Cycleway could be partially<br />

closed for up to two years<br />

A 1.5KM SECTION of the<br />

Heathcote Express cycleway is<br />

being closed until rail upgrades<br />

are completed.<br />

KiwiRail has told the city<br />

council the cycleway is unsafe<br />

for ongoing use, following an<br />

updated safety assessment.<br />

The cycleway will be closed<br />

from November 14 between<br />

Vaila Place and Truscotts Rd<br />

until automatic pedestrian/cycle<br />

gates and half arm barriers<br />

are installed.<br />

It is anticipated to be closed<br />

for at least 18 to 24 months.<br />

However, this is dependent on<br />

the cost estimate, availability<br />

to close the railway line, final<br />

design approvals and securing<br />

additional budget through the<br />

Annual Plan.<br />

“Because this particular<br />

section of railway is one of the<br />

busiest in the South Island,<br />

with about 35 trains using the<br />

double tracks each day, it is very<br />

difficult to secure a block of line<br />

closure to complete the work,<br />

which is why we’re anticipating<br />

the closure will have to be in<br />

place for quite some time,”<br />

Bradbury said.<br />

estimated by KiwiRail to be<br />

$2 million but it has informed<br />

the city council this has<br />

escalated to $6.5 million for<br />

additional signalling capacity<br />

to control the automatic gates,<br />

arm barriers and other safety<br />

features.<br />

“We made it clear to KiwiRail<br />

that these costs were considerably<br />

higher than anticipated,<br />

and we need to secure further<br />

budget through the Annual<br />

Plan,” Bradbury said.<br />

“We are currently working<br />

through this process with elected<br />

members and any decision<br />

on funding will sit with the<br />

mayor and councillors.”<br />

During the cycleway’s construction,<br />

KiwiRail informed<br />

the city council it did not have<br />

the resources to support the<br />

railway crossing upgrade in<br />

time for the route’s December<br />

2023 opening.<br />

At the time a temporary fix<br />

was agreed to, including adding<br />

chicanes where the cycleway<br />

meets Scruttons Rd, as well as<br />

additional flashing lights and<br />

bells.<br />

An updated safety assessment<br />

carried out after the cycleway<br />

opened took into account<br />

the actual numbers using the<br />

railway crossing and temporary<br />

safety measures, but the<br />

method for assessing risk to<br />

cyclists and pedestrians has<br />

changed and is now higher than<br />

in the earlier assessment.

One photograph, one treasured memory, one chance<br />

Plight of penguins to take centre stage<br />

MORE THAN 100 individually<br />

designed ceramic kororā<br />

are ready to be displayed at<br />

locations around Naval Point<br />

next month.<br />

The kororā is a white flippered<br />

penguin that breeds around<br />

Lyttleton <strong>Harbour</strong>. They are<br />

one of the world’s smallest<br />

penguins – growing just over<br />

25cm yall and weighing 1.5kg<br />

– but they have been identified<br />

as an endemic species and a<br />

barometer for a healthy harbour<br />

by Whaka-Ora Health <strong>Harbour</strong>.<br />

Bell has collaborated with<br />

Ngāti Wheke kaumātua, the<br />

community, Lyttleton Primary<br />

School pupils, the Climate<br />

Change Campus and families<br />

from Naval Point Yacht Club to<br />

create a giant waddle of kororā.<br />

The exhibition is one part of a<br />

research project led by Manaaki<br />

Whenua Landcare Research.<br />

Wallace-Bell said the purpose<br />

of the project is to “influence<br />

the willingness and ability of<br />

those on land to take voluntarily<br />

pro-environmental action”.<br />

The kororā population is declining,<br />

largely due to predators,<br />

water pollution and a lack of<br />

food.<br />

with the Lyttleton community to create art that sends an<br />

important message.<br />

of the penguins can also be<br />

caused by human actions, as<br />

dogs who have been let off the<br />

leash at night can find penguins<br />

burrowing in the bush.<br />

“The ways people can be<br />

kaititaki (guardians) are to<br />

do with keeping your dogs<br />

on leashes and also building<br />

predator boxes to prevent stoats,<br />

weasels and possums from<br />

stealing penguin eggs,” she said.<br />

The penguins hunt by sight<br />

instead of smell, so when<br />

the waters are muddied by a<br />

weather event, they are unable<br />

to fish.<br />

Plastic in the harbour can be<br />

mistaken for food by penguins<br />

which causes them to choke,<br />

Wallace-Bell said.<br />

“We’re trying to increase<br />

the population by creating an<br />

environment that is safe where<br />

they are not disturbed.”<br />

She said it was “absolutely<br />

amazing” to witness the<br />

community coming together<br />

and using the medium of art<br />

to raise awareness about the<br />

decline in kororā numbers.<br />

“Meeting all those different<br />

people, the children were<br />

amazing and telling stories in<br />

the workshops while we were<br />

making their own individual<br />

penguins, gave them the<br />

opportunity to listen about how<br />

they can become kaitiaki for the<br />

white flipper penguins in the<br />

area.<br />

“I’m just really hoping that<br />

those kids get the message from<br />

the beautiful penguins they’ve<br />

made.”<br />

Village green and<br />

skate park take shape<br />

The Sumner Village Green is now green. The grass has been laid and the<br />

project is on track to be opened on Saturday, November 30. ‘A day on the<br />

green’ will start with a Ngāi Tahu blessing at 7am, followed by yoga at<br />

7.30am and a market, music and workshops from 12.30pm. The official<br />

opening and skate demo will take place at 1pm, with a free skate jam<br />

at 3pm. Volunteers recently planted 250 native plants at the site, while<br />

amenities will include picnic and BBQ spaces, a performance stage and<br />

grassed areas, creating a great space for the whole family. The skate park is<br />

already proving popular. Once complete, it will include two bowls, multiple<br />

quarter pipe transitions, and features such as banks with grinding rails.<br />

pupils, telling him what they<br />

had learned about stamps.<br />

The pupils followed up the<br />

visit with letter writing and<br />

postage stamp-related activities<br />

their parents’ and grandparents’<br />

stamp collections at<br />

home and then sharing them<br />

at school.<br />

On Tuesday morning,<br />

Brown visited the school to<br />

present prizes to all the winners.<br />

Railway crossing upgrade across<br />

Heathcote Expressway cycleway<br />

We’re temporarily closing part of the<br />

cycleway until the upgrade of the Scruttons<br />

Road railway crossing is completed.<br />

The cycleway will close from 14 November <strong>2024</strong> between Vaila<br />

Place and Truscotts Road.<br />

The railway crossing on the Heathcote Expressway cycleway<br />

is considered unsafe for ongoing use, following an updated<br />

KiwiRail safety assessment.<br />

We plan to make the railway crossing safer for cyclists and<br />

pedestrians with permanent features.<br />

It is anticipated to remain closed for at least 18 to 24 months<br />

until this work can be completed.<br />

strong support for a ban on the<br />

private sale and use of fireworks<br />

with Guy Fawkes Night only five<br />

days away.<br />

In the starnews.co.nz poll, 55<br />

per cent favoured a ban on the<br />

private sale and use of fireworks,<br />

while retaining public displays.<br />

Of the 637 respondents, 28 per<br />

cent wanted to ban all fireworks<br />

including public displays with<br />

only 17 per cent wanting to keep<br />

fireworks legal for private sale<br />

and use.<br />

The most recent available<br />

data from ACC shows 237 fireworks-related<br />

injuries claims in<br />

Canterbury from 2015 to 2022.<br />

There were 18 firework-related<br />

claims in 2022.<br />

Currently, fireworks are only<br />

available to buy in New Zealand<br />

from November 2-5.<br />

There are no rules around<br />

when they can be used, except<br />

when Fire and Emergency<br />

NZ imposes a ban on fireworks<br />

and sky lanterns under Section<br />

52 of the Fire and Emergency<br />

Act.<br />

BMW’s beefy 2-Series an SUV superhero<br />

VISUALLY, the BMW 2-Series<br />

is at odds with the company’s<br />

‘Ultimate Driving Machine<br />

persona’, with its quirky<br />

compact urban mini SUV<br />

styling, masking a vehicle with<br />

serious performance credentials.<br />

This new generation version<br />

2-Series launched last year is<br />

only sold here in $78,500 225-e<br />

plug-in-hybrid form, a heady<br />

price for a vehicle of this size<br />

and type. However, you get a<br />

decent amount of bang for your<br />

performance buck.<br />

It packs plenty of power<br />

as it delivers a highly<br />

entertaining and engaging<br />

driving experience, as I quickly<br />

discovered during a recent test<br />

drive. Those prepared to look<br />

past the understated appearance<br />

will discover an unlikely small<br />

performance SUV superhero.<br />

The launch of the original<br />

model a decade ago added a<br />

new dimension of functionality,<br />

space and comfort, to what was<br />

BMW’s first excursion into the<br />

premium compact urban SUV<br />

class.<br />

It was the company’s response<br />

to growing demand for vehicles<br />

that meet people’s diverse<br />

Motoring with Bob Nettleton<br />

lifestyles, a market arch-rival<br />

Mercedes Benz had successfully<br />

tapped for years with their<br />

B-Class.<br />

In the sunset years of the<br />

previous model it offered a<br />

couple of turbo petrol motors<br />

and the 225-e plug-in-hybrid.<br />

This second generation model<br />

significantly enhances the<br />

impressive driving dynamics<br />

from its predecessor. It has taken<br />

and improved on the good stuff<br />

from that variant.<br />

They have set about this with a<br />

higher roofline, longer wheelbase<br />

and cleverly maximised interior<br />

spaciousness and flexibility.<br />

Another smart piece of design,<br />

is the elevated “semi-command”<br />

front seating that provides better<br />

all-round visibility that drivers<br />

will appreciate.<br />

The BMW 225xe Active<br />

Tourer, should be renamed<br />

hyper Active Tourer, with<br />

its exhilarating acceleration,<br />

outstanding in-gear throttle<br />

response and levels of<br />

smoothness bettered by few in<br />

its class.<br />

A 1.5-litre three-cylinder<br />

motor and plug-in hybrid system<br />

with a combined output of<br />

180kW and 477Nm of torque is<br />

an absolute belter. The claimed<br />

0-100km/h sprint time, based on<br />

my experience with the test car,<br />

is well within its capabilities.<br />

It makes light work of the<br />

hardest hill climbs, surging over<br />

them with effortless ease.<br />

An all-electric range of<br />

84km, almost double that of<br />

the previous model, is more<br />

than enough to provide an<br />

all-EV drive for most owners<br />

on their daily commute. A<br />

crisp seven-speed dual-clutch<br />

Steptronic transmission works<br />

a treat with this powertrain in<br />

a gear-changing match made in<br />

automotive heaven.<br />

The generous yet versatile<br />

luggage compartment is easily<br />

enlarged thanks to a 40:20:40<br />

split-folding rear backrest.<br />

Flexibility is further enhanced<br />

by a sliding rear seat which<br />

allows legroom in the rear or<br />

the load compartment capacity<br />

to be increased if needed. A<br />

smart touch is the foldable boot<br />

floor that conceals a storage<br />

compartment with a handy<br />

multifunction tray.<br />

Despite its compact exterior,<br />

there is ample room for five<br />

people, with the elevated driver<br />

and front seat seats affording<br />

good all-round views.<br />

An impressive 2.67m<br />

wheelbase provides ample<br />

legroom, and makes entering<br />

Switches and controls for<br />

major functions such as<br />

windscreen wipers, lights, and<br />

indicators are positioned to<br />

perfection. This means the driver<br />

isn’t second guessing where they<br />

are, which is always right at the<br />

your finger tips.<br />

BMW’s iDrive system takes<br />

care of all the key vehicle<br />

functions via a large central<br />

display with touchscreen<br />

capability. If you’re not tech<br />

savvy, the system can be<br />

challenging and seem overly<br />

complicated until you familiarise<br />

yourself with it, and that isn’t a<br />

five minute job.<br />

The number of screens you<br />

need to scroll through to get to<br />

some key information seems<br />

a lot and should be simplified.<br />

There have been improvements<br />

to make BMW’s iDrive system<br />

more people friendly but there is<br />

still work to be done, and it’s an<br />

area some of its competitors do<br />

better.<br />

Those irritations aside, the<br />

test car had some cool kit. An<br />

obvious one is the dual control<br />

climate air conditioning. Other<br />

useful features include a headup<br />

display, where key driving<br />

information is projected onto the<br />

windscreen in front of the driver<br />

for easy viewing.<br />

Real time traffic information<br />

helps reduce delays to your<br />

journey, with a full infotainment<br />

system available to entertain if<br />

you are caught in a traffic snarl.<br />

Apple CarPlay enables easy,<br />

wireless use of selected iPhone<br />

functions inside the car. The<br />

car’s built-in SIM card provides<br />

seamless access to BMW<br />

services regardless of whether a<br />

paired smartphone is present.<br />

One these is Intelligent<br />

Emergency Call that lets<br />

emergency services know exactly<br />

where you are in the event of<br />

crash, and crucially get the<br />

services and assistance there<br />

faster to provide help.<br />

The assistance systems<br />

available as part of the Driving<br />

Assistant package include active<br />

cruise control with stop & go<br />

function that allows the car to<br />

automatically keep up with the<br />

flow of traffic.<br />

The system adapts to the<br />

changing traffic situation by<br />

braking or accelerating the car<br />

and maintains the set safety<br />

distance from vehicles ahead.<br />

A first-rate suspension strikes<br />

a satisfying balance between<br />

ride comfort and tenacious road<br />

holding. The ride is firm, but<br />

cleverly fettled to deliver just the<br />

right amount of suppleness.<br />

This is there in sufficient<br />

measure to soothe the vehicle<br />

over aggressive road surfaces,<br />

even those with a potpourri<br />

of deep pot holes and smaller<br />

high frequency bumps, often<br />

described as washboard surfaces.<br />

Their mission is to wring the<br />

living daylights of suspension<br />

systems, but their attempts on<br />

this front were easily repulsed by<br />

the test vehicle’s well-sorted and<br />

engineered underpinnings.<br />
