />

done further up the hill on<br />

70 – 102 Richmond Hill Rd for<br />

improved pedestrian safety<br />

costing about $350,000 compared<br />

to the $2200 in the<br />

original proposed plan for the<br />

road between addresses 54–70.<br />

"The comparisons, imbalance<br />

and the differences in approach<br />

is just mind blowing,” said the<br />

association.<br />

City council staff presented<br />

options including marked<br />

parking bays, pedestrian<br />

access, speed management and<br />

signage,” at the workshop.<br />

"What staff presented was an<br />

option that keeps some footpath<br />

and parking which is what<br />

locals want, but its also safe<br />

and slows down traffic coming<br />

down the hill,” said community<br />

board member and mayoral<br />

candidate, Sara Templeton.<br />

“It’s difficult to find a balance,<br />

but we are determined to find<br />

it.”<br />

The board will do a site visit<br />

with city council staff and<br />

residents. From there a report<br />

which will be put to the board<br />

for a decision.<br />

The issue lies on a small<br />

section of Richmond Hill Rd<br />

between addresses 54 and 70.<br />

It is narrow and in some<br />

places the footpath is the same<br />

height as the road.<br />

People park vehicles on the<br />

footpath to avoid blocking the<br />

narrow road which creates<br />

safety issues for pedestrians<br />

who are forced to walk on the<br />

road to get around the parked<br />

vehicles.<br />

The parked vehicles can also<br />

prevent larger emergency service<br />

vehicles from accessing<br />

properties further up Richmond<br />

Hill Rd.<br />

New subdivisions have also<br />

contributed to an increase in<br />

traffic flow.<br />

Council staff received feedback<br />

on its original plan last<br />

year to implement no stopping<br />

lines from four organisations<br />

and 61 individuals.<br />

Seventy-four per cent of<br />

submitters did not support the<br />

proposed plan.<br />

Lyttelton netball court to<br />

open next month<br />

Lyttelton Netball Club’s new court<br />

will now be opened on July 10. It<br />

was expected to be finished in time<br />

for the winter sports season, but<br />

recent weather events have caused<br />

delays to the civil and landscaping<br />

works. The court is part of an<br />

upgrade to the Lyttelton Recreation<br />

Ground, which included a change<br />

pavillion, basketball-futsal<br />

court and artificial turf training<br />

Woman falls from motorbike<br />

in Little River<br />

A woman suffered a compound<br />

fracture to her forearm after<br />

falling off a 50cc motorcycle on a<br />

wooden bridge on Church Rd, Little<br />

River. Her back wheels slipped<br />

causing her to lose control. The<br />

Little River Volunteer Fire Brigade<br />

was called to the scene at 5.35pm<br />

and conducted first aid before an<br />

ambulance arrived.<br />

BP Meats site meeting<br />

scheduled for today<br />

Two community workshops are<br />

being held today at the Gaiety Hall<br />

in Akaroa to discuss the feedback<br />

city council staff have received<br />

so far on the future uses of the<br />

BP Meats site. The workshops<br />

will be on at 2.30-4.30pm<br />

and 5-7pm. City council staff<br />

will present community feedback<br />

and other relevant information.<br />

Attendees will have the opportunity<br />

to discuss about options and ask<br />

A lifelong commitment to making<br />

He and Cath were together for<br />

16 years. They got married the<br />

day before she died.<br />

“We had both come out of less<br />

than pleasant marriages and<br />

we always said we’re not going<br />

down that path again, but it was<br />

the one thing Cath wanted.<br />

“Think of any emotion you<br />

can and it was probably there,”<br />

Lilley said.<br />

After Cath died, Lilley was an<br />

“emotional wreck”. He turned<br />

to community service.<br />

“I made a promise to Cath I<br />

would spend a chunk of my life<br />

working to improve the lives of<br />

people with cancer,” he said.<br />

In 2010, he heard about the<br />

Tranz Alpine Scooter Safari,<br />

a biennial charity ride from<br />

Christchurch to Hokitika on<br />

50cc scooters.<br />

The trip is made by up to 250<br />

people annually and has raised<br />

$2.2 million for Cancer Society<br />

Canterbury-West Coast to date.<br />

Lilley has taken part in every<br />

ride since and has won best<br />

scooter multiple times.<br />

He changes the scooter design<br />

every time and has big plans for<br />

next year’s event.<br />

“It’s a day of complete and<br />

“Half the way over there, I’m<br />

crying because I can feel Cath<br />

on my shoulder,” he said.<br />

Lilley grew up on a farm<br />

in Kaikōura, which shaped<br />

his passion for wildlife<br />

conservation.<br />

“That environment (your<br />

upbringing) is where you<br />

develop the values that you live<br />

by,” he said.<br />

Lilley left Kaikōura when<br />

he was 18 to join the army. He<br />

completed the basic training,<br />

but was also interested in<br />

joining the police.<br />

He applied for both and was<br />

snapped up first by the police.<br />

After four years as a traffic<br />

cop in Nelson, he was diagnosed<br />

with cancer at 18.<br />

It was not treatable in Nelson,<br />

so he moved to Christchurch for<br />

treatment and to recover.<br />

Lilley also went through<br />

another round of cancer at 32.<br />

Incidents of animal harm in<br />

Kaikōura prompted Lilley and<br />

two friends to establish Marine<br />

Watch in 1992, which assisted<br />

the Department of Conservation<br />

with wildlife incidents.<br />

16 years together, they married in 2008, one day before Cath died.<br />

He led groups of volunteers to<br />

rescue and rehabilitate injured<br />

wildlife, including dolphins,<br />

seals, whales and seabirds.<br />

Lilley was personally<br />

involved in the rescue of more<br />

than 10,000 stranded whales.<br />

“When you look at the<br />

weather forecast and look<br />

at climate change, there’s an<br />

imperative to this work. That’s<br />

why I was trying to send a<br />

message that every animal<br />

matters,” he said.<br />

The organisation started with<br />

three, but grew to a group of<br />

about 500 volunteers.<br />

A whale rescue once required<br />

Lilley to go to Port Levy. He<br />

asked Coastguard Canterbury<br />

to take him and the volunteer<br />

crew there.<br />

The rescue was successful,<br />

but afterwards Lilley realised<br />

he had never thanked the<br />

Coastguard for its help. He went<br />

back a few days later – and<br />

ended up volunteering for the<br />

next 21 years.<br />

He took on a variety of roles,<br />

including training officer,<br />

skipper, and communications<br />

officer.<br />

Over the years, Lilley<br />

participated in the rescue of<br />

more than 500 people. That<br />

included the 2000 storm that<br />

ruined the Lyttelton marina.<br />

“A storm came through and<br />

totally destroyed (the marina),<br />

somewhere in the vicinity of 60<br />

vessels got sunk and we spent<br />

the next 10 days salvaging what<br />

we could,” he said.

Lilley saved a woman’s dog,<br />

which was stranded on her<br />

boat. She later turned up to the<br />

Coastguard headquarters with<br />

$1000 of KFC.<br />

Cath also volunteered<br />

for Coastguard Canterbury,<br />

working the radios while Lilley<br />

drove the boat. After her death,<br />

Lilley struggled to stay in the<br />

building because of his grief.<br />

“Everywhere you looked<br />

there was just too many<br />

memories,” he said.<br />

He eventually finished up in<br />

2015.<br />

Two years before Cath’s<br />

death, Lilley had a heart attack.<br />

“You look over the side of<br />

your bed and you’re staring<br />

down a six-foot hole, so it was a<br />

big wake up call,” he said.<br />

He took time to re-evaluate<br />

his life, helped by Cath. In<br />

particular, Lilley grappled with<br />

his body’s inability to live on<br />

the edge.<br />

He turned that into upskilling<br />

others.<br />

“I wasn’t 12 foot four and<br />

bulletproof anymore.<br />

“You’ve accumulated a hell<br />

of a lot of experience in these<br />

fields and you go through a<br />

journey where you part that<br />

experience onto others,” he<br />

said.<br />

He remembers taking current<br />

Forest and Bird chief executive<br />

Nicola Toki to her first whale<br />

stranding when she was still<br />

at school.<br />

“You sit back and think, what<br />

you were doing 20 years ago<br />

has an impact today.”<br />

Following the February 22,<br />

Lilley volunteered at Coastguard Canterbury for 21 years.<br />

2011 earthquake, Lilley was<br />

asked by Civil Defence to be an<br />

incident manager at welfare<br />

centres for evacuees.<br />

“I got a call to see if I could<br />

help. I could help, so I did.”<br />

He recalled walking down<br />

Linwood Ave and was stunned<br />

to see after all that had<br />

happened, parents putting their<br />

children down open cracks to<br />

take photos of them.<br />

“I just shook my head,” he said.<br />

Former prime minister John<br />

Key was in Linwood as well<br />

meeting with the residents. He<br />

reached over and shook Lilley’s<br />

hand.<br />

“I thought it was just going<br />

to be a quick flick and go but he<br />

wouldn’t let go of my hand, he<br />

said ‘I actually want to<br />

know how you are’ and we<br />

talked for a while.”<br />

The two hadn’t met before.<br />

About 10 years ago, Lilley was<br />

approached by a friend to join<br />

the Christchurch Royal New<br />

Zealand Returned and Services<br />

Association. The friend was a<br />

keen fisherman whose views<br />

on conservation differed from<br />

Lilley’s.<br />

“We used to have public<br />

meetings and people would<br />

come for the entertainment of<br />

him and I arguing,” said Lilley.<br />

He said he would join the<br />

in his second stint as president<br />

after taking on the role again in<br />

His first stint was in 2020, but<br />

Lilley was forced to step down<br />

when he had quintuple bypass<br />

surgery.<br />

He said the role has been busy,<br />

especially with the rate at which<br />

RSAs around the country are<br />

winding up.<br />

Lilley has been the organiser<br />

and master of ceremonies<br />

for the Christchurch City and<br />

Lyttelton Anzac and Armistice<br />

Day services for the past six<br />

years.<br />

He played a key role in<br />

returning the Christchurch<br />

service to Cathedral Square, a<br />

proud moment.<br />

The Citizen’s War Memorial<br />

in the square was re-dedicated<br />

in 2023 in a service attended by<br />

Princess Anne.<br />

“Being there and having it<br />

unveiled by Princess Anne, that<br />

was a high point,” he said.<br />

As well as his work with the<br />

RSA and fundraising for the<br />

Cancer Society, Lilley is also a<br />

bus driver instructor. He has<br />

been doing it for 13 years.<br />

He tried to retire about five<br />

years ago to “act his age”, but<br />

was bored within five minutes<br />

and went back to work. He<br />

doesn’t plan on slowing down.<br />

Ticket levy to apply to<br />

all stadium attendees<br />

Residents hoping to avoid a<br />

potential ticket levy for events<br />

at One New Zealand Stadium<br />

are out of luck.<br />

The stadium’s operator,<br />

city council-owned Venues<br />

Ōtautahi, has told <strong>Bay</strong> <strong>Harbour</strong><br />

News there will be no region<br />

or location-based ticket levy,<br />

despite earlier suggestions<br />

from some city councillors and<br />

Mayor Phil Mauger.<br />

Instead, any ticket levy will<br />

apply to all ticketholders,<br />

including those in Christchurch,<br />

who contributed ratepayer<br />

funds to the stadium’s<br />

construction.<br />

“We can confirm there will<br />

not be a regionally targeted<br />

ticket levy for ticket purchasers<br />

outside the Christchurch City<br />

Council region. Regionally<br />

targeted levies are difficult to<br />

enforce and not supported by<br />

our ticketing systems,” said<br />

Venues Ōtautahi chief executive<br />

Caroline Harvie-Teare.<br />

Mauger and city councillor<br />

Sam MacDonald first proposed<br />

the idea of a location-based<br />

ticket levy in August 2023,<br />

suggesting it could help offset<br />

operating costs by charging<br />

more to people living outside<br />

Christchurch.<br />

However, both Mauger and<br />

the city council have since<br />

dropped efforts to seek funding<br />

contributions from other<br />

district councils.<br />

Venues Ōtautahi confirmed<br />

to <strong>Bay</strong> <strong>Harbour</strong> News in April it<br />

had ruled out ratepayers from<br />

neighbouring district councils<br />

contributing funds to the<br />

stadium’s operating costs.<br />

While a ticket levy is still under<br />

consideration, Harvie-Teare<br />

said it would apply to all ticket<br />

holders, regardless of where they<br />

live, and would depend on the<br />

type of event and ticket pricing.<br />

“Ticket levies are standard<br />

practice across industry and<br />

apply to most major venues<br />

across the country to cover<br />

costs such as repairs and<br />

maintenance. These levies can<br />

vary from venue to venue, event<br />

to event.”<br />

Ticket levies are already used<br />

in some form at Auckland’s Eden<br />

Park and Spark Arena.<br />

The $683 million stadium in<br />

Christchurch will open next April<br />

with a 30,000 capacity for sports<br />

matches and 36,000 for concerts.<br />

Venues Ōtautahi is staying<br />

mostly quiet about its plan to pay<br />

for events funding at the stadium<br />

and what will be covered by its<br />

own revenue, as opposed to city<br />

council money.<br />

Venues Ōtautahi refused to<br />

release the stadium’s business<br />

plan to <strong>Bay</strong> <strong>Harbour</strong> News,<br />

with Harvie-Teare saying it is<br />

“commercially sensitive.”<br />

<strong>Bay</strong> <strong>Harbour</strong> News, under<br />

the Local Government Official<br />

Information and Meetings Act,<br />

has requested Venues Ōtautahi’s<br />

business plan for the stadium.<br />

New date in July confirmed<br />

for testing of tsunami sirens<br />

Tsunami sirens along the<br />

coastline will be re-tested on<br />

July 13.<br />

Forty five sirens between<br />

Brooklands and Taylors Mistake<br />

will sound for up to three<br />

minutes at 11am on the last<br />

Sunday of the school holidays.<br />

Residents will hear a tone<br />

followed by a message: “This is<br />

a test of the tsunami warning<br />

sirens. Do not be alarmed. This<br />

is only a test.”<br />

The new testing date follows<br />

the earlier failure in April to<br />

test the sirens, due to the sole<br />

operator of the technology,<br />

based in Auckland, dealing with<br />

a car accident outside their<br />

house at the time the sirens<br />

were scheduled to go off.<br />

City council civil defence<br />

and emergency management<br />

manager Brenden Winder said<br />

it is important the sirens are<br />

re-tested to ensure they work<br />

effectively.<br />

“We recognise the critical<br />

importance of testing<br />

the tsunami sirens and<br />

acknowledge the confusion that<br />

the earlier failed test created,”<br />

he said.<br />

“We’ve had discussions with<br />

our supplier and we have<br />

sufficient safeguards in place<br />

to ensure this test will go ahead<br />

as planned. It is only a test and<br />

there is no need for anyone to<br />

evacuate.”<br />

Winder said reminders would<br />

be put out closer to the testing<br />

date.<br />

In the event of an immediate<br />

tsunami threat, Civil Defence<br />

and police would use the<br />

cellphone-based Emergency<br />

Mobile Alert system, radio,<br />

television, social media, sirens<br />

and local community networks<br />

to alert residents.<br />

There are concerns the siren<br />

network along Canterbury<br />

beaches is unfit for purpose as a<br />

primary emergency mechanism<br />

due to its age and outdated<br />

technology.<br />

failure] highlighted the fact the<br />

system is not automated. From<br />

our point of view, a foolproof<br />

automated system is what is<br />

needed,<br />

more people who are prepared<br />

the better - you have a text and<br />

a siren there is no indecision."<br />

There is a proposal to reduce<br />

the 45 sirens to about 10 located<br />

at specific points where the<br />

efficiency of alerting systems<br />

such as EMAs may be reduced.<br />

It will be discussed by the city<br />

council on <strong>June</strong> 10.<br />

may include areas where<br />

people are less likely to have<br />

cell phones.<br />

sustainability.<br />

Named Terra Nova, the pilot transfer boosts<br />

Lyttleton’s pilot fleet to two modern launches.<br />

Henry Bastion, LPC Marine Fleet Manager,<br />

says Terra Nova is one of the industry's safest<br />

and most efficient pilot vessels.<br />

“Terra Nova is crucial for the consistent<br />

and safe transfer of pilots, especially in<br />

challenging conditions with swells up to<br />

three or four meters,” said Henry Bastion.<br />

Design and Safety<br />

Terra Nova, with her distinctive beak bow<br />

hull form, reduces slamming and vertical<br />

acceleration, improving the boat's wavepiercing<br />

ability. It has also proven to be<br />

efficient, reducing drag, improving fuel<br />

economy, and enhancing the launch's<br />

operation.<br />

Advanced Technology<br />

Terra Nova is equipped with infrared and<br />

FLIR thermal imaging cameras that can<br />

track objects in the water, enhancing<br />

safety during operations.<br />

The vessel has the latest version of Hart<br />

Marine's Man Overboard Recovery<br />

platform and a fully self-righting<br />

function, ensuring maximum safety for<br />

the crew.<br />

“The addition of Terra Nova to our fleet<br />

is part of our strategy to maintain a high<br />

level of service, safety, and ensure<br />

continuity of our operations,” said<br />

Bastion.<br />

Terra Nova Lyttelton history<br />

The name Terra Nova holds historical<br />

significance dating back to the early 1900s<br />

when the original ‘Terra Nova’ regularly<br />

used the Lyttelton Dry Dock to overhaul<br />

and refit the vessel for expeditions to<br />

Antarctica.<br />

Andrew Van der Bent, Head of Marine<br />

Operations, says the LPC Pilot Launch Team<br />

suggested the name Terra Nova, which<br />

means 'new land' in Latin.<br />

“It’s fitting for modern-day vessels<br />

visiting Lyttelton from around the world<br />

to be greeted by a pilot vessel with such a<br />

distinguished name,” said Andrew Van der<br />

Bent.<br />

reclamation next phase<br />

The Te Awaparahi <strong>Bay</strong><br />

reclamation project is a critical<br />

initiative for the future of<br />

Lyttelton Port and the wider<br />

Canterbury and South Island<br />

economy.<br />

As we approach our container berth<br />

capacity, expanding our infrastructure is<br />

essential to meet the growing demands of<br />

the New Zealand supply chain.<br />

Our current modelling indicates that by<br />

2029-30, we will no longer be able to berth<br />

enough vessels of sufficient capacity to<br />

keep up with these demands.<br />

The initial 10ha of the Te Awaparahi <strong>Bay</strong><br />

reclamation project was completed in 2019.<br />

The next stage, totalling six hectares, was<br />

completed in December 2020. This current<br />

stage, totalling seven hectares, is expected<br />

to take two years to complete.<br />

This project will enable Lyttelton to<br />

handle up to 850,000 TEU per year and<br />

accommodate the largest vessels that visit<br />

New Zealand, solidifying our position as the<br />

South Island’s main hub port.<br />

The reclamation work is a continuation<br />

of the Port Lyttelton Recovery Plan, a<br />

statutory document under the Canterbury<br />

Earthquake Recovery Act 2011, and has been<br />

fully consented since January 2018.<br />

Environmental Management<br />

The reclamation is being carried out under a<br />

comprehensive construction environmental<br />

plan and a sustainability framework based<br />

on international best practices developed<br />

specifically for the Te Awaparahi <strong>Bay</strong><br />

project. We understand the community’s<br />

environmental concerns.<br />

LPC undertook a partner-led programme<br />

for kaimoana and other species relocation<br />

before the commencement of the physical<br />

construction work.<br />

Over 7000 organisms have been relocated<br />

under the Kaimoana Management Plan<br />

developed for the resource consent.<br />

Additionally, LPC has become the first<br />

company in New Zealand to release a<br />

disclosure report under the Taskforce<br />

on Nature-related Financial Disclosures<br />

Framework. This report focuses on<br />

LPC’s impacts, dependencies, risks, and<br />

opportunities. It identifies where Port<br />

activities have contributed to land and<br />

marine habitat change since the beginnings<br />

of a commercial Port in 1875.<br />

Our goal is to become net biodiversity<br />

positive, measured against a baseline of<br />

1875, and this report is a crucial step in<br />

establishing the pathway to achieve<br />

this aim.<br />

Economic Benefits<br />

The reclamation work is vital to ensure<br />

that the Port can handle the volume<br />

demands of the Canterbury and South<br />

Island economies and to enable the Port’s<br />

resilience in the event of another major<br />

seismic event.<br />

If the next stage of this work is not<br />

completed soon, we will be unable to meet<br />

the timetable required to deliver the new<br />

Te Awaparahi <strong>Bay</strong> Wharf by the early<br />

2030s, which will be crucial to delivering<br />

the forecast container vessel berth<br />

requirements.<br />

The risk is berth congestion; currently,<br />

LPC can only berth a single large container<br />

vessel at a time. The new berth will allow<br />

two large vessels to berth simultaneously.<br />

Long-term sustainability<br />

The Te Awaparahi <strong>Bay</strong> reclamation project<br />

is not just about expanding our port<br />

facilities; it is about ensuring the long-term<br />

sustainability and resilience of our region’s<br />

economy and environment.<br />

all stakeholders, including the local<br />

community and iwi, to address concerns<br />

and ensure this project benefits everyone<br />

involved.<br />

Golden <strong>Bay</strong> is one of<br />

New Zealand’s largest cement<br />

businesses and the only one<br />

to still produce cement in<br />

Aotearoa.<br />

Now a subsidiary of Fletcher Building,<br />

Golden <strong>Bay</strong> has been in operation for over<br />

100 years. By the numbers, it operates<br />

with 900 ISO tanks, 231 staff, 15 service and<br />

distribution centres, two marine vessels and<br />

one cement plant.<br />

For the last 10 years, Golden <strong>Bay</strong> has had a<br />

close relationship with LPC as we help it get<br />

its product out to customers across the South<br />

Island.<br />

The process follows an ISO tank model<br />

in which cement is transported via coastal<br />

shipping from the plant in Portland (near<br />

Whangārei) down to Lyttelton. The product<br />

is shipped in ISO tanks (‘tanktainers’),<br />

which are offloaded and transported to<br />

LPC’s landside facilities, CityDepot and<br />

MidlandPort.<br />

From there, tanks are sent out to<br />

customers as required. Empty tanks are<br />

returned and eventually shipped back to<br />

Portland where the process begins again.<br />

for Road and Rail, says the ISO solution<br />

works perfectly for the business.<br />

“It’s been a fantastic operational<br />

relationship. As soon as the tanks arrive<br />

at Lyttelton, the Port takes over. It’s a very<br />

efficient process and having two storage<br />

locations means we can save our customers<br />

time and money.”<br />

Coastal shipping is ideal for moving<br />

large volumes of heavy product. Not<br />

only is it more sustainable than road or<br />

rail from the North Island, it makes clear<br />

financial sense too.<br />

“Coastal shipping is by far the most<br />

efficient way to move the volumes we<br />

deal with,” says Chris. “We currently move<br />

up to 120 tanks per week to the South<br />

Island. That’s just short of 3,000 tonnes.<br />

The ability to move that quantity of<br />

product on a constant, locked-in schedule<br />

can’t be underestimated. The impact is<br />

phenomenal.”<br />

LPC Chief Customer and Supply Chain<br />

Officer Simon Munt says that being able<br />

to provide an end-to-end solution for<br />

Golden <strong>Bay</strong> is testament to LPC’s focus on<br />

nurturing strong relationships.<br />

“Road, rail and shipping are all involved<br />

in the solution. We must be able to<br />

facilitate the different parts of the chain<br />

to make it work seamlessly.”<br />

He also says that LPC’s ability to<br />

provide landside solutions is key to<br />

adding value for our customers.<br />

“As we continue to grow the Port,<br />

we’ve also got to be able to get the cargo<br />

in and out. Investing in and promoting<br />

our landslide solutions, like CityDepot<br />

and MidlandPort, is key to keeping pace<br />

with increased volumes. This is definitely<br />

a focus for our long-term strategy,”<br />

concludes Simon.<br />

In collaboration with GHD, LPC aims to<br />

outline the strategic direction for the port's<br />

infrastructure and operations, addressing<br />

key economic, social, environmental, and<br />

climate considerations.<br />

It sits alongside the comprehensive work<br />

undertaken as part of the Port Lyttelton<br />

Plan and the Port Lyttelton Recovery Plan<br />

following the earthquakes, which established<br />

the spatial planning framework to enable<br />

the Port to develop to meet the needs of the<br />

region into the 2040s.<br />

The principles established by the Port<br />

Lyttelton Recovery Plan remain, in particular<br />

the move of Port operations eastward; the<br />

Masterplan is a separate document and<br />

tool that will lay out the vision for the<br />

development of operations and activities<br />

within that existing framework and<br />

footprint.<br />

This initiative is crucial for the sustainable<br />

development of the port and the surrounding<br />

community.<br />

Public Feedback<br />

To ensure that the Masterplan reflects the<br />

needs and concerns of the local community,<br />

LPC is launching a public consultation<br />

process.<br />

The community will be able to participate<br />

in an online survey to provide feedback, rank<br />

key issues, comment on important topics, and<br />

suggest one change they would make at the<br />

Port of Lyttelton and its networks.<br />

This survey will be available in <strong>June</strong>/<br />

July. LPC will set up a drop-in centre at<br />

the Lyttelton Market during this period to<br />

answer any questions and gather additional<br />

feedback.<br />

Paki Tamehana has<br />

worked at CityDepot since<br />

November 2012 and started<br />

as a forklift and empty<br />

container handler driver.<br />

The best thing I love here is the variety of<br />

work you do,” says Paki.<br />

“You are picking up containers all day,<br />

every day, but not always the same one,”he<br />

laughs.<br />

Paki is the face of CityDepot and has been<br />

a dedicated presence rising through the<br />

ranks to the role of operations foreman.<br />

“I ensure people are in the right places<br />

and that we have enough staff. This includes<br />

managing the wash pads, workshops and<br />

survey pads and ensuring containers are<br />

stacked safely.”<br />

CityDepot is the largest empty container<br />

depot in the South Island. Operating 24<br />

hours a day, Monday through Friday, it<br />

plays a crucial role in supporting the<br />

wider supply chain by ensuring sufficient<br />

containers are made available for customers<br />

to pack and export through Lyttelton to the<br />

world.<br />

It is equipped with a rail siding capable<br />

of handling up to 24 wagons at a time.<br />

The site is an MPI-accredited facility<br />

that provides various services, including<br />

surveying, repairing, washing and storing<br />

empty containers.<br />

“Fonterra Darfield is one of our biggest<br />

customers at the moment – we supply 48<br />

containers a day out to Fonterra for milk<br />

powder.”<br />

Maintaining a stable workforce has been<br />

a challenge at CityDepot.<br />

Paki was involved in the hiring of six<br />

Filipino employees to bolster his team and<br />

provide a stable roster of forkhoist reach<br />

stacker drivers.<br />

“We travelled to the Philippines to<br />

interview six potential staff. I was involved<br />

in the selection process and ensured that,<br />

when the recruits arrived in New Zealand,<br />

they were supported with their integration<br />

into LPC, receiving comprehensive onsite<br />

training in operations and health and<br />

safety.”<br />

Paki says he now has a team he can rely<br />

on, and it certainly helps that the team is<br />

able to carry out a variety of different tasks<br />

across our operation.<br />

“I value the freedom to make decisions<br />

and ensure the team is ready to react to<br />

customer requirements and maintain a<br />

safe operation within CityDepot.”<br />

Paki’s smooth operation of CityDepot<br />

has had a positive impact and rubbed off on<br />

staff who treat him like a father figure.<br />

“I am a mother, father, to a brother, to a<br />

mate, to a doctor, which is good,”he laughs.<br />

“I think my personality helps and takes<br />

everyone for who they are.”<br />

Paki says CityDepot is a great place to<br />

work and is proud of his team.<br />

ENVIRONMENT<br />

Turning Port<br />

log bark<br />

waste into<br />

compost<br />

Local companies have found a<br />

way to turn bark waste from<br />

sawmill residues and forest<br />

operations into potting mix,<br />

soil conditioner and garden<br />

chips.<br />

The bark from the Log Yards at the Port has<br />

become part of the raw material mix. The<br />

initiative was the result of collaboration<br />

between forest companies, Port operators and<br />

Intelligro, a leading manufacturer of<br />

landscaping products.<br />

Rodney Ryder from Laurie Forestry says<br />

that Intelligro and several other companies<br />

have been using clean bark for a long time<br />

but the challenge was using less quality<br />

material.<br />

The system has been refined into a very<br />

large operation and now gets raw material<br />

from as far away as Picton. The bark is<br />

screened and mixed with other materials,<br />

including clean bark from the sawmills, to<br />

make highly sought-after nursery blends.<br />

As trucks are unloaded at the Port, bark<br />

falls off and stevedores C3 sweep it into a<br />

storage area.<br />

Intelligro collects the accumulated bark at<br />

regular intervals, which is used as a<br />

byproduct to produce compost.<br />

Waste Management’s sweeping<br />

programme comes twice a week to collect<br />

remaining dust.<br />

After each shipment, C3 sweeps the<br />

residue bark into storage and Intelligro<br />

collects it. C3 loads out the bark during<br />

quiet periods in its operation.<br />

“The bark has gone from being a<br />

problem residue to a sought-after<br />

commodity and helps to cover some of the<br />

cost of maintaining the yards,”says<br />

Rodney.<br />

“This is a fine example of what can<br />

happen when you get a team of people<br />

working together so that all parties<br />

benefit from the relationship.”<br />

Big weekend out at Ferrymead<br />

More than 1000 people turned out to the King’s Birthday celebrations at<br />

Ferrymead Heritage Park over Sunday and Monday. The Sumner Silver Band<br />

filled the park with the rousing tunes of a classic brass band. The Canterbury<br />

Railway Society brought two special guest trains, a D16 locomotive from the<br />

Pleasant Point Railway and Museum and a 64 steam locomotive from The<br />

Plains Vintage Railway. The Tramway Historical Society also rolled out the<br />

Kitson steam tram, pulling the double-decker trailer. Attendees also went<br />

along to the bakery with Lady Crumble to fashion their very own royal crown<br />

and bake a biscuit to dunk in their afternoon tea.<br />

building for the future<br />

through a partnership with the<br />

University of Canterbury colts.<br />

It comes after Diamond <strong>Harbour</strong><br />

was not able to field any<br />

senior grade teams this year –<br />

the first time since the club was<br />

founded in 1969.<br />

“I’m absolutely<br />

captain Neil<br />

Bludden.<br />

“For a long<br />

time, it’s been<br />

my Saturday.<br />

with the team (division 2) and<br />

now I’m a bit lost, I feel very<br />

empty.”<br />

Since February, Diamond<br />

<strong>Harbour</strong> president, Brent<br />

Elder, has been in talks with<br />

UC to steer its colts players to<br />

Diamond <strong>Harbour</strong> after they<br />

left university.<br />

"They were really positive<br />

about starting the relationship<br />

with Diamond <strong>Harbour</strong>,<br />

which has been fantastic,” said<br />

Elder.<br />

"We’re hoping we can build<br />

the relationship in such a way<br />

that they can transition into a<br />

Diamond <strong>Harbour</strong> senior team<br />

and form the basis for our new<br />

team.”<br />

with Springston to play in<br />

reached the quarter-finals.<br />

“It was a fantastic vibe last<br />

season, it really was,” said<br />

Bludden.<br />

But this season the two clubs<br />

could only muster 14 registered<br />

players, five of them from<br />

Diamond <strong>Harbour</strong>.<br />

Last season, they had a<br />

squad of 40 with about 20 from<br />

Diamond <strong>Harbour</strong>.<br />

The steep drop off is due to a<br />

combination of an ageing roster,<br />

injuries and younger players<br />

moving, said Bludden.<br />

He added the club’s situation<br />

is part of a wider issue with<br />

New Zealand rugby numbers,<br />

attributing it to the variety<br />

of sports available for young<br />

people.<br />

“It’s just a sign of the times,<br />

we’re not the only club<br />

struggling.<br />

“It’s just a matter of<br />

promoting and making people<br />

aware of what we’ve got and<br />

what we do.”<br />

Blunden said the club was in<br />

a financially healthy position<br />

and is not at risk of falling over.<br />

The club has four junior<br />

teams - a year 1 rippa team, a<br />

year 3 and 5 tackle team in the<br />

Ellesmere competition and a<br />

year 3 rippa team in the Metro<br />

competition.<br />

Bludden said numbers are<br />

holding their own.<br />

The club’s most notable<br />

player is former Canterbury<br />

lock, Bruce Farmer, who played<br />

for the province from 1976<br />

to 1980 under captain, Alex<br />

“Grizz” Wyllie.<br />

“It's amazing what a victory<br />

can do for belief, no matter<br />

who it's against and how it<br />

happens, belief is belief and<br />

that's certainly high now,” said<br />

Sumner head coach, Gareth<br />

D’Almeida.<br />

“It's about getting the preparation<br />

done, good clarity during<br />

the week and<br />

turning up.”<br />

But the wave<br />

are not getting<br />

ahead of<br />

themselves.<br />

"The job’s<br />

not done, that’s<br />

for sure,” Gareth D’Almeida<br />

D’Almeida said.<br />

Sumner will be donning pink<br />

jerseys in Saturday’s game<br />

(2.45pm) at St Leonards Park<br />

for the club’s annual ladies day<br />

and breast cancer fundraiser.<br />

The victory marks the Wave’s<br />

first of the season after suffering<br />

a six game losing streak.<br />

"From my perspective as a<br />

coach, it’s been coming a for a<br />

while,” said D’Almeida.<br />

Sumner has been working<br />

on defence, and keeping the<br />

pressure on after they have<br />

scored points, which D’Almeida<br />

said had been achieved<br />

in the second half against<br />

Christchurch.<br />

"It’s great if we can score<br />

some great tries, but there is no<br />

point if we’re going to let one or<br />

two in straight after,” he said.<br />

Sumner went into the break<br />

only narrowly ahead, but<br />

D’Almeida said they were not<br />

happy with their defence in the<br />

first 40 minutes.<br />

"It was a key focus, as it has<br />

been for a while and we managed<br />

to achieve that in the<br />

second half.<br />

"Sixty four points is a significant<br />

score, considering where<br />

we we’ve come from over the<br />

last number of weeks, there’s a<br />

lot of positives to take out of it,”<br />

he said.<br />

The energy in the shed after<br />

the game was awesome, said<br />

D’Almeida.<br />

"Trying to keep the boys positive<br />

after six losses in a row is<br />

a challenge in itself, so to see<br />

that sort of positivity is pretty<br />

encouraging.<br />

"We’ll be looking to build on<br />

that and head into the game at<br />

home with a bit more spring in<br />

our step,” he said.<br />
