    It's very simple... segment your stakeholders or audience! Have you ever noticed a YouTube video with sub-divisions. Each of these divisions are headed with the theme/question/topic they'll be covering. This helps us understand that different demands can be met by guiding the stakeholders to their respective sections. Similarly, jargons cannot be everyone's cup of tea; layman's terms are more appreciated by newbies. Therefore, try making two sections: Primarily, for the common people using a comprehensive tone Secondly, for the professional stakeholders who can be fed with technical terminologies to grant authenticity and reliability of the information or services provided. Hence, the best way is the bifurcation and customization of tone.

    To appeal to a diverse audience, you should figure out the common thread and appeal to that shared aspect initially so that when you introduce a point that may not resonate with all you can use the common thread as a connection point to keep your audience united. Also take a tone of openness and curiosity versus aggressiveness or rigidity. Keep mentioning and interweaving that common point throughout your paper.
