Lighting up<br />

The lights were spinning and<br />

glowing alongthe Kaiapoi<br />

Riverbank on Monday evening, as<br />

members of the Kaiapoi<br />

Photographic Club took the<br />

opportunity of aclear, calm night to<br />

hold alight painting training<br />

session.<br />

Using both LEDs and steel wool,<br />

club president Moray Wilson spun<br />

them round to allow members to<br />

use slow shutter speeds to capture<br />

the action.<br />

It was one of many training and<br />

activity nights the small club of<br />

photography enthusiasts from<br />

Kaiapoi hold each year.<br />

The Kaiapoi Photographic Club,<br />

which was formed in 1989, is slowly<br />

rebuilding its membership after<br />

being knocked for asix by Covid.<br />

‘‘Covid hit us hard. Holdingno<br />

meetings meantpeople moved<br />

away,’’ says Moray. ‘‘But after years<br />

of disruption from Covid, it’s great<br />

to see the Kaiapoi Photographic<br />

Club returningtoits normal<br />

programme of events.’’<br />

He saysthe club is asmall and<br />

friendly club with about 14<br />

members at the moment. Members<br />

are amix of ages and abilities, and<br />

the club programme contains a<br />

good mix of workshops,<br />

competitions,photowalks,and<br />

activities.<br />

‘‘We typically meet in the <strong>North</strong><br />

<strong>Canterbury</strong> Coastguard rooms in<br />

Charles Street, Kaiapoi, at 7:30 pm<br />

on the second and fourth Mondays<br />

of the month, with club activities<br />

that include practical nights,<br />

scavenger hunts,lessons on many<br />

aspects of photography and talks by<br />

guest speakers.’’ As aPhotographic<br />

Society of New Zealand (PSNZ)<br />

accredited club, it aims to promote<br />

awarenessand appreciation of<br />

photography, while offering<br />

encouragement to enable people to<br />

learn and explore the art of<br />

photography.<br />

Most constituents will be awareofmyworkaslocal MP forWaimakariri<br />

to keep theWoodend Bypass in thespotlight.Ihave held public meetings<br />

andrallies,and metregularly with NZTA andlocalstakeholders. So it<br />

wasveryexcitingtohear, in March, that acontract hadbeen awarded<br />

to Aureconand Tonkin +Taylor, andjusttwo months laterwewere<br />

seeing actual physical work beingcarried outintheformofgeotechnical<br />

surveying. It wasgood to visitthe drillingsitewithAlanTurnerfromthe<br />

AA recently to talk to theteamonthe ground.<br />

This is an exciting infrastructureprogramme forthe wholeof<strong>North</strong><br />

<strong>Canterbury</strong> andnorthernChristchurch, andit’sproof that as a<br />

Government we arecommitted to prioritising this projectand working<br />

expeditiouslytoreducetraveltimesand increase productivity.<br />

Councils agree on waterdelivery<br />

<strong>North</strong> <strong>Canterbury</strong>’s rural councils have<br />

shaped an agreement on how they will<br />

work together to develop amodel for<br />

delivering water services.<br />

Hurunui and Kaikōura district councils<br />

will bring the Memorandum of<br />

Understanding to their respective <strong>July</strong><br />

meetings for formal sign off.<br />

Both councils received the green light<br />

through community consultation earlier<br />

this year to proceed with creating ajoint<br />

WaterServicesCouncil Controlled<br />

Organisation(WSCCO) to deliver water<br />

services.<br />

Kaikōura Council CEO Will Doughty<br />

said the two councils already share some<br />

services and have astrong track record of<br />

working closely together, underpinned by<br />

common values and goals, so collaborating<br />

camenaturally.<br />

‘‘The MoU commitsbothcouncils to<br />

working together in partnership as we<br />

develop our joint water delivery services<br />

model.’’ This collaboration has already<br />

resulted in adraft water services delivery<br />

plan that will also be going to both councils<br />

in their<strong>July</strong> meetings.<br />

Hurunui Council CEO Hamish Dobbie<br />

said both the MoU and the draft Plan<br />

‘‘demonstrate our shared purpose to work<br />

side­by­side to achieve the best outcomes<br />

for our communities’’. Councils have to<br />

submit their Water Services Delivery<br />

Planstothe Department of Internal<br />

Affairs by September 3for its final<br />

approval.<br />

An upliftingjourney for Carolyn<br />

Achancesighting of an article acouple<br />

of months ago started Carolyn Burr on<br />

an upliftingjourney to help others.<br />

Carolyn,who has lived in Rangiora<br />

for the past two and ahalf years,<br />

chanced upon an article about all the<br />

good work ‘‘Project Uplift’’ was doing in<br />

New Zealand.<br />

Project Uplift is anationwide charity<br />

organisation that began in 2012.<br />

It sources and recycles new and<br />

second­hand bras, including nursing<br />

bras, crop tops, sports bras, underwear<br />

and swimsuits, giving them to women in<br />

need.<br />

Carolyn says Project Uplift is making<br />

ahuge difference to the lives of women<br />

andgirls in NZ, and in countries across<br />

the Pacific, such as Fiji and Tonga, and<br />

also in parts of Asia.<br />

‘‘These are women in disadvantaged<br />

communities where they are often short<br />

of essentials, namely bras, as their main<br />

concern is how to feed their families<br />

each day.’’<br />

Items are only sent when the<br />

organisers have received official<br />

requests from established women's<br />

organisations.<br />

She says there are strict quality<br />

control measures in place, and<br />

sometimes, if donated bras aren't quite<br />

good enough to be sent, then their<br />

fasteners can be cut off and made into<br />

extenders forother bras.<br />

Project Uplift runs on azero budget<br />

and is basically women working to help<br />

women.<br />

Carolyn says it's amazing what<br />

happiness and confidence one bra can<br />

bring.<br />

She says that most women here<br />

probably have afew items that they<br />

have stored away "in abottom drawer".<br />

After realising that the closest dropoff<br />

point wasinChristchurch, Carolyn<br />

contacted the National Coordinator in<br />

Auckland and offered to become adropoff<br />

pointfor them in Rangiora.<br />

"They were very happy to have me call<br />

andoffer my place as acollection<br />

point," she says.<br />

She posted about Project Uplift on<br />

social media and says the response has<br />

been amazing, with over 14 banana<br />

boxes full of bras, underpants and<br />

swimwear already being collected.<br />

She says many women like herself<br />

didn't know about Project Uplift, while<br />

many others did but weren't able to get<br />

into Christchurch to drop offitems.<br />

Carolyn has placed abin just inside<br />

her property where items can be<br />

donated, or she is happy to come and<br />

collect them.<br />

Carolyn is President of the Rangiora<br />

Lioness Club (a branch of Rangiora<br />

Lions) and says both Clubs are fully<br />

supporting this project.<br />

<strong>Canterbury</strong> area that would be<br />

prepared to become an additional dropoff<br />

Sam Young winsPeople’sChoice<br />

Work by aMandeville artist won the hearts<br />

of visitors to the Corcoran French Kaiapoi<br />

Art Expo who made Sam Young’s painting,<br />

Incapable of Change, the People’s Choice<br />

winner. It was the first time Sam, who was<br />

the guest artist at the 2023 expo, has won<br />

the prestigious award.<br />

‘‘I was runner up afew years ago,soit<br />

was great to get the most votes this time<br />

around,’’ he says.<br />

‘‘I was very pleased with how this piece<br />

turned out and Iwas excitedtoget it on<br />

display to see how people reacted to it and<br />

it obviously stood out enough to get the<br />

votes.’’<br />

Sam always looks forward to the expo.<br />

‘‘It is awell run event and is agreatasset<br />

for the Waimakariri art scene.’’<br />

This year’s event, which washeld<br />

upstairs in the Kaiapoi Club last weekend,<br />

‘‘couldn’t have gone much better’’ forSam<br />

because of the People’sChoice Award,but<br />

he also sold all of his work.<br />

‘‘It is always very satisfying selling out at<br />

ashow and Ireally appreciate all the<br />

people who come through the doors to<br />

either buy art or to just have alook or to<br />

laugh at my stupid bio,’’he says.<br />

The expo, which was established in<br />

2006, and is organised by the Waimakariri<br />

Arts Trust (WAT) once again attracted<br />

large crowds to the river town.<br />

‘‘Kaiapoi was absolutely buzzing all<br />

weekend, no doubt helped by the good<br />

weather and the Winter Festival on<br />

Saturday,’’ the WAT chair, Jackie Watson<br />

said. `<br />

‘‘So many people took the opportunity to<br />

be inspired by our huge number of<br />

talented local artists. Every year the<br />

standard improves.’’<br />

Gordon, who is agreat fan of purchasing<br />

local art and also aWAT trustee, was a<br />

guest speakerduring opening night of the<br />

expo on Friday.<br />

He said the small groupofart lovers who<br />

got together 19 years agotosee how they<br />

could promote art in Waimakariri never<br />

dreamt the expo would have such<br />

longevity.<br />

‘‘We never thought it would would last<br />

thislong or be so successfulwhen we<br />

established it,’’ he said.<br />

However, the popularityofthe expo<br />

showed art was very important to the<br />

communitytoo.<br />

Next year the expo will celebrate its<br />

20th anniversary and plans are already<br />

under way to make it an even more<br />

spectacular art extravaganza than this<br />

year's one.<br />

Scargill’sday toshine at annual show<br />

Nominationstrickling in<br />

Prospectivecandidates are being<br />

encouraged to avoid the last<br />

minute rush, with local<br />

government elections looming.<br />

Nominations have been trickling<br />

in across <strong>North</strong> <strong>Canterbury</strong> and<br />

Hurunui District Council deputy<br />

returning officer Naomi Woodham<br />

says anyone thinking about<br />

standing should get on to it now.<br />

As of Monday morning, just four<br />

nominations had been received in<br />

the Hurunui district.<br />

‘‘I am confident we will get<br />

enough. We had half adozen<br />

people come to acandidates<br />

session and I’ve spoken to a<br />

number of people on the phone,’’<br />

she said.<br />

‘‘Last year, on the very last day it<br />

was crazy. Aweek before<br />

nominations closed we didn’thave<br />

the numbers for the south ward<br />

and we ended up with 10 names.’’<br />

She said proof of citizenship<br />

often trips people up as they need<br />

to present their birth certificate,<br />

passport or acertificate of<br />

citizenship.<br />

‘‘I know that people have said<br />

they couldn’t find their birth<br />

certificate, so they are just waiting<br />

for anew one to arrive.’’<br />

Among those to get their<br />

nominations in early is Hurunui<br />

Mayor Marie Black, who is seeking<br />

athird term, along with Tom<br />

Davies in the west ward, Barrie<br />

Nunn for the south ward and Chris<br />

Hughey for the Hanmer Springs<br />

CommunityBoard.<br />

There are elections for mayor, 10<br />

councillors, 10 community board<br />

members and six Cheviot<br />

Voting ... Orange bins will be<br />

placed at strategic locations around<br />

<strong>North</strong> <strong>Canterbury</strong> to make it easier<br />

to vote during this year’s local<br />

government elections.<br />

Board is holding anelection for the<br />

first time, with five vacancies.<br />

‘‘We’ve had two people come<br />

along to meetings and I’ve spoke to<br />

others on the phone,soI’m hoping<br />

there will be enough,’’ Ms<br />

Woodham said.<br />

‘‘It means there are now nine<br />

vacanciesinthe south ward (four<br />

councillors and five board<br />

members).’’<br />

Ms Woodham said candidate<br />

informationmeetings are planned<br />

in HanmerSprings on Tuesday,<br />

<strong>July</strong> 22, and Cheviot on Thursday,<br />

<strong>July</strong> 24.<br />

As of Monday morning, 13<br />

nominations had been received in<br />

the Waimakariri district —but<br />

none for mayor.<br />

The Kaikōura district<br />

obtained international dark<br />

sky sanctuary status from<br />

Dark Sky International in<br />

September last year, on the<br />

back of the Kaikōura District<br />

Council adopting new<br />

Brother Guy is aplanetary<br />

scientist with degrees from<br />

MIT(Massachusetts Institute<br />

of Technology) and the<br />

University of Arizona.<br />

He was appointed director<br />

of the Vatican Observatory by<br />

Pope Francis in 2015.<br />

He is the author of several<br />

best­selling books including<br />

Turn Left at Orion and Would<br />

You Baptize an<br />

Extraterrestrial,while his<br />

research focuses on<br />

meteorites,asteroids,and<br />

the evolution of the solar<br />

system.<br />

It is the fourth time<br />

Brother Guy has visited<br />

Aotearoa New Zealand, and<br />

he will be giving talks around<br />

the country between August<br />

1and 13.<br />

give talks at the University of<br />

Pegasus $5.3m community centre closer<br />

Pegasus residents are getting excited as<br />

their promised community centre<br />

development draws closer.<br />

The $5.3m community centre, which has<br />

been in the pipeline for several years, is<br />

on track for aNovember 2026 opening.<br />

The council has completed its detailed<br />

design and plans to go out for tender next<br />

month. Pegasus Residents’ Group Inc<br />

chairperson Matt James said the<br />

community has been waiting for a<br />

purpose­built centre for anumber of<br />

years.<br />

‘‘There are metrics for when a<br />

community needs acommunity centre and<br />

I’m told we are well passed that.<br />

‘‘We are really exciting about it.’’<br />

The Pegasus Residents Group Inc has<br />

been operating the centre under a<br />

memorandum of understanding with the<br />

council.<br />

Mr James said the landlord has been<br />

flexible in allowing the council to have a<br />

month­by­month extension on the lease,<br />

which is allowing the community to use<br />

the building until the new centre is built.<br />

‘‘This building is no longer fit for<br />

purpose because we can’t have bigger<br />

crowds.’’<br />

The centre is serving agrowing<br />

community, with the town now home to<br />

more than 4700 residents, including a<br />

number fromoverseas, he said.<br />

The proposed new multi­use facility will<br />

be built in an idyllic location on the<br />

Mariyam, whoadvisesKoruNutrition,<br />

The new build will be almost 400 square<br />

metres, including space for multiple<br />

events, functions or meetings.<br />

The entry, accessiblefrom Pegasus<br />

Main Street, will open into aspacious<br />

reception area.<br />

The design allows for an open­plan<br />

kitchen, which opens to afoyer area, a<br />

small meeting room and aformal<br />

boardroom withakitchenette.<br />

Following consultation earlier this year<br />

council staff have refined the design,<br />

including adding in Autex wall coverings<br />

for improved acoustics., The contract is set<br />

to go out for tender next month, with the<br />

aim of awarding the contract in October, a<br />

council spokesperson said.<br />

The $5.3m budget includes $1.1m for the<br />

New Pegasuspatrol car needed<br />

The Pegasus community is appealing for<br />

help as it looks to replace its community<br />

patrol car.<br />

The car was gifted to the community by<br />

the town’s original developer Bob<br />

Robertson anumber of years ago, Pegasus<br />

Residents’ Group Inc chairperson Matt<br />

James said.<br />

Now 23­years­old, the car has clocked up<br />

more than 311,000km.<br />

‘‘It was used as asecurity car forthe<br />

developer in the early days, until they no<br />

longer needed it and so he giftedthe car,<br />

which became our patrol car,’’ Mr James<br />

said.<br />

‘‘It is starting to need more maintenance<br />

to keep it roadworthy along with<br />

increasing fuel costs.’’<br />

The Pegasus community patrol has 29<br />

volunteers on aroster and is always<br />

looking for more.<br />

In the 12 months to March 31 this year,<br />

there were 104 patrols, representing 299<br />

volunteer hours.<br />

The car travelled 5023km during the<br />

year, or 48.3km per patrol,from patrolling<br />

the streets of Pegasus and Ravenswood.<br />

Afundraising golf tournament is being<br />

planned in October and the residents’<br />

group is looking for sponsors.<br />

Busy and inspiring<br />

time inthedistrict<br />

It’s beenabusy and inspiring time<br />

across our district lately, and Iwant to<br />

take amoment to reflect on some truly<br />

special events I’ve had the privilege to<br />

attend.<br />

Last Friday, Iofficially opened the<br />

19th Corcoran French KaiapoiArt Expo.<br />

This included more than 150 artists,<br />

850 artworks, and avibrant Schools’<br />

Exhibition. It was an incredible<br />

showcase of local talent.<br />

It’s hard to believe that whenJackie<br />

Watson, Elaine Armstrong, Mandy<br />

Palmer and Icame up with the idea all<br />

those years ago, we never imagined it<br />

would grow into such afixture on the<br />

arts calendar.<br />

Ialso attended the Blackwells Winter<br />

Festival.<br />

There was once again the brilliant ice<br />

sculpting, great entertainment and a<br />

very festive crowd.<br />

Thanks to Andrew and the Blackwells<br />

team for another great event. Combined<br />

with the Oxford Gallery’s latest<br />

exhibition and the <strong>North</strong> <strong>Canterbury</strong><br />

Wearable Arts, it certainly was a<br />

weekend rich in culture and community<br />

spirit.<br />

Another recent highlight was joining<br />

Rangiora Borough School for the 10th<br />

anniversary of Ngā Rākau eRua, the<br />

school’s bilingual unit.<br />

The new commemorativemural by<br />

local artist Mel Eaton, Pou and garden<br />

which was unveiled tells astory of<br />

connection to land, language, and<br />

learning. It was agreat celebration of a<br />

decade of the learning and<br />

opportunities which have been provided<br />

by Ngā Rākau eRua.<br />

This same community spirit was on<br />

display at St Patrick’s School in Kaiapoi<br />

this week.<br />

Iwas honoured to help open their<br />

brand­new swings. This project<br />

showcased what can be achieved when<br />

everyone works together. From staffto<br />

PTA membersand parents to local<br />

businesses and volunteers, the whole<br />

school came together to make it happen.<br />

The result is legacy of enjoyment for<br />

generations to come.<br />

Lastly, my drop­in sessions wrapped<br />

up last week. Over the past six months<br />

I’ve travelled across the district,<br />

listening and connecting. It’s been a<br />

rewarding experience, and Iwant to<br />

thank everyone who took the time to<br />

sharetheir thoughts with me.<br />

Water investment<br />

Asad week forWaimakariri with the<br />

passing of community stalwart Neill<br />

Price, aloyal advocate for his<br />

hometown Kaiapoi and the RSA.<br />

Neill worked tirelessly for the good<br />

of others, and was atrue gentleman<br />

and afun guy to chat with. My thoughts<br />

are with his family, the community of<br />

Kaiapoi and members of the RSA.<br />

It was good to join Minister Mark<br />

Patterson and Kaikoura MP Stuart<br />

Smith in Cust recently forthe<br />

Government announcement of a$56.4<br />

million investment in water storage<br />

and irrigation across <strong>Canterbury</strong>,<br />

which includes $15.6m for<br />

Waimakariri Irrigation Limited. This<br />

funding will help improve water<br />

reliability through the existing<br />

Waimakariri Irrigation Scheme.<br />

While we may feel as though we<br />

have more than enough rain during<br />

these winter months, as we all know<br />

the long dry summers in <strong>North</strong><br />

<strong>Canterbury</strong> can be pretty tough,<br />

especially for our farming<br />

communities.<br />

The additional storage will mean<br />

certainty for our local farmers that<br />

when the drought hits, they will still<br />

have access to water to irrigate their<br />

land.<br />

This funding will go along way to<br />

supporting Waimakariri’s rural sector<br />

and giving them confidence that they<br />

will be able to work through dry spells<br />

As Minster for Mental Health, it has<br />

been promising to see the latest<br />

reports showing New Zealand’s<br />

mental health and addiction<br />

workforce is growing.<br />

This willhelp us ensure that people<br />

are getting the support they need,<br />

when they need it and no one’s call is<br />

going unanswered.<br />

We have more mental health nurses,<br />

psychologists, support workers and<br />

addiction counsellors working on the<br />

ground, and overall vacancy rates are<br />

starting to ease.<br />

We know we still need more<br />

psychiatrists in New Zealand which is<br />

why Ihave written to both Health New<br />

Zealand and the Royal Australian and<br />

New Zealand College of Psychiatry to<br />

encourage them to do everything they<br />

can to remove any additional barriers<br />

to grow the psychiatry workforce.<br />

We have also lifted the number of<br />

funded registrar positions from 33 in<br />

2024 to 54 ayear after Budget <strong>2025</strong>.<br />

Lastly Iwould like to thank the<br />

<strong>North</strong> <strong>Canterbury</strong> Elder Care Forum<br />

for hosting me last week. Ialways<br />

enjoy visiting groups and<br />

organisations around the Waimakariri<br />

for acatch up and discussion around<br />

local issues as it is important for me to<br />

know what residents are keen for me<br />

to advocate for.<br />

flooding in Mandeville, Iamnot in favour<br />

of including $22 million on to the council<br />

debt as Ibelieve that the Stage 2project<br />

will not get off the ground.<br />

Drain Road would cut off the source of<br />

most of the water reachingMandeville.<br />

process. It is understood that some of the<br />

the upcoming elections, so it seems<br />

Ice flies at festival<br />

The annualBlackwells Winter Festival<br />

opened at midday on Saturday, with ice<br />

sculpting by Victor Cagayat, aerial<br />

performances, face painting, and<br />

magical moments for the children by<br />

Strawberry Fairy and friends.<br />

Andrew Blackwell says Saturday was<br />

an ideal day to hold the winter festival.<br />

‘‘We had 16 food and craft vendors in<br />

attendance, the weather gods smiled on<br />

us and with the kind help of the Kaiapoi<br />

Club, everything worked well together.<br />

‘‘Ice carver Victor Cagayat has been a<br />

regular visitor to the show from<br />

Auckland, and did agreat job again, and<br />

so did the performers from Serendipity<br />

Circus whose programme included a<br />

very popular Circus Have­A­Go<br />

Workshop, and then later their<br />

performers presented aLED light show<br />

and aerobatic<br />

display in the evening that went down<br />

really well with families.’’<br />

The festivities and market stalls were<br />

spread out into the Kaiapoi Club’s<br />

parking area from early afternoon until<br />

7pm.<br />

‘‘It is abig day out for Kaiapoi as many<br />

shops also gotinvolved in the<br />

festivities.’’<br />

Night visitors were also able to<br />

interactwith roaming stilt walkers, LED<br />

hulahoopers, and jugglers as they<br />

looked for exotic foods or knick­knacks<br />

at the stalls.<br />

Dear Editor,<br />

Train advocates and skeptics are speaking<br />

out. Michael Raymer is right thatweneed<br />

trains, Matt Doocey is right thatthe<br />

Addington station is in the wrong place<br />

and right that we are not like densely<br />

populated Europe. Joe Davies is right that<br />

there should be trains from Rolleston as<br />

well. Trains are great at moving bulk<br />

cargoes point­to­point over moderate to<br />

long distances.<br />

If the cargo is self loading all the better.<br />

We are talking about commuter rail, heavy<br />

rail with minimal stops and high speeds.<br />

<strong>North</strong> <strong>Canterbury</strong> has developedalong the<br />

coastal plains with towns already on the<br />

rail corridor. There are two existing<br />

Christchurch stations with greatbus<br />

connections. <strong>North</strong>lands (Papanui) and<br />

Hornby. No others are needed. Most of the<br />

freight trains move at night so giving<br />

commuters precedence and scheduling<br />

should be achievable by Kiwi Rail so<br />

commuter trains have no waiting on<br />

passing loops.<br />

We can minimise costs of stops by<br />

loading the train by acentral foyer car with<br />

ticket sales on board by mostly card<br />

transactions,and platforms can be short<br />

and have ashelter like abus stop. There<br />

are some existing stations with ready to<br />

use platforms. Kiwi Rail probably has<br />

some spare locos and there is still some<br />

rolling stock Ithink, that could be<br />

refurbished and altered to suit<br />

<strong>Canterbury</strong>'s needs. Start the train from<br />

Scargill and run to Hornby. Have abuffet<br />

and good sized tables so commuters can<br />

breakfast as they go. Free WiFi so people<br />

can work or catch the news.<br />

Ahigher density coach at one end for<br />

those riding the shorter sections like<br />

Kaiapoi to Christchurch, and comfortable<br />

dining<br />

for those from further out. On weekends<br />

the trains canrun the other way and bring<br />

trippers to the vineyards and country<br />

walks of Waipara.<br />

It canbedone and we need to start now.<br />

People needtohave an alternative to<br />

roads. There is an incentive to use trains<br />

and buses; parking in the city is expensive<br />

and there is not enough. Trains will run<br />

with small passenger numbersinitially but<br />

in 10 years we will really need them.<br />

Trains will save alot of investment in<br />

roads and bridges. We need to start now. If<br />

Government won't fund it maybe we can<br />

crowd fund it.<br />

Future ofregional government debated<br />

Could aSouth Island Assembly be formed<br />

to lobby central Government?<br />

Environment <strong>Canterbury</strong> debated what<br />

the future of regional government might<br />

look like, following suggestions regional<br />

councils could be abolished as part of the<br />

Government’s Resource Management Act<br />

reform, at aworkshop on Wednesday,<br />

<strong>July</strong> 9.<br />

Councillors discussed four models<br />

including a<strong>Canterbury</strong> Assembly, based<br />

on the Greater Manchester Council<br />

model.<br />

While there was limited support for a<br />

<strong>Canterbury</strong> Assembly, several councillors<br />

suggested formingaTe Waipounamu /<br />

South Island Assembly could bean<br />

effective way of lobbyingGovernment for<br />

‘‘a better deal’’.<br />

‘‘I don’t think governance in <strong>Canterbury</strong><br />

is mature enough in isolation, but Iwould<br />

be interested in aTeWaipounamu<br />

General Assembly,’’ deputy chairperson<br />

Deon Swiggs said.<br />

‘‘We have aMinister for the South<br />

Island and he needs somebody to do the<br />

work for him.’’<br />

South <strong>Canterbury</strong> councillor Peter<br />

Scott said aTeWaipounamu Assembly,<br />

representing more than one million<br />

people, would have more clout to lobby<br />

Government.<br />

South Island mayors and councils have<br />

long raised concerns about the lack of<br />

support from central Government.<br />

For instance, the <strong>Canterbury</strong> region has<br />

around 13 percent of New Zealand’s<br />

population and accounts for around 15%<br />

of vehicle kilometrestravelled, but<br />

received just 5% of national transport<br />

funding.<br />

Other options considered included a<br />

combined council, aunitary council(s)<br />

and aregional environmental leadership<br />

body.<br />

Aregional environmental leadership<br />

body, which would comprise amix of<br />

appointed, elected and Mana Whenua<br />

representatives, attracted the most<br />

interest.<br />

<strong>North</strong> <strong>Canterbury</strong> councillor Grant<br />

Edge said it would require the least<br />

transition from the existing regional<br />

council structure and would support the<br />

move district plans to regional plans.<br />

Councillors Scott, John Sunckelland<br />

Iaean Cranwell said they had positive<br />

experiences with the transitional council<br />

from 2016­19, with the mix of appointed<br />

and elected councillors.<br />

Cr Genevieve Robinson raised<br />

concerns about the accountability of<br />

appointed councillors, but suggested<br />

having representatives from each of the<br />

10Papatipu Rūnanga and 10 elected<br />

members.<br />

Chairperson Craig Pauling said a<br />

combined council would be similar to the<br />

<strong>Canterbury</strong> Mayoral Forum, ‘‘but with<br />

teeth’’, comprising the region’s mayors, a<br />

regionally elected chairperson and Mana<br />

Whenua representation.<br />

There was little support for unitary<br />

councils, with councillors expressing the<br />

need for more consideration of how these<br />

might work.<br />

Crs Swiggs and Scott said unitary<br />

councils in the top of the South Island and<br />

Auckland had struggled to fulfil their<br />

regional council functions.<br />

Turning the 10 existing councils into<br />

unitary councils would require some<br />

amalgamation, councillors said.<br />

‘‘I understand why conversations about<br />

the structure of local government arise<br />

and if there’s agenuine need for change,<br />

then let’s have that discussion properly,<br />

with all the right partners around the<br />

table, including iwi, local councils, and<br />

our communities.<br />

‘‘But Iwould seriously question the<br />

timing of this debate, especially when<br />

councils across New Zealand are carrying<br />

the load on infrastructure, housing, and<br />

essential services all while managing<br />

major reforms and ongoing funding<br />

pressures.’’<br />

Be prepared when driving during winter<br />

Winter driving brings with it anew set of<br />

challenges, so it is important to ensure<br />

you know how to travel safely in wet,<br />

cold and icy conditions.<br />

Words of advice when driving this<br />

winter<br />

Plan your journey.<br />

Check traffic and travel updates<br />

before you leave.<br />

Think about where you are going and<br />

what route you should take —choose<br />

safety over convenience.<br />

Be prepared for snow and carrytyre<br />

chains that you know how to use and fit.<br />

What should Idoonthe road?<br />

Drive more slowly than you normally<br />

would —itonly takes asplit second to<br />

lose control in wet or icy conditions.<br />

Avoid sudden braking or turning<br />

movements that could cause you to skid.<br />

Accelerate smoothly and brake gently.<br />

Use your highest gear when travelling<br />

uphill and your lowest downhill.<br />

For vehicles without anti­skid braking<br />

systems, to avoid skidding or sliding<br />

pump the brake pedal in short rapid<br />

bursts rather than pressing long and<br />

hard.<br />

Drive at asafe travelling distance<br />

because it takes longer to stop on<br />

slippery roads. In winter, especially in<br />

poor weather, double the two­second<br />

rule and leave asafe distance between<br />

you and the car you are following.<br />

When travelling in fog, rain or snow,<br />

drive with your lights dipped for<br />

increased safety.<br />

Am Isafer in a4WD?<br />

Some peoplebelieve they are safer in a<br />

4WD. However, these vehicles perform<br />

no better in winter conditions than any<br />

other vehicle. You still need to drive to<br />

the conditions.<br />

What about ice and snow?<br />

Take care in shaded areas caused by<br />

high banks and tall trees where roads<br />

freeze sooner and ice may not thaw<br />

during the day. Bridges may also stay<br />

slippery for longer than other road<br />

surfaces, so slow down when crossing<br />

them.<br />

Frostismoresevere at daybreak, so be<br />

prepared forthis. While it may not be<br />

frosty at 6am, it could be an hour or two<br />

later.<br />

Is information available when I’m<br />

travelling?<br />

Electronic message signs are available<br />

at roadsides across the country,<br />

providing up­to­date warnings to drivers<br />

on current conditions.<br />

These may warn of road closures, ice,<br />

snow orother related information. The<br />

messages on these signs are changed<br />

Challenging... It is important to travel safely in wet, cold, icy conditions.<br />

remotely and will be blank when there<br />

are no restrictions.<br />

Many radio broadcasts will also provide<br />

road condition bulletins, so listen to<br />

your local station for updates.<br />

Wet ride inspired painting<br />

Trail has won the Ashburton<br />

Society of the Arts' premieraward<br />

for Fernsidemixed­media artist,<br />

Rose Rudd.<br />

Her work, titled ‘Nothing but<br />

Rain and Still IRode (Otago),’<br />

picked up the RMF Silva Premier<br />

Award at the 61st annual art<br />

exhibition conductedbythe ASA<br />

and held at the AshburtonArt<br />

Gallery.<br />

‘‘I was blown away by the award.<br />

Abstract artists rarely win the<br />

major prizes at shows,’’says Rose.<br />

The annual competition is a<br />

celebration of <strong>Canterbury</strong>'s<br />

artistic talent and creativity<br />

across the fields of art, sculpture,<br />

applied art and craft, and<br />

photography, with nearly $10,000<br />

in awards.<br />

Rose’s one metre square<br />

abstract painting, created from<br />

oils and cold wax on an acrylic<br />

underpainting, beat off 340<br />

challenges to take the top prize<br />

awarded by judge WayneMarriott.<br />

‘‘I'm super stoked. This painting<br />

was inspired by amemory of<br />

riding on my bike for days in cold<br />

southerly rain while on the<br />

Central Otago Rail Trail.’’<br />

For the past four years, she has<br />

concentrated on painting from her<br />

1920s era former shearing shed<br />

now converted to her studio on the<br />

family property in Fernside.<br />

“Most of my work is expressive<br />

and atmospheric, namely<br />

landscapes and seascapes,<br />

inspired by experiences of light<br />

and dramatic weather, painting<br />

She loves working in mixed<br />

media, acrylics, water­colours,<br />

soft pastel, pencils, oils and other<br />

materials creating images that<br />

reflect astyle or feeling.<br />

Rose says she starts work<br />

between five and six o'clock most<br />

days.<br />

‘‘I do mybest work early in the<br />

morning, have arest, then restart<br />

it again in the late afternoon.’’<br />

There are multiple projects on<br />

the go in her studio, and major<br />

works can often take several<br />

months to complete.<br />

‘‘I’m on my feet all the time<br />

moving about the studio, Irarely<br />

sit down,’’ she says.<br />

Rose’s studio will be one of the<br />

many <strong>Canterbury</strong> artist studios<br />

opened to the public on November<br />

1­2 and 8­9, <strong>2025</strong>, as part of the Arts<br />

MTFJ success<br />

The chance to learn on the job<br />

and work on alocal project has<br />

been aboost for Louis<br />

Kennedy.<br />

The <strong>17</strong>­year­old was hired as<br />

an apprentice late last year<br />

thanks to theKaikōura Mayors’<br />

Taskforce for Jobs (MTFJ)<br />

programme.<br />

He is working for local<br />

builder LMC Buildingand<br />

Construction Ltd, which was<br />

awarded the contract in<br />

September for the first building<br />

on the Wakatu Quay project, a<br />

council led project made<br />

possible by a$10.18m grant<br />

from the Ministry of Business,<br />

Innovation and Employment.<br />

‘‘It’s been pretty good,’’ Louis<br />

said.<br />

He said the MTFJ<br />

programme had helped him<br />

buy afive­piece tool kit and<br />

assist with his training.<br />

His employer Luke<br />

Chambers said Louis has had<br />

the opportunity to work on the<br />

build from the beginning.<br />

‘‘He worked on the<br />

foundations and he’s been<br />

involved right through the<br />

project.<br />

‘‘It’s been quite an involved<br />

project. Alot of engineering<br />

has been involved, so it’s been a<br />

bit different.’’<br />

Mr Chambers said it was the<br />

first time he had taken on an<br />

apprentice through the MTFJ<br />

programme and the support<br />

has been ‘‘awesome.’’<br />

‘‘It’s given us the confidence<br />

to take someone on. It’s ano<br />

brainer, with all that extra<br />

support it takes the pressure off<br />

and it gives ayoungguy an<br />

opportunity.<br />

‘‘We were all given the<br />

opportunity to learn, so we’ve<br />

got to pass it on.<br />

‘‘In asmall town, there are<br />

pretty limited opportunities,so<br />

it’s good to be able to offer an<br />

opportunity for someone<br />

local.’’<br />

Kaikōura Mayor Craig said<br />

there could be fewer young<br />

school leavers like Louis<br />

receiving support through the<br />

MTFJ programme, following a<br />

funding cut.<br />

He said his worst fears were<br />

confirmed, with the Kaikōura<br />

District Council having its<br />

funding slashed from $260,000<br />

to $100,000 for the next 12<br />

months.<br />

The Government is targeting<br />

getting young people off a<br />

jobseekers'benefit, which has<br />

led to the Ministry of Social<br />

Development changing its<br />

funding criteria for the<br />

programme.<br />

It means instead of helping<br />

school leavers, the new<br />

programme will be primarily<br />

supporting those on a<br />

jobseekers’benefit.<br />

‘‘We’ve still got to do what we<br />

can, but I’m very<br />

disappointed,’’ Mr Mackle said.<br />

‘‘We’re going to have to go<br />

through things with afine­tooth<br />

comb.<br />

‘‘We’ve got aplan, but we will<br />

need to see if can pull it off.’’<br />

<strong>North</strong> <strong>Canterbury</strong> Wearable<br />

Arts Show.<br />

The event, which was held in<br />

the Rangiora Baptist Church<br />

auditorium last Saturday<br />

evening, is the Oxford Area<br />

School’s main fundraiser and<br />

attracted 64 entries with 21<br />

adults and 43 students<br />

Natives addgreeneryamong your pot plants<br />

Growingincontainers is agreat way to make the most of asmall space,<br />

arentedspace or some challenging terrain —and native plants provide<br />

Pots are very versatile and can be used to<br />

make astatement, as afocal point or to<br />

provide colour on adeck or patio —or<br />

even abalcony.<br />

Natives make excellent pot plants too.<br />

Many are hardy and easy­care plants and,<br />

being evergreen, their foliage looks good<br />

all year round.<br />

Make sure you use alarge enough pot so<br />

that the plant can grow happily for several<br />

years before you need to repot it. Always<br />

use agood­quality potting mix, preferably<br />

one that has acontrolled­releasefertiliser<br />

added. If needed, feed occasionally with a<br />

generalfertiliser. Ensure pots havegood<br />

drainage, because many nativesdon’t like<br />

wet feet.<br />

Natives to Try<br />

The iconic Astelia chathamica is avery<br />

popular potted native due to its striking<br />

silver leaves. Put in alarge, coloured pot ­<br />

try black, blue or red for areal statement.<br />

The puka or pukanui (Meryta sinclairii)<br />

boasts big, glossy, bright­green, paddleshaped<br />

leaves and looks almost<br />

subtropical. Being such acold and<br />

dramatic plant it needs abold pottoo, so<br />

big is definitely better. Puka cancope with<br />

dry conditions too. If you like variegated<br />

foliage,lookto‘Cream Edge’ and<br />

‘Moonlight’ to lighten adarker area.<br />

Cordylines are just perfect for pots. Try<br />

acordyline from the Electric series<br />

(Cordyline banksii) for dynamic striped<br />

foliage in maroon and pink (Electric Pink),<br />

or chocolate and cream (Electric Flash).<br />

These have wow factor in spades —a<br />

good option for the patio, in acourtyard, or<br />

anywhere really.<br />

These hybrids don’t form trunks and<br />

retain their arching, graceful foliage. They<br />

like well­drained soil and sun and are<br />

generally easy­care.<br />

Pittosporum ‘Golfball’ has anaturally<br />

mounded shape and is ideal for apot,or<br />

two or three. Try long, tall, white pots and<br />

plant up to three or five group together.<br />

They need minimal pruning to keep<br />

theirrounded shape so they look good for<br />

ages.<br />

Another rounded plant in the boxwood<br />

hebe, Veronica buxifolia ‘Nana’. It is slowgrowing<br />

and retains its rounded or bunshaped<br />

form. The foliage is asoft an glossy<br />

greenand abonusisthe small whiteor<br />

pale pink flowers in summer that have a<br />

welcoming scent.<br />

Agreatstand­alone plant for potsin<br />

Versatile ... Pots can be used to make astatement.<br />

warmer areas is the Poor Knights lily<br />

Xeronema callistemon.This has bright red<br />

bottlebush­shaped flowers and native<br />

birds love its nectar.<br />

Just make sure you have good drainage<br />

to suit this plant.<br />

Smaller cultivars of some native trees<br />

make good container plants too. Try dwarf<br />

kōwhai Sophora molloyi ‘Dragons Gold’ or<br />

pōhutukawa Metrosideroscollina ‘Tahiti’.<br />

And don’t feel limited to only one species<br />

per pot. Try the sculptural pointy young<br />

under planted with ground­covering New<br />

Zealand daphne (Pimealea prostrata),<br />

which has starry little white flowers for<br />

contrast, or the textural cushion plant<br />

Scleranthus biflorus.You could also train<br />

broadleaf (Griselinia littoralis)asa<br />

standard and underplant its bright green<br />

leaves with Phormium ‘Blondie’ which has<br />

aweeping habit to cover theedge of the<br />

pot. And if space really is at apremium, or<br />

you want something original, try bonsai.<br />

memories for Mental Health Minister<br />

The Waimakariri MP paid avisit to<br />

the refurbished Soldiers’ Block in the<br />

Queen Mary Historic Reserve during a<br />

recent visit to Hanmer Springs.<br />

Mr Doocey said he visited theformer<br />

Queen Mary Hospital in 1990s while a<br />

student.<br />

‘‘It brings back memories. Icame<br />

here as astudent studying mental<br />

health and addiction. It was my first<br />

placement, working with adults and<br />

young peoplewith alcohol and drug<br />

problems.<br />

‘‘It is great to see the buildingstill<br />

here with anew lease of life and<br />

potentially as atourism destination.<br />

‘‘There’s abig story to tell, not only<br />

when it was adrug and alcohol<br />

treatment centre, but also the stories<br />

of supporting soldierswhen they came<br />

home injured.’’<br />

Mr Doocey was joined by Kaikōura<br />

MP Stuart Smith and his wife Julie.<br />

Mr Smith said the refurbishmentis<br />

‘‘phenomenal’’<br />

‘‘It really does pull the heart strings.<br />

‘‘The soldiers who came here were<br />

young men and I’m sure young people<br />

who see it can relate to it, and realise<br />

‘if Iwas born at adifferent time, it<br />

could have been me.’’<br />

The Soldiers’ Block was opened in<br />

1916 to rehabilitate soldiers returning<br />

from World War1,and was later used<br />

as adrug and alcohol treatment<br />

facility.<br />

The site alsohas cultural<br />

significance for Ngāti Kurī,with<br />

wharenui attached to the Soldiers’<br />

Block.<br />

HurunuiMayor Marie Black said<br />

with the refurbishment largely<br />

complete,attention is now turning to<br />

plans to make the Soldiers’ Blockinto<br />

atouristattraction.<br />

The Queen Mary Historic Reserve<br />

Charitable Trust has been working<br />

with Weta Workshop of Wellington to<br />

create an interactiveexperience<br />

called ‘‘A PlaceofLight and Life’’ to<br />

tell the story of the site.<br />

It is expected to cost up to $8m and<br />

Mrs Black said the trust is keen for<br />

donations and fundraising ideas.<br />

A2022 report, preparedaspart of a<br />

concept plan developedbyWeta<br />

Workshop, says HanmerSprings was<br />

known as Te Whaka takaka otekarehu<br />

oteahi aTamatea (the resting place of<br />

the embers of the fires of Tamatea).<br />

The thermal reservewas recognised<br />

as aplace of regeneration and healing,<br />

making it asacred place for Ngāti<br />

Kurī.<br />

The council is alsoproposing to<br />

build anew sports pavilion on the site<br />

and has budgeted$400,000 in the Long<br />

Bylaw proposedtoprotectnative birds<br />

Anew bylaw is being proposed to<br />

protect Kaikōura’s native birds and<br />

improve the wellbeing of cats.<br />

With the Kaikōura District Council’s<br />

dog control bylaw due to be reviewed,<br />

the council has alsodecided to drafta<br />

new animal control bylaw with a<br />

section for cats.<br />

The decision follows calls from local<br />

conservationists to help protect banded<br />

dotterels /pohowera, which nest along<br />

the Kaikōura coastline.<br />

The birds come under threat from<br />

predators, includingstray andferal<br />

cats, during nesting season.<br />

Alongside the new bylaw, the council<br />

will partner with the SPCA to promote<br />

subsidised desexing and microchipping<br />

of cats.<br />

Chief executive Will Doughty said the<br />

new bylaw will be developed over the<br />

next 18 months and will be subject to<br />

consultation.<br />

The dotterel nesting season runs from<br />

September to December, with the birds<br />

under threat from dogs, vehicles and<br />

human activity, as well as cats.<br />

ticking boxes, how to network successfully<br />

and the art of transforming connections<br />

into business values.<br />

While the dotterel can be found on<br />

braided rivers and coastlines in other<br />

parts of the South Island, Kaikōura is<br />

like ‘‘a whirlpool’’ which sucks birds in<br />

because there appears to be plenty of<br />

resources,MsMcGilvary­Howard said.<br />

The beach areas with the most<br />

dotterel nesting sites are at South Bay<br />

between the Coastguard and The Caves,<br />

and further north between the West<br />

End shopping area and the New World<br />

supermarket.<br />

Ms McGilvary­Howard has been<br />

monitoring dotterel nests on the<br />

Kaikōura coastline voluntarily for more<br />

than adecade and completed aselffunded<br />

banded dotterel study in 2016.<br />

Mr Howard monitors the northern<br />

section, and said around 150 eggs were<br />

laid this season, with around 40<br />

hatching, but just one chick survived.<br />

Afurther four chicks survived at<br />

South Bay, but more adult birds were<br />

lost to predatorattacks.<br />

David Laird, asustainable woodworker<br />

and qualified carpenter who creates<br />

furniture from end of life trees will give<br />

traditional knowledge about milling,<br />

The club said it would be anhonour for the Div 1<br />

team to play in his name in front of his family and at<br />

the same time raisefunds to support breast cancer.<br />

‘‘It was agreat way to bring together the<br />

community, to support breast cancer and to help<br />

Paul'sfamily,’’ says Nathan.<br />

‘‘Everyone has been very supportive of the day,<br />

and we hope we can help Paul’s family.’’<br />

The Saracens Div 1team took to the field in<br />

special edition, pink colouredLadies Day jerseys<br />

that were later auctioned off, with the proceeds of<br />

the #13 jersey going to Paul's children.<br />

Cassie says the day went well despite alastminute<br />

hiccup with the entertainment.<br />

‘‘The high tea was very popular and we had<br />

entertainment, silent auctions, inspirational<br />

speakers, lots of food and pop quizzes to keep<br />

everyone entertained, then we all watchedthe All<br />

Blackslater in the evening.’’<br />

Nathan added that the Ladies' Day was everything<br />

they set out to be.<br />

‘‘It was agreat success, with 80 amazing ladies<br />

enjoying themselves.<br />

‘‘There was lots of fun and laughter, live music,<br />

and the food was great.<br />

‘‘All the raffles went very well, especially the<br />

silent auction and jerseys, whichwere all auctioned<br />

off.’’<br />

inaugural Paul Stevenson MemorialTrophy 56 ­5.<br />

Objections aslocal sawmill looks to move<br />

<strong>North</strong> <strong>Canterbury</strong> residents areupin<br />

arms at asawmill being moved to their<br />

rural community without being notified.<br />

BennettsSawmill, based between<br />

Oxford and Cust, has applied to the<br />

Waimakariri District Council for<br />

consents to relocate the sawmill to<br />

Terrace Road, which bordersonaflood<br />

plain.<br />

Local resident Darin Young said he<br />

and his neighbours are concerned about<br />

the sawmill moving to aflood zone,<br />

increased traffic volumes on Terrace<br />

Road and whether the sawmill will meet<br />

noise restrictions.<br />

‘‘It is scary that this is getting pushed<br />

through council without thinking that<br />

people would want to have asay.<br />

‘‘It is areally emotional issue for the<br />

nearby residents and residents further<br />

afield are worried about the traffic.’’<br />

Mr Young said he started apetition,<br />

which has been signed by around 50<br />

residents, before meeting with<br />

Waimakariri Mayor Dan Gordon and<br />

council staff last week.<br />

Residents have also addressed the<br />

Rangiora­Ashley Community board.<br />

As the sawmill is ‘‘a permitted<br />

activity’’ allowed for in ageneral rural<br />

zone, the consent applicationshave not<br />

been notified, council staff said.<br />

Bennetts Sawmill has applied for<br />

resourceconsents forearthworks at the<br />

new site.<br />

One resource consent has been<br />

approved, while another is still being<br />

processed.<br />

There is alsoabuilding consent<br />

application to move the sawmill<br />

building fromthe old site to the new one.<br />

The council is reviewing the effects on<br />

roading, dust, potholes and other<br />

concerns.<br />

Frizzell said the consented area forthe<br />

mill is ‘‘right up against Terrace Road<br />

and well out of anyflood zone’’.<br />

‘‘The mill is inside abuilding and due<br />

to the new technology we have invested<br />

in in the last 24 months, with around<br />

$500,000 worth of brand new plant out of<br />

Poland, we easily comply with the<br />

District Plan’s noise perimeters.<br />

‘‘We have six neighbours within 200m<br />

of our current Bennetts Road site and<br />

we have never had anoise complaint<br />

while the mill has been under our<br />

ownership.’’<br />

The resource consent allows for four<br />

truck movements aday and Mr Frizzell<br />

said he was unaware of any concerns<br />

apprenticeship opportunity<br />

this year.<br />

The State­owned farming<br />

enterprise owns more than 100 farms<br />

around New Zealand and launched<br />

the apprentice scheme last year.<br />

It provides successful applicants<br />

with full­time paid employment on<br />

one of the Pāmu farms, hands­on<br />

experience, practical training,<br />

shared housing near Taupo, in the<br />

central <strong>North</strong> Island, and formal<br />

study toward Level 3&4 agricultural<br />

qualifications.<br />

The managerofPamus Aratiatia<br />

Farm, near Taupo, Carl Carmichael,<br />

says the company is looking for<br />

motivated, open­mindedindividuals<br />

who are ready to get their boots dirty<br />

and be part of the next generation of<br />

food and fibre leaders.<br />

‘‘Whetheryou have grown up on the<br />

land or are simply curious about<br />

farming, this is achance to earn while<br />

you learn and build ameaningful<br />

career,'' he says.<br />

Last year’s successful applicants<br />

began their journey on January 13 at<br />

says they have made astrong start to<br />

Action need to fight grass grub<br />

Federated Farmers says urgent action<br />

is needed to plug alooming gap in<br />

treatments to fight native grass grub,<br />

which costs the agricultural sector<br />

hundreds of millions of dollars each<br />

year.<br />

‘‘This is our biggest agricultural pest<br />

by acountry mile, yet there’s areal risk<br />

farmers’ arsenal to fightitwill soon be<br />

empty,’’ Feds biosecurity spokesperson<br />

David Birkett says.<br />

‘‘It’s pleasing that manufacturers<br />

have work developing new chemicals<br />

underway.<br />

‘‘We also need the Environmental<br />

Protection Authority to prioritise and<br />

fast­track their assessment of any new<br />

options.’’<br />

Costelytra giveni is ascourge for<br />

pasture and lawn, and also arisk to<br />

horticultureand native plant root<br />

systems.<br />

The two most effective chemicals to<br />

control the grub ­chlorpyrifosand<br />

Diazanon ­are both being phased out<br />

after decisions by the EPA to ban them.<br />

Chlorpyrifos, abroad­spectrum<br />

organophosphate insecticide, is<br />

banned in the EuropeanUnion and<br />

Canada, and its use is heavily restricted<br />

in Australia.<br />

It is in the process of being phased out<br />

internationallyvia the Stockholm<br />

Convention, of which New Zealand is a<br />

signatory.<br />

The EPA recently consulted on<br />

banningchlorpyrifos here. After<br />

considering new information, and<br />

holding apublic hearing, adecisionmaking<br />

committee found risks to<br />

people and the environment ­<br />

especially to those spraying it ­<br />

outweighed the benefits.<br />

‘‘We’re pleased the EPA listened<br />

carefully to our submission, and<br />

decided that for the agricultural sector,<br />

the ban wouldcome at the end of an<br />

18­month phase­out period,’’ Mr Birkett<br />

says.<br />

‘‘However, stocks of chlorpyrifos are<br />

already very limited and in the face of<br />

bans, manufacturers are taking it out of<br />

production.’’<br />

The other potent weapon for<br />

combating grass grub, Diazanon, will<br />

also be banned from 2028.<br />

Federated Farmers understands<br />

AgResearch and ag chem companies<br />

are wellunder way with developing a<br />

new tool forcombatting grass grub.<br />

‘‘We’d really like to see them<br />

acceleratethat development work.<br />

‘‘ Itwould be disastrous for food<br />

production and our agricultural<br />

exports if our farmers are left high and<br />

dry for any periodwithout an effective<br />

controlmethod,’’ Mr Birkett says.<br />

A2018 study said native scarab grass<br />

grub causes losses of up to $380 million<br />

on dairy farms and $205 million on<br />

sheep and beef farmers every year ­and<br />

that was with access to chlorpyrifos.<br />

Mr Birkett says the EPA also needs to<br />

play its role swiftly.<br />

‘‘Federated Farmers has been<br />

critical of the EPA’s failure to get on top<br />

of abacklog of assessment applications<br />

for agri­chemicals and animal health<br />

treatments.<br />

‘‘We’ve welcomed Government<br />

announcementsonnew measures<br />

aimed at streamlining assessment<br />

processes, particularly in cases where<br />

chemicals are already being used safety<br />

in other countries.<br />

‘‘But the the EPA also needs to adjust<br />

its priorities and not focus on assessing<br />

generic chemicals that are already<br />

available,’’ Mr Birkett says.<br />

‘‘Their work stream needs to take<br />

better account of how far off approvals<br />

are for effective replacement products,<br />

including biosecurity and pest increase<br />

issues, and how much delays would cost<br />

the country. ‘‘The new chemicals that<br />

offer the greatest economic benefits<br />

should get priority in the queue —and<br />

Iwould put any new treatment for grass<br />

grub in that category,’’ Birkett says.<br />

New finance rules cause angst<br />

Federated Farmers is calling for new<br />

proposed ‘green’ finance rules to be<br />

scrapped, warning they’re ideologically<br />

driven, unworkable, and risk doing real<br />

harm to rural communities.<br />

In aletter sent to Ministers and key<br />

officials on <strong>July</strong> 11, the organisation<br />

outlined aseries of serious concerns with<br />

the Sustainable Finance Taxonomy.<br />

‘‘This framework is fundamentally<br />

flawed,’’ Federated Farmers banking<br />

spokesperson Mark Hooper says.<br />

‘‘It has been created without meaningful<br />

input from working farmers, it imposes<br />

unrealistic standards, and it risks cutting<br />

off financial services to legitimate,<br />

productive rural businesses.’’<br />

The Sustainable Finance Taxonomy is<br />

being developed by the Centre for<br />

Sustainable Finance and the Ministry for<br />

the Environment to provide aconsistent<br />

framework for defining what is ‘green’ or<br />

‘sustainable’ in financial markets.<br />

Federated Farmers says it would create<br />

major risks for New Zealand’sagricultural<br />

sector and is urging the Government to<br />

halt the process entirely.<br />

‘‘One of our core concerns is the lack of<br />

practical farming expertise involved in<br />

developing the taxonomy,’’ Mr Hooper<br />

says.<br />

‘‘There are no hands­on farmers<br />

involved with the Technical Advisory<br />

Group. Instead, it’s full of shiny­shoed<br />

bankers, sustainability advisers, and<br />

forestry lobbyists.<br />

‘‘If you're designing afinance framework<br />

for agriculture, farmers must be at the<br />

table. This is atotal governance failure.’’<br />

Without real­world knowledge of<br />

farming systems, the frameworkfails to<br />

reflect the operational realities and<br />

sustainability efforts already embedded in<br />

New Zealand’s primary sector.<br />

For example, the proposed taxonomy<br />

defines ‘green’ farming as producing less<br />

than one tonne of CO2 equivalent per<br />

hectare per year.<br />

‘‘This threshold is so low that no working<br />

New Zealand farm could realistically<br />

qualify, even though we’re home to the<br />

most emissions­efficient food producers in<br />

the world," Hooper says.<br />

‘‘It sendsamessage that no farm is<br />

green, regardless of how well it’s managed<br />

or how efficient it is.’’<br />

Another concern is that productive<br />

farmland would be disqualified from<br />

being considered ‘green’ if it was ever a<br />

natural ecosystem since 2008.<br />

‘‘This ignores decades of sustainable<br />

stewardship and penalises farms that have<br />

long been operating responsibly,’’ Mr<br />

Hooper says.<br />

The proposal also includes<br />

requirements that Federated Farmers<br />

says are simply unworkable.<br />

One rule would require80% of fertiliser<br />

use to come from low­emission products<br />

within three years —atarget Hooper says<br />

isn’t feasible.<br />

‘‘Those alternatives are not yet<br />

economically viable or widely available in<br />

New Zealand. Farmers can’t use what<br />

doesn’t exist.’’<br />

He says another major burden is the<br />

requirement for Farm Environment Plans<br />

to include extensive biophysical<br />

documentation.<br />

‘‘While manyfarmers already have<br />

FEPs, the new standardwould<br />

dramatically increase complexity and<br />

cost, particularly for small and mediumsized<br />

farms.<br />

‘‘This is acompliance nightmare with no<br />

clear benefit.’’<br />

Despitethe potential impact on rural<br />

capital flows and lending, therehas been<br />

no economic analysis of how the taxonomy<br />

might affect farm businesses, landowners<br />

or rural lenders.<br />

‘‘For aframeworkthat could<br />

fundamentally alter access to finance, this<br />

is an unacceptable oversight,’’ Hooper<br />

says.<br />

Federated Farmers also warns the<br />

taxonomyduplicates manyrequirements<br />

already covered by national regulation or<br />

industry programmes.<br />

‘‘This adds unnecessary red tape<br />

withoutdelivering meaningful<br />

environmental or financial benefits.’’<br />

it to leap frog Kaiapoi, and<br />

claim fourth place after<br />

Kaiapoi was on the receiving<br />

end of a19­61 loss to table<br />

toppers Glenmark­Cheviot.<br />

It is the first time in seven<br />

years Kaiapoi has missed a<br />

berth in the semi finals.<br />

Elsewhere, Oxford cemented<br />

third place after comfortably<br />

beating Saracens 56­5, and<br />

Hurunui accounted for<br />

Woodend 27­12.<br />

The favourites tag was firmly<br />

with Ashley in its game with<br />

Ohoka. But the longer the game<br />

went, the more the home team<br />

grew in confidence and<br />

eventually out muscled its<br />

lighter opponents to win 29­13.<br />

Ohoka held much of the<br />

possession and territory in the<br />

opening quarter, but when<br />

Ashley attacked deep into<br />

Ohoka territory, its defence<br />

held.<br />

With half time beckoning,<br />

Ashley finally scored atry<br />

following aclever kick through<br />

from captain Anthony<br />

Tavendale.<br />

Apenalty followed and<br />

Ashley looked to be in a<br />

relatively comfortable position<br />

The second half did not pan<br />

out as expected for Ashley.<br />

With an awkward position of<br />

the sun in the face, and abigger<br />

Ohoka unit that did not tire, the<br />

game became an uphill<br />

exercise for it.<br />

Ohoka scored the first of its<br />

four tries in the opening<br />

moments, but it was another 30<br />

minutes before it scored again,<br />

and then in a10minute period<br />

when it took fullcontrol.<br />

In the interim,Josh<br />

Langridge kicked apenalty for<br />

Ashley, giving it aone point<br />

advantage, but Ohoka’s solid<br />

defence, stymied the Ashley<br />

attack forthe next 25 minutes.<br />

After asustained build up,<br />

Ashley scored its second try,<br />

and with asix point advantage<br />

it was in sight of victory.<br />

However, the larger Ohoka<br />

packfinally worethe lighter<br />

Ashley pack down. In the space<br />

of eight minutes it scored three<br />

tries and kicked apenalty into<br />

injurytime.<br />

Development Plan aligns with the Waikuku Beach<br />

Spatial Activity Plan toensure everything iswell<br />

thought out, cohesive and beneficial for our<br />

community in the long run. We’re excited tocreate<br />

aspace that everyone can enjoy for years to come.<br />

We are seeking your feedback onour proposed<br />

solutions toparking, drainage, accessibility, and<br />

toilet facilities as well as the visual appeal and<br />

design of the area.<br />

In May 2024, Council staff engaged with the<br />

community to explore the idea of installing abeach<br />

volleyball court at the north oval. The feedback<br />

received reflected arange ofviews. While there<br />

was general support for avolleyball court in<br />

Waikuku Beach, many community members<br />

expressed apreference for adifferent location<br />

than the north oval.<br />

In response to this input, we are now asking for<br />

further feedback on two alternative locations.<br />
