Feral catsinspotlight<br />

Feral cats are in the spotlight at<br />
the Hurunui District Council.<br />
The council is urging the<br />
Department of Conservation to<br />
consider feral cats in its longterm<br />
plan to rid the country of harmful<br />
predators.<br />
As afirst step it is recommending<br />
legislation to have domestic cats<br />
registered, microchipped and<br />
desexed.<br />
The council is submitting on the<br />
Predator Free 2050 Strategy<br />
Review and the Implementation<br />
Plan for Te Mana oteTaiao –<br />
Aotearoa New Zealand<br />
Biodiversity Strategy 2020.<br />
Council’s Water and Land coordinator<br />
Rima Herber, on behalf<br />
of acouncil working group<br />
including West Ward councillors<br />
Tom Davies, Ross Barnes, and<br />
Dave Hislop, presented draft<br />
submissions for endorsement at<br />
last week’s council meeting.<br />
Ms Herber says the intention of<br />
Predator Free 2050 is to remove<br />
rats, mustelids and possums from<br />
New Zealand by 2050.<br />
However it was appropriate for<br />
the council to advocate for cats to<br />
be included in the longer term —<br />
along with mice and hedgehogs if<br />
technologies became available to<br />
make this possible and practical.<br />
These measures would help<br />
reduce the number of stray cats<br />
that become feral, Ms Herber says.<br />
‘‘There are an estimated more<br />
than 2.5 million feral cats in New<br />
Zealand.<br />
‘‘As arural council, Hurunuiis<br />
very aware of the harm feral cats<br />
are doing to indigenous wildlife,<br />
and aware of how many cats there<br />
are in our environment.<br />
‘‘If feral cats aren’t included as a<br />
pest species it is questionable if<br />
predator removal is worthwhile in<br />
some environments.”<br />

indigenouswildlife and, from a<br />
farming perspective,the diseases<br />
feral cats carried were a‘‘massive<br />
threat’’ to domestic stockacross<br />
the district.<br />
Ms Herber says council broadly<br />
supports both strategy reviews but<br />
raises several issuesfor further<br />
consideration, including<br />
consideration for incentives and<br />
support for private landowners,<br />
catchment groups, the QEII Trust,<br />
and community conservation<br />
groups working to both eliminate<br />
predators and protectbiodiversity.<br />
‘‘Biodiversity protection should<br />
not be an added financial burden<br />
on landowners.’’<br />
For community groups, support<br />
could be in the form of funding for<br />
paid coordinators to optimise<br />
work already being carried out in<br />
communities.<br />

significant time and effort into<br />

‘‘It's good to see that we<br />
recognise that, and support them<br />
as well, because for many of them<br />
it’s adeep money hole doing alot of<br />
this work.’’<br />

communitiesand schools are<br />
supporting Predator Free<br />
initiatives.<br />

Ms Herber says it’s important to<br />
maintain the gains already made in<br />
predator control ‘‘as apriority’’.<br />
‘‘It is better to secure the areas<br />
that are predator free and keep<br />
them that way, than spread effort<br />
thinly and lose the gains.’’<br />
Large solarfarm<br />
consent notified<br />
in the Hurunui<br />

Waipara residents are being encouraged to have<br />
their say on aproposed 180.8ha solar farm, on a<br />
242.4ha property near their village.<br />
The Hurunui District Council has notified a<br />
resource consent application from Aucklandbased<br />
Far <strong>North</strong> Solar Farm Ltd to builda143.8 MWp<br />
solar farm.<br />
The Waipara Residents’ Association wrote to the<br />
council last year calling for the consent to be<br />
notified, and chairperson Steven Ellis says he is<br />
pleased the community will have asay.<br />
He says there are arange of views in the<br />
community.<br />
‘‘Everyone has their own views one way or the<br />
other for different reasons.<br />
‘‘Some can’t see aproblem and there’s others who<br />
think it is not agood situation to have asolar farm<br />
this close to avillage.<br />
‘‘It is obviously going to be something quite<br />
substantial.’’<br />
Mr Ellis encouraged residents to have alook at<br />
the application on the council’s website and form<br />
their own view on how it might effect them and<br />
‘‘whether it is agood thing for the community or<br />
not’’.<br />
Agroup of concerned residents formed Save<br />
Waipara Valley last year and set up awebsite,<br />
savewaiparavalley.com.<br />
Among the group’s concerns are the potential<br />
impacts on the environment, how the solar panels<br />
would stand up to ‘‘<strong>North</strong> <strong>Canterbury</strong>'s notoriously<br />
strong winds’’, the risks to passing motorists from<br />
glare from the panels and the impact on property<br />
values.<br />
Hurunui District Council staff have determined<br />
‘‘the adverse effects of the application’’ to the<br />
landscape and the visual effects are more than<br />
minor.<br />
Construction of the solar farm is expected to take<br />
around two years.<br />
The proposed solar farm is ajoint venture<br />
between Far <strong>North</strong> Solar Farm Ltd, asolar energy<br />
asset developer based in Auckland, and Aquila<br />
Clean Energy Asia Pacific, aclean energy platform<br />
headquartered in Singapore.<br />
Submissions close on Thursday, <strong>July</strong>24.<br />

Theatrical magic in Rapunzel<br />

Rangiora’s Hartley School of<br />
Performing Arts (HSPA) students have<br />
delivered aslice of theatrical magic in<br />
the school’s latest musical production of<br />
Rapunzel.<br />
They had huge support from HSPA’s<br />
talented lineup of tutors, community<br />
volunteers, sponsors and parents, who<br />
also contributed in some way to the<br />
success of this charming show.<br />
The production was based on the<br />
famous fairytale of the same name, but<br />
alsoincorporated others including<br />
Snow White and the Seven Dwarves,<br />
Little Red Riding Hood, Hansel and<br />
Gretel, and The Three Little Pigs.<br />
It was aspectacular showcase of<br />
theatrical performance, encompassing<br />
song, dance, music, costumes, scenery,<br />
storytelling and special effects with a<br />
lengthy script written specially for the<br />
show by HSPA’s founder and director,<br />
Dale HartleyBrown.<br />
The script was edited by the directors<br />
of the show, former HSPA drama<br />
students, Hannah Thompson and<br />
Michelle O’Brien, who are now tutors,<br />
but it remained alengthy production of<br />
almost three hours, with 265 costume<br />
changes, because Dale wanted to give all<br />
of the 130 students (aged 1118 years)<br />
who took part in it ‘‘the opportunity to<br />
shine’’.<br />
The hugely talented young cast<br />
achieved that with energy and style.<br />
Standouts included Tara Browne as<br />
Rapunzel,Azaria Westeneng as Finn<br />
Walker, ReeniRose Dolan as Mother<br />
Gothel, Tyler Waghorn as Prince<br />
Charming, Maty Fauth as Footman,<br />
Alyssa Garrett as Narrator, Emelia<br />
Coster as Fairy Godmother, Julia Carter<br />
as Little Red Riding Hood and Jaxon<br />
Melville as Big Bad Wolf.<br />
Rapunzel,opened in the main<br />
auditorium of the Rangiora Town Hall<br />
on <strong>July</strong> 3and included five<br />
performances over three days with<br />
large, supportive audiences including a<br />
‘‘sold out crowd’’ for the final matinee.<br />
Initiative improving roadsides<br />
Anew‘‘lighttouch’’ initiative to improve<br />
roadside drainage across the Hurunui<br />
District is already proving its worth.<br />
Atotal of 150 kilometres of roadside<br />
has been cleared in just the first month of<br />
council’s wheeled excavator programme.<br />
‘‘Water is the biggest enemy of the<br />
roading network,’’ says council’s chief<br />
operationsOfficer Dan Harris.<br />
‘‘The wheeled excavator programme is<br />
helping to move water away from our<br />
roads as quickly as possible, making a<br />
real difference to road safety and road<br />
quality.<br />
‘‘It’sasmart, lighttouch approach,’’<br />
says council’s roading manager Charlie<br />
Hutt. ‘‘We’re opening up culvert ends,<br />
getting water moving and making note of<br />
the roads needing alittle more.’’<br />
He says the work often occurs where<br />
largescale drainage work would have<br />
been too costly or disruptive.<br />
Twowheeled diggers are employed to<br />
carry out the roadside drainage<br />
improvements, reshaping and clearing<br />
culverts, removing trees and opening up<br />
blocked drainage channels.<br />
Each digger is accompanied by a<br />
spotter, armed with ashovel and asharp<br />
eye, ensuring targeted, efficient<br />
maintenance.<br />
Councillor Robbie Bruerton, chair of<br />
the operations committee, says the<br />
initiative is a‘‘good piece of work, done<br />
the right way’’.<br />
‘‘The biggest complaints we were<br />
getting were about drainage and road<br />
deterioration.’’ The programme had<br />
tackled those issues, with real cost<br />
savings,’’ Cr Bruerton says.<br />
The programme follows atrial<br />
undertaken in 2023, with an additional<br />
pilot carried out in 2024 around wellknown<br />
hot spots in the district that were<br />
prone to flooding.<br />
Mr Hutt said these previously problem<br />
areas were performing well, even after<br />
recent rain.<br />
Funding for this, and the next two<br />
financial years has been budgeted for in<br />
the Long Term Plan.<br />
Part of afurther year will be funded by<br />
Resilience Improvements money<br />
granted by Waka Kotahi NZTA, on<br />
council’s Vulnerable Roads.<br />
Mayor Marie Black welcomed the<br />
success of the trial.<br />

outcomes for our communities.’’

Rga students win junior comp<br />

Just six points separated first and second<br />
place at the <strong>2025</strong> FMG JuniorYoung<br />
Farmer of the Year title finale held in<br />
Invercargill last week.<br />
Rangiora High School students John<br />
Lundy and Harry Parish hoisted the<br />
winner's trophy high at the televised prize<br />
giving.<br />
‘‘This was our first time at the finals and<br />
we won it,’’ says John.<br />
The sixteenyearolds had won the<br />
Tasman berth at the FMG Junior Young<br />
Farmer of the Year regional finals back in<br />
March, and travelled south to Invercargill<br />
with their families to take part in the finals<br />
during the first week of the June school<br />
holidays.<br />
‘‘We missed out on qualifying for the<br />
finals last year, so we were both<br />
determined to make it this year,’’ says<br />
John.<br />
On Thursday, they completed an exam<br />
which they felt went well, then early on<br />
Friday morning, the young men lined up<br />
against the top seven regional high school<br />
teams for the practical day held at the<br />
Winton Racecourse.<br />
The AgriKids, FMG Junior,and FMG<br />
Young Farmer of the Year contestants<br />
completed all their practical challenges<br />
sidebyside,showcasing their skills,<br />
teamwork, and determination in front of a<br />
large crowd of family, supportersand the<br />
public.<br />
First up, the Rangiora pair had to set up<br />
afarmlet,<br />
‘‘There we had to do amixture of<br />
fencing, stock water, drainage and<br />
planting —lots of different stuff like that,<br />
which we had two and aquarter hours to<br />

do at all,’’ says John.<br />
In between, they presented aspeech on<br />
aset topic and then completed seven<br />
handson modules covering various topics<br />
related to the event sponsors —amini<br />
version of what the finalists in the FMG<br />
Young Farmer of the Year competition<br />
had to do on the same day.<br />
On Friday evening the topfive teams<br />
battled it out in Face Off and Q&A sessions<br />
overfive rounds, before the FMG Junior<br />
Young Farmer of the Year was<br />
announced.<br />
TheRangiora pair won the title and also<br />
won first place in the farmlet competition,<br />
first in the modules competition and were<br />
third in the preevent fundraiser.<br />
‘‘It was very close between us and the<br />
teamfrom Napier Boys’ High School, who<br />
had made the finals last year as well.’’<br />
For John, he thinks it was the tidiness of<br />
the farmlet which gave them the extra<br />
points to winagainst schools and<br />
competitors who had been to the finals<br />
before.<br />
‘‘We did avery good job of keeping our<br />
farmlet nice and tidy, and Ithink that<br />
madethe difference,’’ says John.<br />
John and Harry say they had put in the<br />
long, hard hours of practice in the months<br />
leading up to the final.<br />
‘‘We were prepared for everything. We<br />
had all the tips and tricks sheets from the<br />
organisers to guide us, to let us focus on<br />
the things that mattered, and all those<br />
itemscame up in the competition.<br />
‘‘The work we did helped us get agood<br />
general base over all aspects of farmwork,<br />
which really helped usalot.<br />
‘‘Nothingwas harder or easier than<br />
everything else; we just needed to work as<br />
ateam.’’<br />
Harry thanks the parents as they did all<br />
the organising which allowed the boys to<br />
focus on learning everything they needed.<br />
‘‘We learnt alot and it showed as in one<br />
of the modules we were the fastestto<br />
change the chainsaw and bar,’’ Harry says.<br />
John says he is more sheep and beef<br />
focused, while Harry is more dairy and<br />
science focused.<br />
John says everyone was super helpful<br />
down there. His mum went down with him,<br />
and Harry's family travelled down to<br />
support him, while anumber of friends<br />
and family also watched the competition<br />
livestreamed online.<br />
Harry and John extend their thanks to<br />
the wonderful organising committee, the<br />
sponsors of the event and everyone who<br />
helped them.<br />

Hanmer Springs on Monday.<br />

support forLGBT+ youth, driver<br />
licenses, finding work, cyberbullying<br />
and alack of access to ultrafast<br />
broadband in rural areas were also<br />
raised as wellbeing issues.<br />
Other concerns included access to<br />
training for health workers in rural<br />
practises, support for migrants, and a<br />
lack of awareness of what services are<br />
available in rural areas.<br />
Mr Doocey said addressing ‘‘unmet<br />
need’’ was not just about more funding,<br />
but also education on ‘‘what is<br />
available’’.<br />

A$56.4m boost for water storage,irrigation<br />

A$56.4m Government investmentinwater<br />
storage and irrigation will provideamajor<br />
boost for <strong>North</strong> <strong>Canterbury</strong> farmers, says<br />
Hurunui Mayor Marie Black.<br />
Associate Regional Development<br />
Minister Mark Patterson visited the region<br />
last week to announce three <strong>Canterbury</strong><br />
water storage and irrigation projects will<br />
receive loans from the Government’s<br />
Regional Infrastructure Fund.<br />
Mr Patterson made the announcement<br />
at the Taggart family’s woolshed at Cust on<br />
Thursday, <strong>July</strong> 3, and was joined by<br />
Waimakariri MP Matt Doocey, Kaikōura<br />
MP Stuart Smith and WaimakaririMayor<br />
Dan Gordon.<br />
Mrs Black was unable to attend the<br />
announcement, but later said the<br />
investment is good news for the region.<br />
The Balmoral water storage facility run<br />
by the Amuri Irrigation Company (AIC)<br />
will receive $20m, Waimakariri Irrigation<br />
Ltd (WIL) will receive $15.6m, and the<br />
Opuha Dam and irrigation scheme in<br />
South <strong>Canterbury</strong> $20.8m.<br />
‘‘Amuri Irrigation Company has been<br />
progressive in its vision for storage on the<br />
north side of the Hurunui River to build<br />
resilience for its shareholders,’’ Mrs Black<br />
said.<br />
‘‘This announcementisasignificant<br />
step in achieving this goal.’’<br />
AIC chairperson David Croft said his<br />
company plans to build apond to store up<br />
to <strong>10</strong> million cubic metresofwater and can<br />
be used in the winter and shoulder<br />
seasons, using existing resource consents.<br />
‘‘It is quite clear the rural sector is<br />
leading the New Zealand economy, and<br />
this investment can help our economic<br />
recovery.<br />
‘‘And we will end up with agreatasset<br />
for the whole of <strong>North</strong> <strong>Canterbury</strong>.’’<br />

Mr Gordon said WIL's proposed 8.2<br />
million cubic metre water storage facility<br />
at Wrights Road, near Oxford, has been in<br />
the pipeline for nearly 20 years.<br />
‘‘WIL is not just an irrigation scheme. It<br />
is alifeline for our region, irrigating an<br />
impressive 23,000ha and supporting<br />
around 170 shareholders.<br />
‘‘It is one of the largest schemes in the<br />

Mr Gordon said WIL’s biodiversity<br />
projects had uncovered rare species like<br />

Mr Walton said water storage could<br />
enhance rivers and groundwater and be<br />
used for other uses beyond irrigation.<br />

year and is expected to be completed for<br />
andmaintaining steadierenergythroughout<br />

NC Mayors call for<br />

are not opposed to change, but they<br />
want to know whatwould replace<br />
regional councils.<br />
There has been abit of chat about<br />
scrapping regional councils, but<br />
Hurunui Mayor Marie Black and<br />
Kaikōura Mayor Craig Macklesay<br />
they haveyet to see abetter<br />
alternative.<br />
Prime Minister Christopher<br />
Luxon and Resources Minister<br />
Shane Jones havesuggested<br />
regional councils could be abolished<br />
aspart of the Resource Management<br />
Act(RMA) reforms.<br />
Christchurch Mayor Phil Mauger<br />
has expressedsupport for forming a<br />
unitary authority, but the <strong>North</strong><br />
<strong>Canterbury</strong> mayors are not so keen.<br />

working, with Environment<br />
<strong>Canterbury</strong> (ECan) as the regional<br />
council, supportedbythe<br />
<strong>Canterbury</strong> Mayoral Forum aforum<br />
of the region’s mayors.<br />
Mrs Blacksaid the mayoral forum<br />
has worked well together this term.<br />
‘‘We haveall brought into the<br />
mantra, if it’s good for one, it’s got to<br />
be good for all.<br />
‘‘If we can all hold true to that, you<br />
don’t lose the voiceofthe small<br />
ruralareas against the big metro.’’<br />
Hurunui District Council chief<br />
executive Hamish Dobbie said<br />
geographically his districtisthe<br />
same size asregions like Taranaki,<br />
but has just9205 ratepayers.<br />
‘‘Those places with unitary<br />
authoritiesact as aonestop shop,<br />
but you probably need acertain<br />
population base to make it viable,<br />
and what that population base is,is<br />
the question.’’<br />
Mr Mackle said with just 3082<br />
ratepayers, there is no way his<br />
council could take on ECan’s<br />
functions, such as looking after<br />
rivers, environmental issues, pest<br />
control and flood mitigation.<br />
It would mean amalgamating with<br />
either the Marlborough District<br />
Council, aunitary authority in the<br />
north, or other <strong>Canterbury</strong> councils<br />
to the south.<br />

with areport presented to<br />
Parliament in 2023.<br />
He said looking at the structure of<br />
local government in isolation was<br />
unlikelytoachieve asustainable<br />
outcome.<br />
Other issues such as funding,<br />
partnership with central<br />
Government, empowering local<br />
government to developlocal<br />
solutions, enabling ‘‘citizenled<br />
democracy’’, improved governance<br />
arrangements and embracing the<br />
Treaty ofWaitangi also needed to be<br />
addressed.<br />
‘‘Local government needs to be<br />
given the opportunity to lead the<br />
design process, supported by central<br />
Government,’’ Mr Palmer said.<br />
Unitary authorities or ‘‘combined<br />
networked councils’’ were possible<br />
alternatives, but each regionis<br />
different.<br />
‘‘In my view, just transferring<br />
regional council functions to<br />
existing councilswould be<br />
unworkableasmost local<br />
authorities do nothave the<br />
capacity,’’ Mr Palmer said.<br />
‘‘It requires acertain critical mass<br />
to operate effectively.’’<br />
Combined networked councils is<br />
where local councils appoint<br />
representatives to make decisions at<br />
aregional level, similar to the<br />
Greater Christchurch Partnership,<br />
which brings together<br />
representatives from the<br />
Christchurch, Selwyn and<br />
Waimakariri councils and ECan.<br />

Reverend moving on<br />

Over the pasteight years,the<br />
Reverend Sandy Constable has<br />
affectionately been called the ‘flying<br />
nun' for racing around Kaiapoi on her<br />
electric scooter to attend functions or<br />
services,orthe Vicar of Dibleyfor her<br />
bubbly, effervescent personality.<br />
But now she is moving on.<br />
‘‘Being the Vicar of the Parish of<br />
Kaiapoi has been alot of fun and is full<br />
of memories,’’she says.<br />
‘‘I have so many amazing memories<br />
of the parish, its people and the<br />
wonderful community of faith here,<br />
but now it’s time for me to move onand<br />
help the church in other ways.’’<br />
Rev Sandy will be taking some time<br />
off to study, attend some conferences<br />
and write apaper on her study topic<br />
before she embarks on the next step in<br />
her career.<br />
It is acareer that spans 20 years,<br />
serving in the <strong>North</strong> and Central<br />
<strong>Canterbury</strong> regions.<br />
It will be alife that’s quite different<br />
from her time spent looking after the<br />
faithful atthe four districts in the<br />
parish: Kaiapoi, Clarkville, Ohoka,<br />
and Eyreton and the threechurches in<br />
herparish—StBartholomew’s, St<br />
Augustine’s and St Thomas’.<br />
“After aperiodofstudy, Iamlooking<br />
forward to taking on the role of<br />
chaplaincy with the Anglican Church.<br />
‘‘It’s about looking at agreater<br />
pastoral focus in Ministry in a<br />
community, or ahospital or school,”<br />
she says.<br />
The former New Zealand Army<br />
Reservist says she is even considering<br />
joining the armed forces as a<br />
Chaplain/Padre.<br />
‘‘I have had so much joy over the<br />
years working with the team at the<br />
KaiapoiRSA as their padre, and I<br />
wouldlike to continue serving the men<br />
and women ofour armed forces.<br />
‘‘I will miss the wonderful times I<br />
have had in Kaiapoi, the midnight<br />
Christmas services, the GoodFriday<br />
and Seafarers services.<br />
‘‘I have enjoyed them all, including<br />
the weeklyLast Post service at the<br />
RSA,’’ she says.<br />
Rev Sandy says it is nowuptothe<br />
diocese to begin the process of<br />
appointing anew vicar, and to pass on<br />
the baton of the KaiapoiParish to<br />
another.<br />
In the meantime, aPriestinCharge<br />
willcontinue the services while the<br />
parish finds areplacement.<br />
Newroad names<br />
The naming of the two private roads,<br />
both in the Amberley Country Estate<br />
Retirement Village, have been<br />
approved by the Hurunui District<br />
Council.<br />
The new McEwan Crescent will pay<br />
homage to Gordon McEwan, a<br />
blacksmith who worked forArthur<br />
Burke Ltd Blacksmith Shop during the<br />
20th century, and was put forward as a<br />
‘‘tribute to local craftsmanship and<br />
community backbone’’.<br />
The second namesake lives in the<br />
Amberley Country Estate, closetothe<br />
new road that will bear her name:<br />
Lodge Lane ‘‘in honour of Helen<br />
Lodge, arecent recipient of the<br />
Hurunui District Council Community<br />
Service Award’’.<br />
Helen and her husband, formerly<br />
Amberley’s local police constable,<br />
have served the community for<br />
decades.<br />
There are few community<br />
organisations Helen hasn’t served on.<br />
Her Community Service Award,<br />
awarded last year, recognises her<br />
service to the Amberley Lions’ Club,<br />
the Amberley District Community<br />
Vehicle Trust, Amberley Returned<br />
Services Association, Poppy Day<br />
Appeal, Hato Hone St John, Cancer<br />
Support, the Dementia Unit in<br />
Amberley, IHC, and more.<br />
Arriving in Amberley 40 years ago<br />
from Otago, Helen has been a<br />
volunteer for most of her life and, she<br />
says, her husband Mike was amember<br />
of the Lions Club for 50 years.<br />
‘‘He was the last of the solecharge<br />
policemen,’’ she says.<br />
Council’s Planner Scott Rose says<br />
while councils are responsible for the<br />
naming of public roads, it is common<br />
for privatelyowned retirement<br />
villages to request the naming and<br />
registration of private roads for easy<br />
navigation around the villagefor<br />
residents, visitors,postal services and<br />

Waimakariri’sTree of the Year, Rangiora<br />
Borough School’s giant redwood, has been<br />
voted runner up to abeloved <strong>North</strong> Otago<br />
landmark, in the national Tree of the Year<br />
competition.<br />
The Chook Tree, aquirky chickenshaped<br />
macrocarpa (Hesperocyparis<br />
macrocarpa), situated in the rolling hills of<br />
Waianakarua, took the <strong>2025</strong> Tree of the<br />
Year New Zealand title ahead of ashortlist<br />
of six finalists.<br />
Waimakariri’s Tree of the Year<br />
competition was organised by the<br />
WaimakaririDistrict Council’s<br />
Greenspace team.<br />
Aspokesman for the team, senior<br />
biodiversity ranger Mike Kwant said trees<br />
provide ‘‘hugely significant benefits for<br />
everyone’’, but these were often taken for<br />
granted.<br />
The Waimakariri and the Tree of the<br />
Year New Zealand competitions were<br />
‘‘really about taking the time to stop and<br />
acknowledge that our trees are important<br />
to us for lots of different reasons and the<br />
kids at Rangiora Borough School showed<br />
us this in bucket loads’’.<br />
The annual competition, which was<br />
established in 2022, is run by the New<br />
Zealand Notable Trees Trust (NZTT) to<br />
encourage the public to think about the<br />
role trees play in our lives, culturally,<br />
environmentally,and socially.<br />
‘‘We believe this year was our most<br />
successful yet in that regard,’’ trusteeBrad<br />
Cadwallader said.<br />
‘‘We saw the highest numberofvotes<br />
ever cast, ahuge increase in public<br />
awareness, and great media coverage<br />
across the board.<br />
‘‘All finalists gained national visibility<br />
and local celebration, and that is awin in<br />
itself,’’ he said.<br />

GoWireless expands business<br />

Nineteen years ago Dale and Alison<br />
Robertsstarted their information<br />
technology company —GoWirelessNZ—<br />
in their garage at Woodend.<br />
As they grew, and expanded their<br />
business, they moved to Kaiapoi, then after<br />
acouple of years moved into number one<br />
Kingsford Smith drive in the new Rangiora<br />
Business Hub.<br />
Today, the company is aleading supplier<br />
of wireless networking equipment<br />
throughout New Zealand, Australia and<br />
the South Pacific.<br />
Last Friday, the couple and their 28 staff<br />
members officially opened their new<br />
corporate headquartersand warehouse<br />
further down the road at number 34.<br />

Workshoponlocal government’sfuture<br />

Recent media coverage has prompted<br />
the <strong>Canterbury</strong> Regional Council to<br />
proactively engage in the debate on the<br />
future of local government.<br />
Environment <strong>Canterbury</strong> (ECan) held<br />
aworkshop yesterday (Wednesday, <strong>July</strong><br />
9) to debate possible models for regional<br />
government.<br />
The workshop follows comments from<br />
Prime Minister Christopher Luxon and<br />
Resources Minister Shane Jones<br />
suggesting regional councils could be<br />
abolished as part of the Resource<br />
Management Act (RMA) reforms.<br />
ECan chairperson Craig Pauling said<br />
while the recent commentary was<br />
‘‘unhelpful’’, aconversation was needed<br />
and should involve all levels of<br />
government and iwi partners.<br />
‘‘Significant local government and<br />
resourcemanagement reform has been<br />
on Government agendas for some time.<br />
‘‘As acouncil we agree the current<br />
structureand funding for local<br />
government needs work.<br />
‘‘Instead of waiting for the<br />
Government to make changes, we’ve<br />
proactively been doing work at our<br />
council to understand how the reforms<br />
might impact <strong>Canterbury</strong>,and what we<br />
can do to ensure good outcomes forour<br />
natural resources, our communities and<br />
our economy.’’<br />
Mr Pauling said the workshop will<br />
give councillors an opportunity to<br />
discussrepresentation, local voice, and<br />
what services and regulatory functions<br />
could be best delivered at anational,<br />
regional or local level.<br />
‘‘We’re not going to land on aspecific<br />
structure, or proposed futurestate.<br />
‘‘The workshop gave us the<br />
opportunity to discuss the whole<br />
ecosystem of local government decision<br />
making, and to test some ideas with each<br />
other.’’<br />
Deputy chairperson Deon Swiggs said<br />
the workshop builds on the momentum<br />
from the May council meeting, where<br />
councillors reached shared positions on<br />
key issues for the region.<br />
‘‘<strong>Canterbury</strong>’s scale, diverse<br />
landscapes, and active economies<br />
present both opportunities and<br />
responsibilities.<br />
‘‘We’re aregion shaped by aunique<br />
environment and strong local<br />
industries, and require tailored<br />
approaches to our place.’’<br />
Dr Swiggs said he believed ECan is<br />
well placed to contribute constructively<br />
to national conversations on the future<br />
of local government.<br />
The workshop will run from <strong>10</strong>.30am<br />
on today (Wednesday, <strong>July</strong>9), and will be<br />
livestreamed on the <strong>Canterbury</strong><br />
Regional Council YouTube channel.<br />

Five people rescued offboat after incidentonMotunau bar<br />
Five people were rescued after they<br />
experienced serious problems crossing<br />
the Motunau bar on Sunday might. Fuel<br />
tanks were swept overboard when the boat<br />
was swamped by alarge wave,and a<br />
person was also thrown over board when<br />
3m waves continued to pummel it even<br />
after it managed to turn around and<br />
anchor about 400m offshore in rocky<br />
conditions between Motunau Island and<br />
the bar.<br />
Others onboard were able to recoverthe<br />
person and get them back onboard safely.<br />
Meanwhile the <strong>North</strong> <strong>Canterbury</strong><br />
Coastguard set sail from its Waimakariri<br />
River base to reach the stricken vessel and<br />
rescue its five occupants.<br />
The vessel was spotted by an individual<br />
near Motunau Beach about 5pm, and<br />
seeing it in difficulty alerted police.<br />
Around 8pm, afaint ‘mayday’ distress<br />
call was heard on VHF channel 63. The<br />
individuals onboardalso used amobile<br />
phone while the battery lasted, as well as<br />
aPersonal Locator Beacon (PLB) and an<br />
Emergency PositionIndicating Radio<br />
Beacon (EPIRB) to call for help.<br />
At about 8:45 pm, five volunteers from<br />
Coastguard<strong>North</strong> <strong>Canterbury</strong>onboard<br />
‘Kaiapoi rescue’ vessel, navigated their<br />
way through the dark, rocky conditions,<br />
ensuring kelp wasn’t being ingested into<br />
their engine, and arrived on the scene and<br />
took the five boaties on board.<br />
They started to warmthem up with<br />
blankets and heat pads, to help slowly<br />
bring theirbody temperatures back up.<br />
The group of five weresafely taken back<br />
to shore, where two Hato Hone St John<br />
ambulances were waiting to treat them.<br />
One individual was taken to hospital with<br />
injuries sustained during the bar crossing<br />
attempt, and three others were treated for<br />
hypothermia.<br />
Unit President, Kevin Bryce said<br />
although it was aharrowing and<br />
concerning incident for the boaties<br />
involved, they were prepared with all of<br />
the right communications gear, and they<br />
were wearing lifejackets.<br />
‘‘The boaties couldn’t believe we were<br />
able to get thereand rescue them in such<br />
poor conditions,’’ he said.<br />
‘‘Itwas achallenging, multiagency<br />
operation,’’ said Kevin.<br />
‘‘We have astandard operating<br />
procedureinplace for bar crossings at<br />
night, which involves markingour position<br />
with aflare.<br />
‘‘Due to proximity with Christchurch<br />
International Airport, this has to be coordinated<br />
very carefully.’’<br />

would comprise up to eight boys<br />
schools across <strong>Canterbury</strong> and<br />
Tasman, and five boys schools in<br />
Otago and Southland, media<br />
reports have suggested.<br />

Schools behind the initiative<br />
said they aimedtoexplore<br />
initiatives including the arts,<br />
culture,sport and professional<br />
learning ‘‘designedtofoster<br />
connection, belonging and pride<br />
among our young men’’.<br />
But Mr Kearneysaid it risked a<br />
promoting male culture, after<br />
schools have made progress in<br />
recent years at changing ‘‘sexist<br />
behaviour’’.<br />

about improving educational<br />
outcomesfor boys, it is difficult to<br />
understand how it will improve<br />
outcomes, especiallywhen coeducational<br />
schools have boys<br />

are against acompetition which<br />

did not control schools rugby,<br />
they had an interest in ensuring<br />
there were ‘‘accessible and<br />
inclusive rugby pathways for all<br />
young people, regardlessofthe<br />

Funding foryouthjobs significantly less<br />

New contracts have been signed and<br />
two <strong>North</strong> <strong>Canterbury</strong> councilsconfirm<br />
theyhave significantly less funding to<br />
support local youth into jobs.<br />
The Hurunui and Kaikōura district<br />
councils will receive just $130,000 and<br />
$<strong>10</strong>0,000 respectively over the next 12<br />
months to fund their successful<br />
Mayors’ Taskforce for Jobs (MTFJ)<br />
programmes, ayouth employment<br />
scheme.<br />
The Government is targeting getting<br />
young people off ajobseekers' benefit,<br />
which has led to the MinistryofSocial<br />
Development changing its funding<br />
criteria for the MTFJ programme.<br />
It now means instead of helping<br />
school leavers, the new programmes<br />
will be primarily supportingthose ona<br />
jobseekers’benefit.<br />
Hurunui Mayor Marie Black said her<br />
council’s new target is to place 15<br />
young people into sustainable<br />
employment, with the new measure<br />
meaning they need to be in the job for<br />
at leastsix months instead of three<br />
months.<br />
Despite asignificant funding cut, Mrs<br />
Blacksaid she is confident her team<br />
will surpassthe new target and achieve<br />
other goals.<br />
But she admits she is disappointed at<br />
the changes to the scheme.<br />
‘‘Thereisabit of atrend. Alot of<br />
16yearolds are leaving school and<br />
some are ready for work and others<br />
need alot more support and we can’t<br />
let those young people down.<br />
‘‘The MTFJ programme has really<br />
reached into the community. Our<br />
schools understand it and our<br />
wonderful employers understand it<br />
and people reach out to see if there’s a<br />
way to help, and it’s important we keep<br />
that strength.<br />
‘‘The part that saddens me the most<br />
is the scheme was put in place to<br />
support rural job seekers who were<br />
disadvantaged by distance, but<br />
because it has been successful our<br />
larger neighbours have taken it up.<br />
‘‘But we won’t lose sight of the<br />
purpose of the scheme.’’<br />
To ensure young school leavers are<br />
not left behind, the Hurunui District<br />
Council has started up anew SEED<br />
course to support school leavers.<br />
It is similar to programmes being run<br />
in other districts and is being privately<br />
funded, with no ratepayer money<br />
required, Mrs Black said.<br />
She said the new course will<br />
complement the MTFJ programme and<br />
provide support to young people before<br />
they enter employment or further<br />
study.<br />
Kaikōura Mayor Craig Mackle said<br />
his worst fears were confirmed, as his<br />
council’s new contract has seen its<br />
funding slashed from $260,000 to<br />
$<strong>10</strong>0,000 from <strong>July</strong> 1.<br />
‘‘We’ve still got to do what we can, but<br />
I’m very disappointed.<br />
‘‘We are going to have to go through<br />
things with afinetooth comb.<br />
‘‘We’ve got aplan, but we will need to<br />
see if can pull it off.’’<br />
The jobs programme has helped<br />
young people aged 1625 into work<br />
through driver licensing, careers<br />
advice and guidance, interview skills,<br />
preparing CVs, work experience and<br />
transport.<br />

The Rangiora RSA Club Band has struck<br />
ahigh note at the <strong>2025</strong> New Zealand<br />
National Brass Band Championships,<br />
delivering an impressive performance in<br />
its firstever appearance in the CGrade<br />

Held athe Christchurch Town Hall<br />
over the weekend, the championships<br />
saw bands travel from all over New<br />
Zealand to compete.<br />
Competing against 11 other bands in<br />
the Cgrade, under the baton of Musical<br />
Director Dwayne Bloomfield, the band<br />

They secured 1st place in the Sacred<br />

Warm yourself up out in the garden<br />
How-to for beginner gardeners with Shannon Hunt<br />
This month is possibly the hardest time of<br />
the year for beginner gardeners to getout<br />
into the garden, but the effort to do so will<br />
reward you in spades. Digging, weeding<br />
and raking in the crisp weathermakesfor<br />
some very healthy, outdoor exercise that<br />
brings lots of satisfying warm fuzzieswith<br />
it.<br />
Here are afew jobs to get you onyour way<br />
to that happy place.<br />
Step one: Clear out all dead and dying<br />
plants<br />
<strong>July</strong> is the best month for clearing you<br />
garden of all spent plants so you can<br />
prepare for new plantings. Pop the green<br />
matter into your compost bin with an<br />
equal amount of dry matter, like<br />
newspaper, dry leaves and/or straw,<br />
followed up with alittle sprinkle of lime,<br />
and remember to turn it over at least once<br />
aweek.<br />
Remember, it’s in the heat in your<br />
compost that breaks down the contents, so<br />
50% green matter (nitrogen) and 50% dry<br />
matter (carbon) is the best combo, and the<br />
hotter it gets the quicker it composts.<br />
Hence black bins make great compost<br />
makers.<br />
Step two: Choose the best place to plant<br />
that new tree<br />
It is not awellknown fact that most trees<br />
do very well when planted in the crisp,<br />

Climate change boost<br />

Arecent study of carbon storage in<br />
nativeforests could boost the efforts of<br />
<strong>Canterbury</strong>’s mayors to address<br />
climate change.<br />
The NationalInstitute of Water and<br />
Atmospheric ResearchLtd (Niwa)<br />
recently completed astudy of native<br />
forests and found they could be<br />
absorbing more carbon dioxide than<br />
previously thought.<br />
The <strong>Canterbury</strong> Mayoral Forum,<br />
whichbrings together the region’s<br />
mayors,and Environment <strong>Canterbury</strong><br />
(ECan) havebeen working to address<br />
climate change,with the forum<br />
launching the <strong>Canterbury</strong> Climate<br />
Partnership Plan in December.<br />
While more research is needed,<br />
ECansaid initial indications were<br />
indigenous forests and some grazed<br />
pasture areas in the South Island<br />
could be effective at absorbing carbon.<br />
‘‘The recent Niwaled study is an<br />
exciting development in the way we<br />
look at carbon in the atmosphere and<br />
the types of ecosystems that absorb<br />
carbon,’’ an ECan spokespersonsaid.<br />
ECan adopted its own climate action<br />
plan last yearand is reviewing its<br />
forest management strategiesto<br />
address climate risks and and carbon<br />
opportunities.<br />
‘‘We havebacked nativeplanting<br />
and restoration of ecosystems on<br />
marginal farmland as it supports<br />
climate resilience,biodiversity and<br />
water quality goals,’’ the ECan<br />
spokesperson said.<br />
‘‘We keep up to date with research<br />
like this and take it into consideration<br />
as our plans and policiesare reviewed<br />

benefits that native vegetation<br />
provides, including absorbing<br />
greenhouse gas emissions and<br />
improving indigenous biodiversity.’’<br />
But Mr Bowen said whileabsorbing<br />
greenhouse gas emissions willhelp<br />
the helpthe country meet its<br />
international emissions reduction<br />
targets, reducing emissions at source<br />
remained the priority.<br />
Niwa atmospheric scientist Dr Beata<br />
Bukosa said both native and exotic<br />
forests played avital role in absorbing<br />
carbon through photosynthesis, but<br />
previous studies may have<br />
underestimated the amount of carbon<br />
taken up by native forests.<br />
Using advanced modelling and<br />
Niwa’s supercomputer, the<br />
researchers examined adecade of<br />
atmospheric data, from 2011 to 2020.<br />
‘‘It was thought that some areas and<br />
land use types were in anearbalance<br />
state with the absorptionand release<br />
of carbon,’’ Dr Bukosa said.<br />
‘‘Earlier estimates of how much<br />
carbonwas removed by New Zealand<br />
land ecosystems ranged from anet 24<br />
to 118 million tonnes ayear.<br />
‘‘Our research found that New<br />
Zealand’s natural environment<br />
absorbed around 171 million tonnes of<br />
carbonannually.’’<br />

Bex Green takes reins at NC Fed Farmers<br />
With an eye to the future, all good<br />
farmers have asuccession plan —and<br />
that’s also the case with <strong>North</strong><br />
<strong>Canterbury</strong> Federated Farmers.<br />
Karl Dean’s election as national dairy<br />
chair at the Federated Farmers AGM<br />
recently sees Bex Green step up as<br />
<strong>North</strong> <strong>Canterbury</strong>’s president.<br />
‘‘Dairy farming is my passion, but I’m<br />
really excited that as president I’ll get to<br />
broaden my horizons and come to grips<br />
with the issues in meat, wool and arable<br />
as well,’’ Bex says.<br />
‘‘In many respects, farmers are<br />
farmers no matter what we produce.<br />
Many of the issues, challenges or<br />
opportunities we have in front of us are<br />
shared.’’<br />
The provincial president role has<br />
been in Bex’s sights for some time —<br />
she's just been waiting for the right<br />
moment for her family and her farming<br />
business.<br />
Bex, who contract milks <strong>10</strong>00 cows<br />
with her husband Blair in Culverden,<br />
was the province’s vicepresident under<br />
Caroline Amyes.<br />
When Caroline stepped down in 2022,<br />
Green’s third child was still atoddler, so<br />
Karl took over as president.<br />
Bex stayed on as vicepresident and<br />
took on the province’s dairy chair role.<br />
She’s matching Karl stepforstep on<br />
the national front too. Bex has also just<br />
been elected national dairy vice chair;<br />
the role Karl has just vacated.<br />
Bex was named Federated Farmers<br />
2024 Dairy Advocate of the Year for her<br />
leadership on issues such as a<br />
streamlined path to work in the dairy<br />
sector for immigrants.<br />
She is keen on tackling the challenges<br />
within meat, wool and arable areas.<br />
‘‘I like to have agoal in front of me.<br />
That’s what keeps me focused and<br />
motivated. There’s also plenty of<br />
supportfor me to call on when Ineed it<br />
too.<br />
‘‘Federated Farmers have avery<br />
strong team in <strong>North</strong> <strong>Canterbury</strong>,and<br />
we’redefinitely looking to build on that<br />
and grow our membership and<br />
engagement in the community.<br />
‘‘We’ve gotasolid track record of<br />
strong dairyspokespeople locally, but<br />
we’realso really stepping up when it<br />
comes to meat &wool issues, with cochairs<br />
tackling that role.<br />
‘‘Our <strong>North</strong> <strong>Canterbury</strong> sheep and<br />
beef farmershave been under huge<br />
pressureinrecent years. They’ve had all<br />
those existing issues impacting the<br />
sector —and then ahorrific drought on<br />
topofthat.’’<br />
Bex saysthe Federated Farmers<br />
‘‘Save our Sheep’’ campaign is now well<br />
under way and it is her hope more local<br />
sheep farmers can be brought back into<br />
the fold and ‘‘really give them avoice<br />
and aplatform’’.<br />
With abusy farm, her Federated<br />
Farmers duties and three kids under 13,<br />
Green’s life is busy, but she stillfinds<br />
time for multisports.<br />
She’s aformer Coast to Coast<br />
competitor, having won both her<br />
respective team categories for the last<br />
two years, but next year will be ‘crew’ for<br />
husband Blair as he tackles the event’s<br />
‘Longest Day’ section.<br />

The sight of Josh McKay on the<br />
sideline of the Oxford /Kaiapoi<br />
senior rugby match on Sunday<br />
prompted the question of<br />
whether he was in hiding for a<br />
call up to the Scotland rugby<br />
side that is in New Zealand.<br />
McKay, aproduct of the<br />
Kaiapoi Rugby Club, where his<br />
father Doug, aprevious player,<br />
is the President.<br />
Josh has made anew life for<br />
himself as aprofessional rugby<br />
player and now plays for the<br />
Scottish side Glasgow Warriors<br />
in the British United<br />
Championship.<br />
His reply about being on call<br />
for Scotland, and in hiding<br />
nearby, was ‘‘no, Iamhome on<br />
holiday in between the rugby<br />
seasons. Iwill though be<br />
eligible for Scotland at the end<br />
of 2026’’.<br />
Ironically the day at Oxford<br />
felt similar to awinters day in<br />
Glasgow, however there was<br />
one difference.<br />
The time here was 4pm, a<br />
time that Joshsuggested would<br />
be darkifithad been in<br />
Scotland.<br />
His own career, flourished<br />
when being chosen forthe<br />
<strong>Canterbury</strong> NPC side along<br />
with the New Zealand Under 20<br />
side. He played four games for<br />
this national side, along with 15<br />
for the Highlanders over three<br />
seasons,two for the Crusaders<br />
and 50 forthe <strong>Canterbury</strong> team.<br />
Playing in the outside backs,<br />
since 2021 McKay (27) has<br />
played 68 games for the<br />
GlasgowWarriors.<br />
In the 2023/24 season they<br />
won the United Championship,<br />
securing afamous victory<br />
againstthe Bulls at Loftus<br />
Versfield in South Africa. In<br />
that season he was awarded the<br />
‘‘Playerof theSeason’’ forthe<br />
club.<br />
He looks forwardtohis<br />
parents onceagain visiting<br />
Glasgowand seeing him play.<br />
‘‘The only time they have<br />
seen me play forthe Warriors<br />
was early on, and we suffered a<br />
heavy defeat,’’ he said.<br />

Jazzing up fundraising<br />
Lovers of jazz are encouraged to get in<br />
behind Rangiora High School’s jazz band.<br />
The band of six is holdingafundraising<br />
concert on Thursday,<strong>July</strong> 17, as the<br />
students prepare to participateinthe<br />
MarlboroughSouthern Jam youth jazz<br />
festival from August 6to9.<br />
The school’s head of music Sophia<br />
Bidwell says it is the first time the school<br />
is sending aband.<br />
‘‘It is really afestival of music. The band<br />
will be playing at aprimary school and<br />
have anumber of gigs throughout the<br />
week.<br />
‘‘They will do aworkshop and get some<br />
feedback and the festival finishes witha<br />
gala concert.’’<br />
Having ajazz bandisnew the school,<br />
with the first such band only formed last<br />
year.<br />
It is led by Luke Belcher, aparttime<br />
teacher at the school.<br />
Music is growing in popularity at the<br />
school with more and more students<br />
taking the subject each year,MsBidwell<br />
says.<br />
As it is expensive to send aband to<br />
Southern Jam, the students have been<br />
busy busking on High Street, running a<br />
sausage sizzle, completing astocktake at<br />
The Warehouse and next week’s concert.<br />
Bass guitarist Lola Halliwell (17), has<br />
been playing electric bass for two years<br />
and took up doublebass last year.<br />
‘‘I just love being able to play music,’’<br />
she says.<br />
Lola says she has put abig focus on<br />
music this year and admits it is a<br />
challenge to balance it with her school<br />
work and other commitments.<br />
Matt Monk (15) has been playing the<br />
electric guitar since year8.<br />
‘‘When you are playing solo you can<br />
express your feelings,’’hesays. ‘‘It’s hard<br />
to explain. It brings me peace.’’<br />
Matt says he has given up basketball to<br />
concentrate on music and thanks his<br />

It is abusy year for the pair, as they<br />
were also part of aschool rock band which<br />

The fundraising concert will be held in<br />
the school hall from 7pm to 9.30pm on<br />
Thursday, <strong>July</strong> 17, and will feature other<br />
school bands.<br />

jumper leads were some of the many<br />
topics covered in a‘Girls Can Do Car<br />
Maintenance’ evening that attracted over<br />
30 participants of all ages to alocal garage<br />
last week.<br />

snapped up when advertised.<br />
Waimakariri District Council road<br />
safety coordinator Peter Daly says he was<br />
impressed by the numbers who applied<br />
and turned up for the twohour training<br />
and information seminar held last<br />
Tuesday evening..<br />
‘‘This is the first time we have run one<br />
of these in the Waimakariri district, and<br />
with the help of the Waimakariri District<br />
Council,Rangiora Motor Group, and<br />
Zonta, it has been agreat success.’’<br />
He says it is clear there is astrong<br />
interest in learning the basics of car care<br />
in afriendly, handson setting in<br />
Rangiora.<br />
Judith Paget, president of the Zonta<br />
Club of Waimakariri, said the event was<br />
held within asupportive atmosphere for<br />
women to learn about caring for their<br />
motor vehicles.<br />
‘‘It is an excellent idea and Iampleased<br />
to see such awide variety of women here<br />
of all ages, keen to learn and ask questions<br />
of the wonderful people here at the<br />
Rangiora Motor Group.’’<br />
Mechanics from the Rangiora Motor<br />
Group, in Southbrook, covered many<br />
aspects of what to look for when checking<br />
vehicles, how to check oil and brake fluid<br />
levels, how to change the battery, proper<br />
vehicle safety, where the spare wheel is<br />
located and how to safely change it on the<br />
side of aroad.<br />
Participants went from station to<br />
station with 15 minutes allocated to each<br />
presenter before alight snack was served,<br />
and each received agoodie bag.<br />
Participant Sandy Gottermeyer, a<br />
teacher at Rangiora High School, says she<br />
hasn’t changed atyre since she was 18,<br />
and it was agood chance to learn those<br />
skills all over again.<br />
‘‘I didn’t realise that you can still do so<br />
much to check your vehicle’s health, and<br />
this seminar has been well worth it,’’ she<br />
says.<br />
Mr Daly says he was very pleased with<br />
the turnout, and as demand was so high,<br />
he is working with the supporters to plan<br />
another seminar evening in the future.<br />
