Draft Ōtākaro Avon River Corridor Regeneration<br />

Plan, Proposed Partial Revocation of the<br />

Christchurch Central Recovery Plan, and Proposed<br />

Partial Revocation of the Land Use Recovery Plan<br />

– open for written comment<br />

Pursuant to the Greater Christchurch Regeneration Act 2016 (the<br />

Act), Regenerate Christchurch invites written comments from the<br />

public on the following documents:<br />

• The Draft Ōtākaro Avon River Corridor Regeneration<br />

Plan (pursuant to section 34 of the Act),<br />

• The Proposed Partial Revocation of the Christchurch<br />

Central Recovery Plan (pursuant to section 54 of the Act),<br />

• The Proposed Partial Revocation of the Land Use<br />

Recovery Plan (pursuant to section 45 of the Act).<br />

The primary purpose of the Draft Ōtākaro Avon River Corridor<br />

Regeneration Plan is to enable short, medium, and long-term uses of<br />

approximately 600ha of land within the Ōtākaro Avon River Corridor,<br />

including the area previously known as the residential red zone. The Draft<br />

Ōtākaro Avon River Corridor Regeneration Plan will apply to all land<br />

(including land covered by water and any airspace over land) identified as<br />

the Ōtākaro Avon River Corridor Regeneration Area (Regeneration Area)<br />

defined in Appendix 1 of the ‘Outline for the Ōtākaro/Avon River Corridor<br />

Regeneration Plan’.<br />

A concise statement recording the views on the Draft Ōtākaro Avon River<br />

Corridor Regeneration Plan provided by the parties listed in section 29 of the<br />

Act (Christchurch City Council, Canterbury Regional Council, Te Rūnanga o Ngāi<br />

Tahu, Ōtākaro Limited, and the Chief Executive of the Department of the Prime<br />

Minister and Cabinet) under section 33 of the Act is also publicly available at<br />

engage.regeneratechristchurch.nz.<br />

The Proposed Partial Revocation of the Christchurch Central Recovery Plan<br />

(CCRP) proposes to partially revoke the effect of the CCRP so that it does not<br />

apply to the Regeneration Area as shown in Appendix 2 to the Proposed Partial<br />

Revocation of the CCRP. The Proposed Partial Revocation covers that part of<br />

the central city within the four avenues that overlaps with the Regeneration<br />

Area covered by the Draft Ōtākaro Avon River Corridor Regeneration Plan.<br />

The CCRP will continue to apply to the remaining area of the central city as set<br />

out in the CCRP.<br />

The Proposed Partial Revocation of the Land Use Recovery Plan (LURP)<br />

proposes to partially revoke the effect of the LURP so that it does not apply<br />

to the Regeneration Area. The Regeneration Area is described in section<br />

1 of the Proposed Partial Revocation of the LURP and shown in Appendix<br />

1, and is the same as the Regeneration Area covered by the Draft Ōtākaro<br />

Avon River Corridor Regeneration Plan. The LURP will continue to apply to<br />

the remaining areas identified in the LURP.<br />

In combination, the Proposed Partial Revocation of the CCRP and the Proposed<br />

Partial Revocation of the LURP, if approved, would result in the Ōtākaro Avon<br />

River Corridor Regeneration Plan being the only Regeneration or Recovery<br />

Plan applying to the Ōtākaro Avon River Corridor Regeneration Area.<br />
