Residents angry about<br />
possible rocket launches<br />

BIRDLINGS FLAT residents say<br />
they have been blindsided over<br />
possible rockets launches at a<br />
new aerospace centre.<br />
Options are being explored<br />
for building vertical rocket<br />
launch pads at the Kaitorete Spit<br />
site alongside Te Waihora Lake<br />
Ellesmere.<br />
But the residents say the aerospace<br />
centre’s owner Tāwhaki<br />
Joint Venture ruled out rocket<br />
launches at a community meeting<br />
in June 2021, saying it was<br />
committed to horizontal and<br />
drone launches only.<br />
“They definitively told us there<br />
wouldn’t be rockets at the meeting,”<br />
resident Joy Dixon said.<br />
“They don’t give a toss about<br />
the locals.”<br />

learned through media reports<br />
Tāwhaki was investigating<br />
building rocket launch pads<br />
at the 1000 ha site at Kaitorete<br />
Spit. The location is 12km from<br />
Birdlings Flat.<br />
Residents now want Tāwhaki,<br />
a joint venture with the Crown<br />
and the two Ngāi Tahu rūnanga<br />
located near the spit, Te Taumutu<br />
and Wairewa, to address their<br />
concerns – or face opposition to<br />
the project.<br />
Dixon would not say what that<br />
opposition would be. Residents<br />
are talking to “sources” to determine<br />
what they should do next.<br />
They have not decided whether<br />
they will publicly oppose any<br />
vertical rocket launches, hoping<br />
to engage with the Tāwhaki<br />
Joint Venture first.<br />
“We’re going on a fact-finding<br />
mission to see what people<br />
know.”<br />

Falwasser did not answer questions<br />
from <strong>Bay</strong> <strong>Harbour</strong> News<br />
asking whether Tāwhaki had<br />
informed nearby residents about<br />
possible vertical launches and<br />
what consultation might take<br />
place in the future.<br />
In a statement she said:<br />
“Tāwhaki National Aerospace<br />
Centre at Kaitorete is a multiuse<br />
facility and we are taking a<br />
phased and considered approach<br />
to its development in line with<br />
demand.”<br />

Stagnant market, other projects<br />
behind apartment build delays<br />

projects will determine when<br />
work starts on the Fletcher<br />
Living apartments on the old<br />
Four Square site in Redcliffs.<br />
A start date is still up in the<br />
air, with high mortgage interest<br />
rates and cost of living pressures<br />
contributing to the current<br />
stagnation of the city’s real estate<br />
market.<br />
When the resource consent<br />
was being worked through,<br />
Fletcher Living started new<br />
projects in Halswell and Lincoln<br />
which has also delayed the start<br />
of the Redcliffs apartment build.<br />
“The consenting process took<br />
longer than initially anticipated<br />
as we were required to go<br />
through a consultation and<br />
hearing panel review process,” a<br />
Fletcher Living spokesman said.<br />
“We are currently evaluating<br />
market conditions with respect<br />
to a possible start date. Market<br />
conditions and other projects<br />
will determine when work starts<br />
on the Fletcher Living apartments<br />
on the old Four Square<br />
site in Redcliffs.”<br />
Architectural plans for the residence<br />
remain largely unchanged<br />
from the original proposal.<br />
The first and second floors of<br />
the former supermarket will be<br />
dismantled to build apartments.<br />
The ground floor car park will be<br />
retained, with space provided for<br />
a commercial retail or food unit<br />
on the Augusta St corner.<br />
Fletcher Living will be<br />
updating Redcliffs residents at a<br />
public meeting on August 5. The<br />
meeting will also canvass other<br />
matters in the area including the<br />
ongoing development of Barnett<br />
Park, the effect of rising sea<br />
levels on the area’s infrastructure<br />
and its potential implications for<br />

city council’s rising sea level<br />
management plan.<br />
The residents’ association has<br />
also asked insurance companies<br />
to speak about rising sea levels<br />
and the water table and what<br />
implications that could have on<br />
the insurability of properties in<br />
low-lying areas.<br />

Martin Ward: “The Redcliffs<br />
village is within a city council<br />
flood management area,<br />
with a large overlap with the<br />
liquefaction management area as<br />
well. That’s double the concerns.<br />
“We’d like to know how the<br />
insurance companies respond to<br />
that when setting the premiums.”<br />
Ward said the event is an<br />
excellent opportunity for the<br />
association to get feedback from<br />
residents on ongoing projects<br />
and concerns. It would also help<br />
with community bonding.<br />
“At the end of the day it’s about<br />
community building. A big part<br />
of what we do as an association is<br />
bringing people together.”<br />
In addition to the various<br />
presentations, there will also be<br />
expo-style meet and greet stands<br />
for organisations including<br />
the Redcliffs Tennis Club, Mt<br />
Pleasant Pottery Group and the<br />
Christchurch Yacht Club. Drinks<br />
and snacks will be available from<br />
a cash bar.<br />

Worst house on best street drops in<br />
PROPERTY IN Akaroa and its<br />
nearby bays are becoming more<br />
affordable as sellers slash their<br />
prices.<br />
Some of the homes have been<br />
looking for new owners since the<br />
start of the year and the owners<br />
have now dropped the asking<br />
prices to around $750,000.<br />
The houses had failed to sell at<br />
auction earlier this year and had<br />
been on the market for between<br />
three and six months as buyers<br />
were wary of buying a holiday<br />
home due to high interest rates<br />
and tough economic conditions.<br />
There are currently more than<br />
20 houses in Akaroa listed for<br />
sale on OneRoof, which is a stark<br />
change from two years ago when<br />
there were only nine properties<br />
for sale and buyers were clambering<br />
over each other to get into<br />
the market.<br />

they have agreed to drop their<br />

prices and some of them are<br />
selling well under the RV,” she<br />
told OneRoof.<br />
“All of these people are trying<br />
to move on. They are not<br />
desperate – I need to make that<br />
very clear – but they are ready<br />
to move so if somebody wants<br />
something amazing so this is the<br />
time when they will get something<br />
for a very good price.”<br />
The properties ranged from a<br />
do-up to move-in ready in and<br />
around Akaroa, which Linton<br />
said would have fetched between<br />
$800,000 and $900,000 at the<br />
peak of the market.<br />
Linton told OneRoof high-end<br />
properties were still in demand,<br />
but the mid-range properties<br />
were taking a bit longer to sell<br />
because they mainly attracted<br />
out-of-towners looking for a<br />
second home.<br />
“I think a lot of people are<br />
waiting to see what happens<br />
with the interest rates, now we<br />
know about (the) bright-line side<br />
of things. I think people have<br />
been tentatively holding their<br />
foot over the brake just waiting<br />
to see if they need to brake or<br />
accelerate.”<br />
An original four-bedroom,<br />
one-bathroom property at 19<br />
Muter St offered a huge opportunity<br />
for people wanting to buy<br />
the “worst house on the best<br />
street”, she said. Not much had<br />
been done to it since the owner<br />
moved in 52 years go.<br />
“You spend $250,000 to<br />
$300,000 on (renovating) it and<br />
you are only just cracking the<br />
million-dollar mark where the<br />
houses on Muter are over $1m<br />
easy – $1.1m to $1.3m sort of<br />
thing.”<br />
The property had an RV of<br />
$930,000 and was on one of<br />
Akaroa’s most desirable streets,<br />
she said. The owner was selling<br />
the 1950s home to move to a<br />
retirement village.<br />
In the slightly more affordable<br />
Duvauchelle, the owners of a<br />
two-bedroom home at 18 Haywards<br />
Lane are also wanting to<br />
relocate, while a two-bedroom<br />
Lockwood home at 8 <strong>Bay</strong>view<br />
Cres, currently being used<br />
as a holiday home, is being<br />
marketed as a holiday home.<br />
Both have price indications of<br />
$749,000/$750,000-plus. The<br />
RVs are $570,00 and $810,000<br />
respectively.<br />
Linton said recent sales in Duvauchelle<br />
usually fetched around<br />
the high $800,000s to the mid<br />
$900,000s.<br />
“With us going offers over<br />
$750,000, it’s really getting you<br />
into the market.”<br />
The fourth property to<br />
take a price drop is a modern<br />
architecturally inspired twobedroom<br />
home with water views<br />
at13 Seaview Lane, Wainui,<br />
which is inviting inquiries over<br />
$775,000. Its RV is $780,000.<br />

this beautiful quiet oceanside.<br />
“It’s a bit of a hike, but once<br />
you are there you are there.<br />
There’s no shops, but it’s a<br />
beautiful beach and good<br />
community.”<br />
Linton said Akaroa had<br />
benefited from remote workers<br />
moving there after Covid, which<br />
had pushed the average house<br />
price up to past $1m. But two<br />
years on, the main buyers tended<br />
to be people looking for holiday<br />
homes.<br />

people used to try and get themselves<br />

market has dropped out a little<br />
bit so the competition hasn’t<br />
been as hard in the low-end of<br />
the market than the top.”<br />
A three-bedroom, one-bathroom<br />
cottage for sale at 47<br />
Selwyn Ave, Akaroa, had also<br />
dropped its asking price from<br />
$750,000 to $715,000 since being<br />
listed in March, which was below<br />
its RV of $810,000.<br />
Nobbs said it was a “DIY<br />
dream” in one of Akaroa’s popular<br />
streets, but a lot of holiday<br />
homeowners didn’t want to<br />
spend their weekend renovating<br />
a property and wanted something<br />
already done.<br />
Those buyers who were around<br />
and had not headed overseas<br />
during winter were also trying<br />
their luck, he said, and a lot of<br />

business down due to “financial<br />

The iSite functioned as a information<br />
and booking centre for<br />
tourists and contained Akaroa’s<br />
NZ Post retail services which have<br />
also shut down.<br />

Tāwhaki said the potential for<br />
vertical launch had been public<br />
record since the joint venture<br />

But residents dispute this.<br />
Dixon said Tāwhaki assured<br />
them the aerospace centre would<br />
only be used for horizontal and<br />
drone flights at the meeting in<br />
June 2021.<br />
Dixon says residents believe<br />
they have been “misled”.<br />
The joint venture has seen<br />
about $30 million of Government<br />
investment and has the<br />
twin goals of advancing New<br />
Zealand’s aerospace industry<br />
and funding environmental restoration<br />
in the Kaitorete Spit.<br />
The aerospace centre opened<br />
in February with a 1km long,<br />
30m wide runway.<br />
Tāwhaki estimates the centre<br />
will generate 1300 high-paying<br />
jobs and create up to $2.4 billion<br />
in national economic benefits<br />
over 10 years.<br />
The Government is expecting<br />
a business case from Tāwhaki at<br />
the end of the year for further<br />
development at the centre.<br />
But New Zealand Space Agency<br />
deputy head Andrew Johnson<br />
said there are currently “no formal<br />
plans in place to construct<br />
launch pads’’.<br />
Environment Canterbury and<br />
the city council have not received<br />
any consent applications for the<br />
construction of launch pads.<br />
ECan consents planning<br />
manager Aurora Grant said the<br />
consents Tāwhaki will need for<br />
vertical rocket launches could be<br />
similar to those approved for a<br />
Rocket Lab complex at Kaitōrete<br />
in 2015, which was cancelled<br />
after finding a different site in<br />
Hawke’s <strong>Bay</strong>.<br />
These included consents for<br />
discharging contaminants into<br />
the air, discharging stormwater<br />
relating to new buildings, and a<br />
permit to occupy a coastal marine<br />
area with a rocket launching<br />
complex.<br />
There was opposition to the<br />
Rocket Lab plans from Birdlings<br />
Flat residents at the time.<br />
The United States company<br />
now launch rockets on behalf of<br />
foreign clients from the Māhia<br />
Peninsula.<br />
Rocket Lab chose the peninsula<br />
instead of Kaitorete due to<br />
a lengthy resource consents process<br />
required by the city council.<br />
Tāwhaki Joint Venture scheduled<br />
an open day for the aerospace<br />
centre on June 9, but it was<br />
cancelled due to bad weather.<br />
Residents were invited and<br />
some turned up anyway, unaware<br />
of the cancellation. Tāwhaki<br />
staff at the site said they were<br />
unaware of any plans for vertical<br />
rocket launches.<br />
The residents want their concerns<br />
answered, which include<br />
potential environmental impacts<br />
on the unique ecosystems in<br />
Lake Ellesmere and Kaitorete.<br />
“I don’t know if rockets are going<br />
to be too good for bird life,”<br />
said Dixon.<br />
Falwasser would not comment<br />
on any planning Tāwhaki is<br />
undertaking for environmental<br />
protection.<br />
The potential for vertical<br />

higher speed limits – survey<br />

support for increasing the speed<br />
limit back to 100km/h on State<br />
Highway 75 between Halswell<br />
and Little River. Results also<br />
show keeping the speed limit<br />
between Little River and Akaroa<br />
at mostly 60km/h.<br />
More than 1600 people responded<br />
to the survey, which has<br />
been set up by Banks Peninsula<br />
MP Vanessa Weenink. About<br />
75 per cent favoured returning<br />
the speed limit to 100km/h from<br />
Halswell to Little River with the<br />
rest opposed.<br />
For the winding section<br />
to Akaroa, about 80 per cent<br />
favoured the lowered speed limit<br />
which is mostly 60km/h.<br />
Weenink wrote a<br />
letter last Thursday to<br />
New Zealand Transport<br />
Agency Waka Kotahi in<br />
support of the survey’s<br />
findings. The survey is<br />
still open.<br />

community meetings<br />
and reviewing the<br />
survey results, Weenink said<br />

are “deeply unpopular” with the<br />

as her key submission on the issue<br />
and an expression of what the<br />
community wants from NZTA.<br />
