Cycleway could be partially 

closed for up to two years 

A 1.5KM SECTION of the 

Heathcote Express cycleway is 

being closed until rail upgrades 

are completed. 

KiwiRail has told the city 

council the cycleway is unsafe 

for ongoing use, following an 

updated safety assessment. 

The cycleway will be closed 

from November 14 between 

Vaila Place and Truscotts Rd 

until automatic pedestrian/cycle 

gates and half arm barriers 

are installed. 

“We have been working with 

KiwiRail on options to avoid 

the closure, however its position 

remains that 

the safety risk 

to cyclists and 

pedestrians is 

too high, and 

the cycleway 

must be 

closed until 

the crossing 

is brought up 

to KiwiRail’s

It is anticipated to be closed 

for at least 18 to 24 months.

“Because this particular 

section of railway is one of the 

busiest in the South Island, 

with about 35 trains using the 

double tracks each day, it is very 

difficult to secure a block of line 

closure to complete the work, 

which is why we’re anticipating 

the closure will have to be in 

place for quite some time,”

$2 million but it has informed 

the city council this has 

escalated to $6.5 million for 

additional signalling capacity 

to control the automatic gates, 

arm barriers and other safety 

features. 

“We made it clear to KiwiRail 

that these costs were considerably 

higher than anticipated, 

and we need to secure further 

budget through the Annual 

Plan,” Bradbury said. 

“We are currently working 

through this process with elected 

members and any decision 

on funding will sit with the 

mayor and councillors.” 

During the cycleway’s construction, 

KiwiRail informed 

the city council it did not have 

the resources to support the 

railway crossing upgrade in 

time for the route’s December 

2023 opening. 

At the time a temporary fix 

was agreed to, including adding 

chicanes where the cycleway 

meets Scruttons Rd, as well as 

additional flashing lights and 

bells. 

An updated safety assessment 

carried out after the cycleway 

opened took into account 

the actual numbers using the 

railway crossing and temporary 

safety measures, but the 

method for assessing risk to 

cyclists and pedestrians has 

changed and is now higher than 

in the earlier assessment.

PUBLIC TRANSPORT support 

is on its way to help customers 

this cruise ship season. 

Environment Canterbury has 

voted to fund additional public 

transport services on large cruise 

ship days. 

Following the 2024-34 Long- 

Term Plan adoption earlier 

this year, no funding was 

made available for the support 

measures that were in place last 

season.

Park on New Year’s Eve. 

The NYE Kids’ Countdown will

Plight of penguins to take centre stage

MORE THAN 100 individually 

designed ceramic kororā 

are ready to be displayed at 

locations around Naval Point 

next month. 

The kororā is a white flippered 

penguin that breeds around 

Lyttleton Harbour. They are 

one of the world’s smallest 

penguins – growing just over 

25cm yall and weighing 1.5kg 

– but they have been identified 

as an endemic species and a 

barometer for a healthy harbour 

by Whaka-Ora Health Harbour. 

Ceramic artist Nikki Wallace- 

Bell has collaborated with 

Ngāti Wheke kaumātua, the 

community, Lyttleton Primary 

School pupils, the Climate 

Change Campus and families 

from Naval Point Yacht Club to 

create a giant waddle of kororā. 

The exhibition is one part of a 

research project led by Manaaki 

Whenua Landcare Research. 

Wallace-Bell said the purpose 

of the project is to “influence 

the willingness and ability of 

those on land to take voluntarily 

pro-environmental action”. 

The kororā population is declining, 

largely due to predators, 

water pollution and a lack of 

food.

of the penguins can also be 

caused by human actions, as 

dogs who have been let off the 

leash at night can find penguins 

burrowing in the bush. 

“The ways people can be 

kaititaki (guardians) are to 

do with keeping your dogs 

on leashes and also building 

predator boxes to prevent stoats, 

weasels and possums from 

stealing penguin eggs,” she said. 

The penguins hunt by sight 

instead of smell, so when 

the waters are muddied by a 

weather event, they are unable 

to fish. 

Plastic in the harbour can be 

mistaken for food by penguins 

which causes them to choke, 

Wallace-Bell said. 

“We’re trying to increase 

the population by creating an 

environment that is safe where 

they are not disturbed.” 

She said it was “absolutely 

amazing” to witness the 

community coming together 

and using the medium of art 

to raise awareness about the 

decline in kororā numbers. 

“Meeting all those different 

people, the children were 

amazing and telling stories in 

the workshops while we were 

making their own individual 

penguins, gave them the 

opportunity to listen about how 

they can become kaitiaki for the 

white flipper penguins in the 

area. 

“I’m just really hoping that 

those kids get the message from 

the beautiful penguins they’ve 

made.”

Village green and 

skate park take shape 

The Sumner Village Green is now green. The grass has been laid and the 

project is on track to be opened on Saturday, November 30. ‘A day on the 

green’ will start with a Ngāi Tahu blessing at 7am, followed by yoga at 

7.30am and a market, music and workshops from 12.30pm. The official 

opening and skate demo will take place at 1pm, with a free skate jam 

at 3pm. Volunteers recently planted 250 native plants at the site, while 

amenities will include picnic and BBQ spaces, a performance stage and 

grassed areas, creating a great space for the whole family. The skate park is 

already proving popular. Once complete, it will include two bowls, multiple 

quarter pipe transitions, and features such as banks with grinding rails.

THE FIRST DAY back at Te

Sumner School after the 

school holidays proved to be 

an exciting one for year 3-4 

pupils. 

On the first day of term 4, 

pupils enjoyed an informative 

and interesting visit from 

Brian Keeley, a local postage 

stamp aficionado. 

Keeley shared his knowledge 

and enthusiasm for postage 

stamps and the ways they can 

teach us about the history and 

culture of countries all over 

the world. 

The pupils were able to 

catch a glimpse of when communication 

and technology 

were very different to modern 

times. 

Each pupil was given a 

selection of stamps donated 

by Shades Stamp Shop to start 

their own collection and a 

puzzle postcard to send to a 

relative. 

Keeley also wrote a letter to 

King Charles on behalf of the 

pupils, telling him what they 

had learned about stamps. 

The pupils followed up the 

visit with letter writing and 

postage stamp-related activities 

in class. 

Many pupils enjoyed seeing 

their parents’ and grandparents’ 

stamp collections at 

home and then sharing them 

at school. 

Keeley also organised a 

design-a-stamp colouring 

competition with the support 

of Fresh Choice Sumner owner 

Nick Brown. 

On Tuesday morning, 

Brown visited the school to 

present prizes to all the winners. 

Prize categories included 

– the stamp with the most 

importance for New Zealand, 

the best stamp representing 

Sumner, the most colourful 

stamp, the most creative 

stamp, the best stamp 

featuring a pet and the stamp 

that best featured a Fresh 

Choice product. 

The winning entries can 

be viewed at Fresh Choice 

Sumner. 

Now, the only thing that 

remains to be seen is if King 

Charles will write back with 

his thoughts on postage 

stamps, Keeley said. 

Railway crossing upgrade across 

Heathcote Expressway cycleway 

We’re temporarily closing part of the 

cycleway until the upgrade of the Scruttons 

Road railway crossing is completed. 

The cycleway will close from 14 November 2024 between Vaila

Majority want ban on private fireworks

AN ONLINE POLL shows 

strong support for a ban on the 

private sale and use of fireworks 

with Guy Fawkes Night only five 

days away. 

In the starnews.co.nz poll, 55 

per cent favoured a ban on the 

private sale and use of fireworks, 

while retaining public displays. 

Of the 637 respondents, 28 per 

cent wanted to ban all fireworks 

including public displays with 

only 17 per cent wanting to keep 

fireworks legal for private sale 

and use. 

The most recent available 

data from ACC shows 237 fireworks-related 

injuries claims in 

Canterbury from 2015 to 2022. 

There were 18 firework-related 

claims in 2022. 

Currently, fireworks are only 

available to buy in New Zealand 

from November 2-5. 

There are no rules around 

when they can be used, except 

when Fire and Emergency 

NZ imposes a ban on fireworks 

and sky lanterns under Section 

52 of the Fire and Emergency 

Act. 

In a bid to protect pets and 

wild animals, the Pawprint 

Petition has been launched by

BMW’s beefy 2-Series an SUV superhero 

VISUALLY, the BMW 2-Series 

is at odds with the company’s 

‘Ultimate Driving Machine 

persona’, with its quirky 

compact urban mini SUV 

styling, masking a vehicle with 

serious performance credentials. 

This new generation version 

2-Series launched last year is 

only sold here in $78,500 225-e 

plug-in-hybrid form, a heady 

price for a vehicle of this size 

and type. However, you get a 

decent amount of bang for your 

performance buck. 

It packs plenty of power 

as it delivers a highly 

entertaining and engaging 

driving experience, as I quickly 

discovered during a recent test 

drive. Those prepared to look 

past the understated appearance 

will discover an unlikely small 

performance SUV superhero. 

The launch of the original 

model a decade ago added a 

new dimension of functionality, 

space and comfort, to what was 

BMW’s first excursion into the 

premium compact urban SUV 

class. 

It was the company’s response 

to growing demand for vehicles 

that meet people’s diverse 

Motoring with Bob Nettleton 

lifestyles, a market arch-rival 

Mercedes Benz had successfully 

tapped for years with their 

B-Class. 

In the sunset years of the 

previous model it offered a 

couple of turbo petrol motors 

and the 225-e plug-in-hybrid. 

This second generation model 

significantly enhances the 

impressive driving dynamics 

from its predecessor. It has taken 

and improved on the good stuff 

from that variant. 

They have set about this with a 

higher roofline, longer wheelbase 

and cleverly maximised interior 

spaciousness and flexibility. 

Another smart piece of design, 

is the elevated “semi-command” 

front seating that provides better 

all-round visibility that drivers 

will appreciate. 

The BMW 225xe Active 

Tourer, should be renamed 

hyper Active Tourer, with 

its exhilarating acceleration, 

outstanding in-gear throttle 

response and levels of 

smoothness bettered by few in 

its class. 

A 1.5-litre three-cylinder 

motor and plug-in hybrid system 

with a combined output of 

180kW and 477Nm of torque is 

an absolute belter. The claimed 

0-100km/h sprint time, based on 

my experience with the test car, 

is well within its capabilities. 

It makes light work of the 

hardest hill climbs, surging over 

them with effortless ease. 

An all-electric range of 

84km, almost double that of 

the previous model, is more 

than enough to provide an 

all-EV drive for most owners 

on their daily commute. A 

crisp seven-speed dual-clutch 

Steptronic transmission works 

a treat with this powertrain in 

a gear-changing match made in 

automotive heaven. 

The generous yet versatile 

luggage compartment is easily 

enlarged thanks to a 40:20:40 

split-folding rear backrest. 

Flexibility is further enhanced 

by a sliding rear seat which 

allows legroom in the rear or 

the load compartment capacity 

to be increased if needed. A 

smart touch is the foldable boot 

floor that conceals a storage 

compartment with a handy 

multifunction tray. 

Despite its compact exterior, 

there is ample room for five 

people, with the elevated driver 

and front seat seats affording 

good all-round views. 

An impressive 2.67m 

wheelbase provides ample 

legroom, and makes entering

Switches and controls for 

major functions such as 

windscreen wipers, lights, and 

indicators are positioned to

are, which is always right at the 

your finger tips. 

BMW’s iDrive system takes 

care of all the key vehicle 

functions via a large central 

display with touchscreen 

capability. If you’re not tech 

savvy, the system can be 

challenging and seem overly 

complicated until you familiarise 

yourself with it, and that isn’t a 

five minute job. 

The number of screens you 

need to scroll through to get to 

some key information seems 

a lot and should be simplified. 

There have been improvements 

to make BMW’s iDrive system 

more people friendly but there is 

still work to be done, and it’s an 

area some of its competitors do 

better. 

Those irritations aside, the 

test car had some cool kit. An 

obvious one is the dual control 

climate air conditioning. Other 

useful features include a headup 

display, where key driving 

information is projected onto the 

windscreen in front of the driver 

for easy viewing. 

Real time traffic information 

helps reduce delays to your 

journey, with a full infotainment 

system available to entertain if 

you are caught in a traffic snarl. 

Apple CarPlay enables easy, 

wireless use of selected iPhone 

functions inside the car. The 

car’s built-in SIM card provides 

seamless access to BMW 

services regardless of whether a 

paired smartphone is present. 

One these is Intelligent 

Emergency Call that lets 

emergency services know exactly 

where you are in the event of 

crash, and crucially get the 

services and assistance there 

faster to provide help. 

The assistance systems 

available as part of the Driving 

Assistant package include active 

cruise control with stop & go 

function that allows the car to 

automatically keep up with the 

flow of traffic. 

The system adapts to the 

changing traffic situation by 

braking or accelerating the car 

and maintains the set safety 

distance from vehicles ahead. 

A first-rate suspension strikes 

a satisfying balance between 

ride comfort and tenacious road 

holding. The ride is firm, but 

cleverly fettled to deliver just the 

right amount of suppleness. 

This is there in sufficient 

measure to soothe the vehicle 

over aggressive road surfaces,
