Governors <strong>Bay</strong> is in Southworth’s<br />

catchment, but some are<br />

questioning her commitment to<br />

the area and not pushing enough<br />

for a bus route.<br />

“I just feel that the (ECan)<br />

council is not listening. I think<br />

she should be coming to the<br />

community and saying what’s<br />

going to happen and what needs to<br />

happen,” he said.<br />

also said he had never met<br />

Southworth.<br />

“Haven’t heard from her, haven’t<br />

seen her,” he said.<br />

The community has been fighting<br />

for a bus route since it was<br />

axed after the 2011 earthquake.<br />

“If it had been pushed it would<br />

have gone ahead,” Bannock said<br />

of what he believes is a lack of<br />

interest from ECan.<br />

News: “I haven’t been as<br />

connected with the community<br />

specifically in Governors <strong>Bay</strong> as I<br />

perhaps should have been. I don’t<br />

think anybody’s been directly in<br />

contact with me to push it.”<br />

She said she stays in<br />

Peninsula Ward city councillor<br />

Tyrone Fields on the issue.<br />

the city council. At its meeting<br />

council staff if a building at the<br />

reserve known as “the garage”<br />

Bike racks on buses back<br />

in use for passengers<br />

Bike racks will now be available<br />

full-time on Metro bus route 8<br />

to allow passengers through the<br />

Lyttelton Tunnel, where cycling<br />

is banned. The racks can be used<br />

at all times, rather than during<br />

daytime, after additional lights<br />

were added to the buses due to<br />

A car veered off State Highway 75<br />

near Hilltop on Sunday morning.<br />

Fields suggested connecting<br />

Governors <strong>Bay</strong> to the No 1 route<br />

which finishes in Cashmere or<br />

the No 3 route which finishes in<br />

Sumner.<br />

Dyer proposed extending the<br />

No 8 route which finishes in<br />

Rapaki.<br />

“There’s maybe 50 people that<br />

live in Rapaki, if they come an<br />

extra 2km down the road you<br />

reach a population of 1000,” he<br />

said.<br />

“It’s about fairness and equity<br />

for a considerable portion of<br />

Christchurch ratepayers that<br />

have done without public transport<br />

for a long time.”<br />

Said Fields: “Whatever route<br />

ECan decide to go with, it will be<br />

the most spectacular bus ride in<br />

the world.”<br />

He said ECan was supportive<br />

of the extension and hopes it will<br />

get “serious analysis.”<br />

But Southworth said adding<br />

Governors <strong>Bay</strong> to the No 8 route<br />

is not as simple as it seems.<br />

“To extend any individual<br />

trip to Governors <strong>Bay</strong> would<br />

require a full reset of the route 8<br />

timetable.<br />

“Costing this change is not a<br />

simple task and would require<br />

a full route review to determine<br />

the operational impact and<br />

overall cost implication,” she<br />

said.<br />

The ECan public transport<br />

team will review public transport<br />

access to Governors <strong>Bay</strong> as part<br />

of a network review for greater<br />

Christchurch for completion in<br />

December next year.<br />

Said Southworth: “We will<br />

work with communities to ensure<br />

we understand their needs,<br />

and explore options, noting<br />

the Public Transport Futures<br />

programme approved through<br />

the Long Term Plan 2024/27<br />

and trying to identify any<br />

opportunities to make network<br />

a cost. Ratepayers would pay a<br />

public transport rate of $36.72<br />

per $100,000 capital value of<br />

their property.<br />

If ECan decides to prioritise<br />

the bus extension, a public<br />

consultation process will need to<br />

take place to gauge community<br />

support for a public transport<br />

rate before it is considered<br />

for the next annual plan, said<br />

Southworth.<br />

“I really hope that Governors<br />

<strong>Bay</strong> as a community recognise its<br />

value, but that’s not necessarily<br />

the case.”<br />

Thacker thinks it is fair the<br />

community pays a rate for a bus<br />

route.<br />

“We’re all a part of<br />

Christchurch and we all pay<br />

for things we don’t fully use,”<br />

he said.<br />

Keep the lights on – residents<br />

SUMNER RESIDENTS have<br />

given their verdict on the issue of<br />

the Cave Rock mast.<br />

They say the status quo should<br />

remain: Keep the lights on every<br />

night from dusk until 11pm, except<br />

for when a request is made<br />

for them to be turned off and<br />

during Matariki.<br />

It comes as the Waihoro Spreydon-Cashmere-Heathcote<br />

Community<br />

Board is seeking public<br />

feedback after some people in the<br />

community raised concerns over<br />

the brightness, configuration<br />

and frequency of the lights.<br />

Some residents have also taken<br />

issue with the mast shape having<br />

religious connotations.<br />

The solar powered lights were<br />

installed in 2021, after lobbying<br />

from the Sumner Redcliffs Historical<br />

Society and the Sumner<br />

Community Residents’ Association.<br />

The board is inviting feedback<br />

on how the lighting should be<br />

managed, including the daily<br />

operating hours and how often<br />

the mast should be lit.<br />

the lighting problem.<br />

When the previous board<br />

signed a deed of accessibility<br />

with the Breakfree Foundation<br />

in November 2020, it stipulated<br />

that the foundation was solely<br />

responsible for operation,<br />

maintenance, and repair of the<br />

lights.<br />

Leslie said a “change of<br />

language” in the deed meant the<br />

foundation could have the lights<br />

on every night, as opposed to<br />

just on holidays like Christmas<br />

and Easter.<br />

“This is an opportunity<br />

to have a conversation with<br />

the community that possibly<br />

didn’t happen at the time of the<br />

change.”<br />

is welcoming the Government’s new<br />

crackdown on boy racers, calling it “long<br />

overdue” – and urging the city council to<br />

take inspiration from successful<br />

strategies used elsewhere in the<br />

country and abroad.<br />

“We’ve put up with it for far too<br />

long. The noise, the danger, the<br />

disruption – enough is enough,” he<br />

said.<br />

Dunlay, who has lived on Brittan<br />

Tce in Lyttelton for nearly 30 years,<br />

said boy racers have made life<br />

miserable for communities across<br />

Banks Peninsula.<br />

“Every weekend, the same thing happens.<br />

Dyers Pass, Lyttelton, Governors <strong>Bay</strong>, Cass<br />

<strong>Bay</strong> and Gebbies Valley all taken over by<br />

convoys of modified cars and dangerous<br />

driving.<br />

“People are scared to leave their homes<br />

or walk their dogs at night. It’s not just<br />

antisocial, it’s intimidation.”<br />

The Government has outlined extensive<br />

new laws aimed at putting the brakes on<br />

illegal street racing including:<br />

• Increasing fines for excessive vehicle<br />

noise from $50 to $300<br />

• Giving police greater powers to shut<br />

down illegal gatherings<br />

TE RAEKURA Redcliffs School’s first<br />

sports gear sale has been hailed as a<br />

success after it raised about $5000.<br />

The money from the used gear sale<br />

will go towards supporting school programmes,<br />

outdoor learning, and inclusive<br />

play initiatives for pupils.<br />

Lead organiser Amira Mikhail said the<br />

event exceeded expectations.<br />

“It is an incredible amount, a success in<br />

every sense of the word. The money raised<br />

will be used directly for our PTA to invest<br />

in the school and priorities like a new<br />

sensory playground and continue funding<br />

our wellness counsellor.”<br />

Dunlay said while these changes are<br />

welcome, he wants to see the city council<br />

and police go further, drawing on ideas that<br />

have worked in other parts of the<br />

country and overseas.<br />

“In places like Hamilton,<br />

they’re using acoustic cameras<br />

that detect illegal vehicle noise in<br />

real time. In Auckland, physical<br />

deterrents like speed humps and<br />

chicanes have been installed in<br />

known hotspots.<br />

entering certain streets at night.<br />

“Overseas, cities in the UK have<br />

successfully implemented Public Space<br />

Protection Orders to ban street racing in<br />

specific areas, backed by real enforcement.<br />

“Some councils in Australia have even<br />

created designated track nights to channel<br />

car culture away from public streets.”<br />

Dunlay wants Christchurch to adopt a<br />

similar toolkit of interventions, combining<br />

enforcement with community-based<br />

deterrents.<br />

“We should be using CCTV and noise<br />

monitoring more strategically and we<br />

should be backing police with the tools and<br />

funding they need to act.”<br />

The sports gear on offer ranged from<br />

The sale aimed to help make sports<br />

more accessible and affordable to parents<br />

and pupils.<br />

“Nothing went to the dump from the<br />

MORE THAN 700 volunteers<br />

collected 2.6 tonnes of rubbish<br />

from city waterways during the<br />

annual Mother of All Clean-Ups<br />

In two hours on Saturday<br />

morning, volunteers filled 400<br />

bags and removed 200 large<br />

items from areas including the<br />

Avon and Heathcote rivers, the<br />

estuary, Lyttelton <strong>Harbour</strong><br />

basin and New Brighton beach.<br />

Larger items found included car<br />

parts, bumpers, polystyrene, and<br />

a shopping trolley.<br />

restored to its former glory –<br />

Ngāti Wheke officially<br />

reopened the historic building<br />

on Saturday after a $700,000<br />

restoration project which began<br />

in February 2024.<br />

The work included structural<br />

repairs, seismic strengthening, a<br />

new toilet and shower block, and<br />

relocating the building to a more<br />

stable part of the same section to<br />

reduce the risk of erosion.<br />

Heritage preserved as school reopens<br />

Built in 1876, Rāpaki School<br />

was part of a network of village<br />

primary schools established by<br />

the Native School Department<br />

to educate children in Ngāi Tahu<br />

communities. It operated for<br />

70 years before closing in 1946,<br />

after World War 2.<br />

The building was still an<br />

integral part of the community,<br />

used as a hub for hapū meetings,<br />

a preschool, and a base for<br />

Tangata Tiaki (guardians of the<br />

local marine environment).<br />

Couch said preserving the<br />

schoolhouse and the nearby<br />

restored Rāpaki Church was<br />

vital for maintaining the area’s<br />

heritage.<br />

“It is a place where major<br />

transition was made in this<br />

community and by the people<br />

who lived here.<br />

“(Rāpaki School) represents<br />

how our people knuckled<br />

down and got through tough<br />

times and I think with the<br />

renovations, with any reasonable<br />

chance it will serve for another<br />

<strong>15</strong>0 years.”<br />

Eye surgeon set to<br />

be released after<br />

attempted murder<br />

EYE SURGEON Ian Dallison, who<br />

attempted to murder his former business<br />

landlord, has been granted parole.<br />

After being declared bankrupt on<br />

August 4, 2022, Dallison stormed into<br />

the Lyttelton home of Alberto Ceccarelli<br />

and attempted to shoot him while he<br />

was eating dinner with his wife, Antje<br />

Schmidt.<br />

Dallison was jailed for almost seven<br />

years in 2023.<br />

A parole board spokesperson said<br />

Dallison appeared before the board on<br />

Monday. He will be released next month.<br />

It was earlier revealed Dallison (right)<br />

had been in an intimate relationship with<br />

district court Judge Jane Farish.<br />

Farish was Dallison’s girlfriend at<br />

the time of his attack on Ceccarelli and<br />

Schmidt.<br />

Dallison was armed with<br />

nine guns and 167 rounds<br />

of ammunition when he<br />

drove to the couple’s home<br />

in St Davids St, the police<br />

summary of facts stated.<br />

He had been declared<br />

bankrupt in proceedings<br />

brought by Ceccarelli, to<br />

whom he owed a large<br />

amount of money for failing<br />

to pay the rent at his commercial building.<br />

He fired a Ruger semi-automatic pistol<br />

at Ceccarelli, with the bullet narrowly<br />

missing the businessman’s head.<br />

Ceccarelli and Schmidt then rushed<br />

Dallison, sparking a violent scuffle, during<br />

which Dallison gouged Ceccarelli’s eye.<br />

The Supreme Court earlier ruled media<br />

could report the relationship between<br />

Dallison and Farish.<br />

The court said it was accepted Farish<br />

knew nothing of Dallison’s plans and had<br />

no involvement in the offending.<br />

She knew Dallison for years before<br />

beginning a romantic relationship with<br />

him in 2012. They maintained separate<br />

homes throughout the relationship and<br />

she had only stayed at his house once in<br />

the year before his rampage.<br />

At sentencing Crown prosecutor Claire<br />

Hislop read victim impact statements on<br />

behalf of Alberto Ceccarelli and his wife<br />

Antje Schmidt, who recounted the horror<br />

of having their home invaded by an armed<br />

Dallison on August 4, 2022.<br />

“Our security and our home have been<br />

severely violated.”<br />

Dallison entered Ceccareli’s Lyttleton<br />

home at about 7.40pm while he and<br />

Schmidt were eating dinner.<br />

The court heard how Dallison fired a<br />

Ruger semi-automatic pistol, the bullet<br />

narrowly missing Ceccerelli’s head, lodging<br />

itself in the doorframe over his right<br />

shoulder.<br />

Both Ceccarelli and Schmidt then<br />

rushed Dallison, sparking a violent scuffle.<br />

According to Ceccarelli’s victim impact<br />

statement, he was still feeling the effects of<br />

the fracas where Dallison gouged his eye.<br />

“Previously I had no issues reading brief<br />

things, like an email for instance, but now<br />

I can only read a few lines at a time and<br />

have to stop.<br />

“When I’m working in the day, the<br />

daylight is too bright and it offends my<br />

sight so I have to block the sunlight out by<br />

having my blinds pulled down.<br />

“I still suffer daily with headaches,<br />

which I have to use panadol.”<br />

Ceccarelli said he felt “anxious” and<br />

admitted it was difficult to think about the<br />

future, in relation to the eventual release of<br />

Dallison.<br />

Schmidt was drawn into the attack and<br />

struck several times on the back of the<br />

head by the butt of Dallison’s gun.<br />

“I have difficulties falling and staying<br />

asleep due to the pain of my head injuries<br />

and anxiety. It is agony to put my head<br />

down on a pillow to sleep.<br />

“I have difficulty of concentration,<br />

feeling constantly distressed and on<br />

edge, feeling light-headed and nauseous,<br />

constant headaches. I become very jumpy,<br />

tense and jittery.”<br />

The court heard Dallison was a commercial<br />

tenant of Ceccarelli, the former owing<br />

the latter’s trust about $250,000 in unpaid<br />

rent and expenses.<br />

Defence lawyer Paul Borich conceded<br />

Dallison worked himself into a state on the<br />

day of the attack and behaved “irrationally”<br />

after being declared bankrupt hours<br />

earlier.<br />

“His behaviour on this day was extreme<br />

– he did not look to others for help, nor did<br />

he take what advice had been given.<br />

“Being bankrupt was the final straw and<br />

he completely and totally lost the plot.”<br />

Justice Andru Isac, however, told<br />

the court there was a high degree of<br />

premeditation and his actions were<br />

“inexplicable”.<br />

He said Dallison wrongly blamed<br />

Ceccarelli for his own financial woes and<br />

had established a pattern of not dealing<br />

with civil disputes reasonably.<br />

“You don’t take kindly to anyone with<br />

whom you have a financial dispute, be it<br />

former spouses, family or business partners.<br />

“In such situations you have said to<br />

become arrogant, irrational, angry and<br />

uncompromising, some might describe<br />

such behaviour as entitled.”<br />

Isac said unlike many defendants who<br />

appear in front of the court, Dallison had<br />

lived “a privileged life”.<br />

He also pointed to other factors such<br />

as the Canterbury earthquakes and<br />

diminishing demand for laser treatment<br />

resulted in falling profitability of Dallison’s<br />

practice.<br />

Skies alive with seasonal bird movements<br />

AS THE SEASONS shift, wildlife<br />

migrations are under way across<br />

Banks Peninsula and the city.<br />

In March, the godwits began<br />

their annual journey to Alaska,<br />

while many local waterbirds<br />

migrated to Australia and the<br />

North Island.<br />

Land birds are also on<br />

the move, with fantails now<br />

appearing more frequently across<br />

the city. Bellbirds, grey warblers,<br />

and finches are becoming more<br />

visible during the cooler months.<br />

One surprising migratory<br />

species is the<br />

familiar harrier<br />

hawk.<br />

While not<br />

often considered<br />

a migratory<br />

bird, many<br />

harriers shift<br />

to lowland and<br />

coastal areas<br />

during autumn<br />

and winter –<br />

Andrew Crossland said autumn<br />

is when harriers are often spotted<br />

flying north over city suburbs<br />

or feeding on roadkill in rural<br />

“They’re sometimes slow<br />

to react to approaching cars,<br />

especially young birds just a few<br />

months old,” he said.<br />

Harriers are easily recognised<br />

by the white patch of feathers on<br />

the backs of their heads.<br />

Whether their seasonal movements<br />

count as true migration or<br />

simply post-breeding dispersal<br />

is still debated among ornithologists.<br />

However, sightings of harriers<br />

flying along the northern<br />

Canterbury and Marlborough<br />

coasts – and crossing Cook Strait<br />

– suggest a migration pattern.<br />

“Council park rangers have,<br />

over many years, documented<br />

harrier numbers doubling along<br />

Kaitorete Spit and around the<br />

Avon-Heathcote Estuary/Ihutai,<br />

with a dominant autumn northward<br />

movement of harriers over<br />

Gebbies Pass, along the summit<br />

of the Port Hills and northwards<br />

along the city dunes and coastal<br />

wetlands,” Crossland said.<br />

Some harriers pause during<br />

migration to feed or gather at<br />

dusk in communal night roosts,<br />

where as many as 20 birds may<br />

settle for the night.<br />

“Only a few local roosts are<br />

known – at Travis Wetland, the<br />

Bromley oxidation ponds and at<br />

locations around Lake Ellesmere.<br />

“Protection measures are in<br />

place to ensure continued use<br />

of these night roosts, including<br />

predator control and provision<br />

of suitable vegetation,” Crossland<br />

said.<br />

“We would appreciate hearing<br />

from members of the public who<br />

may know of any additional<br />

roosts on council park and<br />

reserve land so these sites can<br />

Seaside rivals to mark a<br />

century of shield clashes<br />

when Sumner and New Brighton<br />

clash for the Falton Shield.<br />

The trophy, contested annually<br />

between the two seaside clubs,<br />

marks its 100th anniversary this<br />

weekend. The first match was won<br />

by New Brighton in 1925.<br />

“The reward is competition<br />

points, but also that shield, and it<br />

does mean a lot to both clubs.”<br />

event – an improvement on his<br />

22nd place finish last year.<br />

The event posed new challenges,<br />

including seven-foot waves – far<br />

larger than what he’s used to at<br />

home. To adapt, he tweaked his<br />

equipment, modifying his board<br />

to better suit the conditions.<br />

The changes paid off, but Tyro<br />

still wasn’t completely satisfied.<br />

hope. It’s what I was aiming for,<br />

but I wish I’d been able to get a bit<br />

Competing with some of the<br />

world’s top surfers was both motivating<br />

and humbling for Tyro.<br />

“I was kind of starstruck with<br />

the level the boys were riding at<br />

but everyone’s really friendly at<br />

comps like that. It’s all about team<br />

spirit and surfing,” he said.<br />

Tyro’s biggest lessons came from<br />

riding bigger waves and adjusting<br />

to the lack of control smaller waves<br />

offer.<br />

“It was hard for us (competitors)<br />

to do anything we wanted to do or<br />

try things out. The biggest thing<br />

was to create my own style in big<br />

waves,” he said.<br />

It has been a breakout year for<br />

Tyro, capped by a third-place<br />

finish in the Oceania Qualifying<br />

Series – just one spot from qualifying<br />

for the World Surf League.<br />

He is back at home over the<br />

winter, but Tyro has another big<br />

opportunity on the horizon.<br />

in Victoria would earn him a<br />

wildcard entry into the prestigious<br />

professional event in September.<br />

“I’ve surfed more than a<br />

thousand heats, so whatever the<br />

contest, I don’t get fazed anymore.”<br />
